Block 14 Cont'd:

A. Amendment 0002 is hereby issued to provide answers to questions received from prospective offerors relating to solicitation SPE605-22-R-0209:

1. Item 0012 is missing in the SOW for delivery schedule with no mention of Chad. Is this deliberate?

Answer: This was intentional, no information is missing.

2. What is the mode of delivery in Ben Guerir air base, Morocco?

Answer: Mode of delivery is Truck.

3. Can you confirm if the SFD specifications is 10-PPM Sulphur max or 15-PPM Sulphur max? (Kindly refer to Pg 7, 1st paragraph of the RFP & No 2 of Attachment 6, Technical & Capability Performance Data Sheet.)

Answer: SFD is 10-PPM Sulphur government will accept a maximum of 15-PPM.

4. What financial instrument is the USG issuing to vendors / suppliers as guarantee?

Answer: None, United States Government will not be financing this procurement.

5. Can foreign vendors register successfully on the AMPS?

Answer: Yes, foreign vendors can register in AMPS. Please, follow instructions provided.

6. Will DLA pay separately (as per bid accepted per product) for the intermittent operational amount stored, and their storage charges, and if so will these payments be monthly in advance or arrears?

Answer: No, DLA Energy is doing operational storage not reserve storage. DLA Energy will not be paying any storage cost. All operation charges should be included in price.

7. For the avoidance of doubt, are All bidders, or just foreign vendors (non US Corporations) to submit the AFVV, and;

if a US Corporation is using Sub contractors that are foreign, would they need to be on the AFVV (as well)?

Answer: Only Foreign vendors and foreign subcontractors are required to be vetted and registered in the Africom Vendor Vetting System (AFVV). US companies do not need vetted or registered.

8. I have not seen any clause limiting or forbidding the origin, in any way, of an energy product, if it is sourced from Russia. Kindly confirm your position on this question in so far as this solicitation is concerned

Answer: Please review the Trade Agreements within solicitation and sourcing data sheet.

9. The contract states that all payments will "be subject to" a net 30 payment regime. Is it strictly 30 days, or any time within that time period?

Answer: The incoterm is Net-30 days, which mean payment will be made and received within the 30 day payment window.

10. Does the non application of FAR Subpart 19 mean that small and disadvantaged businesses in the United States will not get any "level of playing field" considerations at all in the determination of this solicitation? I have attempted to contact Gregory Thevenin's number given in the solicitation notes for "small business concerns" but this number does not seem to function. Is there any other functional number or email we can reach him at?

Answer: The solicitation requirements are being offered “Full and Open” competition allowing all business category to compete, no segment will have any preference over another. Competition bolsters the productivity and international competitiveness of the business sector and promotes dynamic markets and economic growth. Mr. Gregory J. Thevenin’s Email is: Gregory.Thevenin@dla.mil

11. For the avoidance of doubt, the price entered in the OET should be the total of the platts price (per the item quoted in the solicitation) plus our charge/s. Correct?

Answer: Yes, your analysis is correct, BRP + Differential = Full Offer Price. The complete price must be entered in

OET.

B. All other terms and conditions remain unchanged.
