Answer: Review Amendment 0002

15. Special Note 13 and Attachment 11, pages [29 to 43] it stated that {(c) Offerors must complete the following representations when the resulting contract will be performed in the United States or its outlying areas. Check all that apply.} This contract is performed in West Africa and East Africa, so the questions will not apply. Is this assertion correct?

Answer: Representation and Certifications are particular to each offeror. Please read each clause and understand the requirement.

16. Attachment 3 Past Performance Questionnaire, some of the Answers could not be answered in a 3 space 10 font letter type.

Answer: The limit is three (3) - (8 ½ x 11) pages, each single-spaced.

17. In attachment 4, what is meant by [SUBCONTRACT PLAN (YES OR NO)?

Answer: This column requires the vendor to provide response to whether a subcontract plan was required for the past performance item provided in the table.

18. Attachment 7, has a protected password. We could not combine the files into one file.

Answer: The protection cannot be removed.

19. In attachment 7 also, the DF2 file describes the [[ Diesel Fuel as C16.18-2 FUEL OIL, DIESEL (OCONUS) (PC&S and Bulk) (DLA ENERGY NOV 2018)]]. The NATIONAL STOCK NUMBER is 9140-00-286-5294. Do you have a place where we can get all the Specification of these stock Numbers? If you go to the internet the sulfur content by weight is 0.5%, when you do the calculation on 0.5%, then this becomes 5000 PPM. In OET, the product of DF2 is listed as 0.05% which is 500 PPM, please advise if you have a DLA website that list all the specifications DLA want in all the Products, we mean the ASTM itemized or what DLA Energy want in a Test result itemized in the ASTM format from Refinery (COQ) or Supplier

(COA).

Answer: Please use the Quality Assurance Provision as the sole reference to the product’s specifications. Any product specification deviation will need to be individually reviewed and must be submitted as part of your offer per the solicitation’s OSP.

20. Special Note 19: LEAD-TIMES: Offeror’s must submit their supply distribution lead time with their offer/proposal.

Is there a particular section or subsection you wanted this request listed or made or sign off on? could it be added as page 178+1? or so.

Answer: Provide your sub-contractor’s primary points of contacts only. Regarding the portion where you must provide scanned National Identification Cards/Passport Copy for each of these people, you must provide this for each of sub-contractor’s primary points of contacts. This requirement applies to transportation companies and suppliers.

22. Special Note 13. Offerors may need to obtain Business Interruption Insurance, please explain or give ideas or recommend insurance companies.

Answer: Due to the ambiguity, and the unstable market in Africa, it is suggested that Business Interruption Insurance be considered in order to maintain constant supply of product to the Warfighter. There are no specific details regarding this suggestion. It is up to each offeror to conduct market research and understand the market before submitting a proposal.

23. Special Note 20 [FOREIGN TAXES: The United States Government is tax exempt. DO NOT include any taxes in the offered price(s) for which the U.S. is tax exempt.] These countries Customs request we pay duties and penalty.

Our question is: As we are already registered in JCCS for Centcom and Africom, is this registration enough or we need to register in AFVV also?

If this is the case, can you please share with us the AFVV website site or portal?

Answer: Registration in JCCS does not waive any offeror from this requirement. There is no website. Please complete and upload the FOREIGN VENDOR INFORMATION SHEET to OET with your proposal.

40. DFARS 252.204-7020 NIST SP800-171 DOD ASSESSMENT REQUIREMENTS and DFARS 252.204-7019 NOTICE OF NIST SP 800-171 DOD ASSESSMENT REQUIREMENTS : Those requirements are not clear if they are applicable for this solicitation, as the only interaction between the contractor and the government is by email and government software like DIBBS and OET and if this requirement is applicable , please confirm that the basic assessment is only needed at this stage if the solicitation.

CLDJhas a standard truck offload point with pumps that has 4" camlock connections with a P/D meter.

Trucks would need to provide hose connections, grounding, and chocking to accommodate the vehicle procedures for CLDJ and also a 50 ft filling/transfer hose in the event of failures or ruptures.

CLDJ is looking to become ultra low sulfur dependent facility to accommodate for future planning and to adhere to standards to meet the air emissions criteria. Use the most available if EN 590(ULSD Fuel) or ASTM D975 (ULSD Fuel) should be the requested product.

Product #2 for DF2 is requested by the customer as a secondary line for ultra low sulfur diesel and is capitalized fuel. Delays in shipment for ultra low sulfur diesel would cause mission degradation.
