1 – EXECUTIVE SUMMARY

On November 27, 2023, TSP Tank Services LLC (TSP) inspected the tank farm piping system located at NAS Key West, Boca Chica, FL 33040.

The inspection was performed by Mr. Robert Sherby., a certified API-570 piping inspector, and overseen by Mr. Ronald E. Swan, Jr., PE., a certified API-570 piping inspector and registered Professional Engineer in the State of Florida. Inspection was conducted according to the methodology outlined in the API-570 standard as supplemented by the professional experience of Mr. Swan. The work performed included:

• Visual inspection of the piping, pipe fittings, valves, and other equipment installed along the pipe circuits included in the Scope of Work.

• Visual inspection of the piping support structures associated with the piping inspected.

• Visual inspection of pipe welds and flanges.

• Ultrasonic Thickness testing of pipe walls, elbows, and tees.

• Photographic documentation of observed variances from code requirements.

• Analysis of data resulting in a fitness for service determination.

• Recommendation of critical, mandatory, and optional maintenance tasks.

Based on visual inspection and data collected, the piping system is suitable for its intended service.

The following variances from API-570 requirements were observed. These variances should be corrected as soon as possible to bring the piping system into compliance with API-570:

• Remove corrosion and repair coating failures.

• Replace top gasket on filter F2.

• Repair pitting in pipe AN.

• Replace illegible pressure gauge.

The following conditions were observed which do not reflect variances from API-570 but which may, nevertheless, impact the longevity or functionality of the piping system. Correction of these conditions is recommended as part of an ongoing maintenance process:

• Remove absorbent pad wrapped around pilot valve tubing.

• Perform an operability evaluation on passive cathodic protection equipment (current condition unknown).

• Label pipe contents and flow direction in accordance with regulations.

2 – INTRODUCTION

An API-570 piping inspection is an engineered approach to determining the current condition of a pipe or piping system. The inspection process is designed to meet the requirements of various federal and state regulations, industry standards, and best practices. Periodic inspections performed by a certified professional provide a reference point for pipe conditions, enabling owners and operators to plan and budget for maintenance and regulatory compliance activities.

Inspections are performed using a variety of techniques under the guidance of the relevant regulations and inspection standards and the professional experience of the piping inspector.

Inspection techniques are selected to develop high quality data regarding the current condition of the piping system. This inspection was completed using non-destructive examination techniques which allow the condition of the piping to be determined without damaging or disabling the piping system. Techniques employed during this inspection included:

• Visual Inspection – A visual accounting by the piping inspector of the condition of the piping system. Visual inspection by an experienced professional can identify many variances and provide guidance for the remainder of the inspection effort.

• Ultrasonic Thickness Testing – A testing method which uses sound waves to determine the thickness of plates, pipe walls, and coatings. TSP uses a dual-element transducer which allows separate determination of metal and coating thickness.

Each of the inspection techniques are performed by individuals trained and experienced in their use. Our testing staff have been certified to at least Level 1 of the SNT-TC-1A standard published by the American Society for Nondestructive Testing in each of the testing methods described above.

3 – DESCRIPTION OF THE PIPING SYSTEM

The piping system subject to inspection is the primary system used to transfer aviation fuel from the on-base tank farm to the truck loading station located within the airfield operations area (AOA). Transfer piping to the AOA originates at each of the five aboveground storage tanks (ASTs) as 6-inch piping (Circuit A), flows through a pump house in the tank farm area, and continues through two parallel 6-inch pipes (Circuits AN1 and AS2) underground to the truck loading stations. Supply piping to the ASTs originates as 6-inch piping at a truck loading station in the tank farm area (Circuit B) and as 4-inch piping supplied by Key Pipeline (Circuit C3) which combine to 6-inch piping servicing the ASTs (Circuit B).

Non-scaled isometric drawings, adapted from drawings provided by the Owner, showing the inspected piping are included in Appendix 1.

3.1 – Piping System History

The following history of the piping system was disclosed to the piping inspector at the time of the inspection by the Owner’s representative. The piping system may have a more extensive history than described below. The piping inspector has not independently verified the information contained in this section.

4 – OBSERVATIONS AND INSPECTION RESULTS

On November 27, 2023, TSP Tank Services LLC (TSP) inspected the tank farm piping system located at NAS Key West, Boca Chica, FL 33040. The inspection was performed by Mr. Robert Sherby, a certified API-570 piping inspector and overseen by Mr. Ronald E. Swan, Jr., P.E., a certified API-570 piping inspector and a registered Professional Engineer in the State of Florida.

4.1 – Methodology

The solvent piping system was inspected using the methodology specified by API-570. Specific work required to successfully complete this inspection included:

• Localized cleaning of pipe and pipe component exteriors, as required.

