About this file
This file is a Vendor Questions & Answers document for a federal fuel supply contract solicitation (SPE605-26-R-0217) for delivery to U.S. military installations in the Philippines during the period January 1, 2027 through December 31, 2029, with an optional six-month extension.
The contract requires supply and delivery of three fuel products: Diesel Fuel F-2 (DF2) at 896,000 USG total volume, Jet A-1 (JA1) at 368,000 USG total volume, and automotive gasoline unleaded premium (MUP) at 2,000 USG total volume. Deliveries are made on an as-needed basis through various modes including tank trucks with pump and hose equipment (100 feet minimum), drums (55 gallons), and tank wagons, depending on the line item. Specific delivery locations include remote sites in Sulu, Tawi-Tawi, Basilan, and Lanao del Sur, as well as major bases such as Subic Bay, Basa Air Base, Antonio Bautista Air Base, and Edwin Andrews Air Base. The contractor bears responsibility for security en route to remote locations, though Government escorts are provided once base access is granted. For drum deliveries, contractors must collect empty barrels within a specified timeframe and can coordinate pickup with subsequent deliveries. There are no minimum order quantities for drum deliveries, though minimum quantities apply to tank truck and tank wagon deliveries per the Delivery Conditions supplement. Pricing uses the market escalator mechanism (Platts reference price) as the sole price adjustment method, with the offered differential remaining fixed throughout the contract period. Contractor insurance must include minimum liability, collision, and personal injury protection coverage. The applicable quality assurance provisions are QAP C16.69-3 for automotive gasoline (MUP) and standard QAPs for Jet A-1 and diesel. Line items 0021 and 0022 for Zamboanga have been clarified as FOB destination, updated to Tank Truck With Pump (TTWP) delivery mode. The solicitation was uploaded to the OET system and assigned to purchase program 1.6P for PC&S.
