Statement of Work Anniston Army Depot (ANAD) MRO Southeast Zone 1

1.0 BACKGROUND

1.1 Anniston Army Depot (ANAD), Anniston, Alabama (AL), supports a multi-mission industrial base, recognized for heavy combat vehicle expertise. DLA Troop Support’s Maintenance, Repair, and Operations (MRO) Tailored Logistics Services (TLS) Prime Vendor (PV) Program has continuously provided Paint Supplies and Distribution support through an onsite “storefront” location operated by the MRO TLS PV as detailed in this Statement of Work.

2.0 SCOPE

2.1 The purpose of this Statement of Work is to consolidate supply and distribution activities for paint and paint-related products and to ensure the consistency of paint products and all chemical agent resistant coating (CARC) being provided under this contract. Under this SOW the vendor agrees to provide consistent sources of paint products, understanding that substitutions will only be authorized with Government concurrence. Contractor operations include the procedures necessary for procurement of paint supplies and distribution under the provisions of the Paint Supplies and Distribution agreement to include: the staffing of an on-site paint warehouse, the provision of 'walk-up' service for Government customers, the distribution of paint and paint- related products to satellite distribution points, and the proper management of paint and paint- related products exceeding the shelf life limitations contained herein. All transactions shall be recorded in ANAD's Hazardous Materials Management System (HMMS) software. The Contractor shall provide all labor, tools, transportation, personal protective equipment (PPE), phone, and mail service required for the performance of these services with the exceptions found in paragraph entitled "General Supply Information." This work specification establishes the Government's requirement for Paint Supplies and Distribution. These services shall consist of all necessary processes to facilitate the full range of Paint Supplies and Distribution at ANAD, AL.

3.0 GENERAL REQUIREMENTS

3.1 Location

Aniston Army Depot locations to include, but not limited to:

‐Main Warehouse: Back of Bldg. 524 ‐Satellite Storage Areas: Bldgs. 113, 117, 143A, 409, 433, 474, 475 and 499

3.2 Point of Contact

The Contracting Officer for this SOW is the designated DLA Troop Support Contracting Officer for the MRO (Maintenance, Repair and Operations) TLS (Tailored Logistic Support) PV (Prime Vendor) Southeast Zone 1 Contract. ANAD will identify a designated Primary and Secondary Government Points of Contact (POC) at ANAD for this SOW.

3.3 Appendix C, Paint and Paint-Related Products (Preliminary), is a preliminary list of the required items and satellite stocking requirements. At the start of work, the contractor will be managing Government owned inventory and will establish a Schedule of Supplies for the Paint and Paint-Related Products based on their review and in coordination with ANAD.

3.4 Parking

No special privileges will be afforded the contractor for parking. All parking shall be in designated parking places, and only those authorized in writing by Director of Law Enforcement and Security (DLES). When loading and unloading, the Contractor will be permitted to stage a vehicle near the building to support such movement. When loading/unloading is completed, the Contractor-owned vehicle shall be returned to an approved parking lot. For situations such as these, where the

Contractor may need to frequent other locations on the Depot in support of business directly related to this contract, the Contractor may obtain a placard from the designated ANAD POC authorizing them to park in an alternate location. Placards can be checked out from the ANAD POC, but must be returned prior to close of business daily. Placards are only for use away from the worksite. In no case shall this placard be used to permanently park adjacent to the contractor's normal worksite at Bldg.

524.

3.5 Contractor Liability

The Contractor shall be responsible for any damage to Government property due to Contractor negligence or misconduct. The Contractor with the ANAD POC will conduct a walk through to identify any damages to the facility or government owned property.

3.6 Overtime

Government overtime is not projected, but may be necessary based on mission needs. It will be the responsibility of the Contractor to have sufficient quantities of product in their satellite storage buildings prior to the end of the workweek to support any overtime hours that the Government chooses to work.

3.7 Shift Operations

The Government may request a full or partial second shift operation from the Contractor due to accelerated production or facility restrictions, upgrades, or repairs. Any such request shall be negotiated in advance with the DLA Contracting Officer, the ANAD POC and the Contractor and may result in a contract modification. Upon agreement and notification by the DLA Troop Support Contracting Officer and the ANAD POC, the Contractor shall commence and/or cease night shift operations. When able, the Government will provide a minimum of one week notice to the contractor for any shift in operations. However due to base operations, notification may be less than one week. Staffing and duration of these operations shall be contingent on the work being performed.

The Government may choose to shutdown for a week or portions of a week as stated below. During this shutdown, and unless otherwise stated, only those Government personnel essential for equipment/facility maintenance will be permitted work.

4th of July Holiday Christmas Holiday Safety Stand-Down Day* Employee Appreciation Day*

*Safety Stand-Down Day and Employee Appreciation Day generally occur on a Friday (8- hour day). Safety Stand-Down Day consists of either two half-days occurring at six-month intervals or one full workday per year. Employee Appreciation Day generally occurs on a Friday (half of an 8-hour day) and is usually held in the afternoon. The Contractor’s services may not be required during these periods. 3.8.3 Schedule Changes

When situations warrant, the Government may change their hours of operation to adjust for weather (extreme heat or cold) conditions, etc. For example, during summer production, shops may begin work at 6 a.m. and leave at 3:30 p.m. to avoid the afternoon heat. The contractor shall be provided as much notice as possible when these situations occur and will be expected to support any schedule change provided by the designated ANAD POC. When able, the Government will provide a minimum of 72 hours notification of any schedule changes. However due to base operations, notification may be less than 72 hours.

3.9 Access to Classified Information

Performance of work under this contract does not require access to Classified Information.

This information shall be considered proprietary to Anniston Army Depot and therefore require that a Nondisclosure Agreement be signed by both ANAD and each Contractor employee to protect those interests prior to the Start of Work. As the Contractor introduces new employees or visitors into the work area, additional NDAs shall be required. Original and subsequent NDAs shall be submitted to the designated ANAD POC prior to introducing new employees or visitors into the work area.

These systems include local area networks, web sites, databases, other electronic records, e- mail accounts, other electronic data transfer mechanisms and computer software. The employees of these contract system administrators sign nondisclosure agreements obligating them not to reveal information contained in files, documents, computers or systems that they administer. However, unless such information is protected in some way, contract system administrators do not have the ability to access such information.

3.12.1 Potential contractors as well as any other parties are thus advised to take steps needed to prevent access by contract system administrators to information submitted electronically to the

Government. Absent such steps, it is assumed that contract system administrators are permitted the capability to access the data. The access will be limited to that which is necessary for the contract system administrator to perform its duties for the Government. The access shall be subject to the condition that third party information is not to be revealed by the contract system administrator.

Under all circumstances, adequate internal controls must be placed in effect by the Contractor to ensure that no violation of Title 18 USC 1905 occurs during the course of this agreement. This provision of Federal criminal statutes reads as follows:
