About this file
This is a Special Conditions document for a CDBG-CV federally-assisted construction project between the County of Volusia, Florida and the Seville Village Improvement Association to construct a new pavilion. The awarded contractor must obtain a building permit prior to construction initiation. This project is subject to Federal Labor Standards requirements including the Davis-Bacon Act, which mandates prevailing wage rates for laborers and mechanics employed by primary contractors and subcontractors. Additional federal requirements include compliance with the Copeland Act regarding anti-kickback provisions and submission of weekly certified payroll reports, bonding requirements under 24 CFR 85.36, and Section 3 and M/WBE provisions.
Prospective bidders must complete Exhibit L, Section 3 Business Concern Certification, as part of the solicitation response; all other required forms (Exhibits G through N) need only be completed by the awarded contractor. Local preference is not permitted under CDBG funding regulations. The bid packet contains applicable information regarding all stated laws, regulations, and federal requirements governing this project.