• External visual inspection by a certified API-570 Inspector.

• Ultrasonic Thickness (UT) measurement of the exterior pipe sections, elbows, and tees at the locations required by API-570 by an SNT-TC-1A certified UT technician.

TSP utilized various equipment to accomplish the piping inspection. A backhoe was used to access piping testing locations located underground. TSP utilized safety equipment in accordance with TSP, Owner, and OSHA requirements. UT equipment was calibrated and verified in accordance with TSP policy and SNT-TC-1A practice.

4.2 – Inspection Results

A description of the current condition of the piping system has been developed based on data collected during the inspection effort.

The piping, pipe components, and pipe supports were subjected to visual inspection.

Photographs of significant conditions are included in Appendix 2. Visual inspection checklists, included in Appendix 3, were completed for each pipe segment.

5 – RECOMMENDATIONS

Based on the data collected during the inspection, TSP offers the following recommendations for the repair and maintenance of the piping system.

5.1 – Critical Repairs (Prior to Return to Service)

The recommendations of this section are made to address defects relative to Code which prevent any portion of the piping system from remaining in service in accordance with API-570.

Although the underlying defects may be repaired by any method that conforms to API-570, these recommendations are believed, based on TSP's experience, to provide an efficient and cost-effective means to return the piping to service.

SECTION INTENTIONALLY BLANK

NO CRITICAL REPAIRS REQUIRED

5.2 – Code-Required Repairs (Mandatory for Recertification)

The recommendations in this section are made to address defects relative to Code for which repair is mandatory prior to certification of the piping system as compliant with the requirements of API-570. The repairs in this section should be performed during the Owner's next regular maintenance cycle. Although the underlying defects may be repaired by any method that conforms to API-570, these recommendations are believed, based on TSP's experience, to provide an effective and efficient means to resolve the defects noted.

5.2.1 – Repair Coating Failures and Corrosion

Visual inspection of the aboveground pipe circuits found localized corrosion failures with associated corrosion on the pipe spools, valves, supports, and flange fasteners. Although the coating failures are currently small and isolated, coating failure and corrosion are progressive, and the affected areas are likely to expand. TSP recommends that coating in damaged areas be removed and that a new exterior coating be applied. Coating removal should be completed in accordance with the SPCC-SP6 (Commercial Cleaning) standard published by the Society for Protective Coatings. The replacement coating should be a two-part epoxy coating applied in accordance with manufacturer recommendations. Coating replacement should be performed by a firm experienced in the application of coatings to aboveground piping.

5.2.2 – Replace Top Gasket on Filter F2

Visual inspection of the piping on Circuit C noted drips on Filter F2 originating from the top cover of the filter basket. The dripping indicates a leak from the cover of the filter consistent with a gasket failure. TSP recommends replacing the gasket on the cover of Filter F2.

5.2.3 – Replace Illegible Pressure Gauge

Visual inspection of the piping on Circuit B near the truck fill station found a pressure gauge with an illegible dial. The damage to the dial appears to be consistent with environmental damage and a broken seal on the gauge face. TSP recommends replacing the pressure gauge.

5.3 – Recommended Repairs

The recommendations in this section are made in regard to conditions observed during the inspection which do not violate Code, but which the Owner may nevertheless wish to address.

Based on TSP's experience, completing the recommendations of this section is likely to yield improvement to the quality, longevity, or safety of the piping system.

5.3.1 – Monitor Pitting in Circuit AN

Visual inspection of the pitting on Circuit AN found pitting on the bottom of Circuit AN at CML Dig 8 with a depth of approximately 0.030 to 0.040 inches. Based on UT data collected at the CML, the remaining pipe thickness is approximately 0.214 to 0.224 inches, which is well within API- 570 tolerances for minimum pipe thickness. Although the pitted area was encapsulated by coal tar prior to closing the excavation at Dig 8, pitting can be progressive and should be monitored during future inspections.

5.3.2 – Remove Absorbent Pad from Pilot Valve Tubing

Visual inspection of the piping in Circuit B near the truck fill station found an absorbent pad wrapped around and fastened to the pilot valve tubing. The absorbent pad may disguise leaks in the small diameter tubing. The absorbent pad may also cause water to become trapped against the tubing and cause accelerated corrosion. TSP recommends removing the absorbent pad from the tubing and correcting any issues which may be present under the pad.

5.3.3 – Evaluate Passive Cathodic Protection System

According to information provided by the Owner, the underground piping is protected against corrosion by a passive cathodic protection system. The condition of the system is currently unknown, and evaluation of the system was not included in the scope of work for this inspection.

Cathodic protection is critical to ensuring the long-term integrity of the pipe against environmental factors. TSP recommends evaluating the cathodic protection system.

5.3.4 – Label Pipe Contents and Flow Directions

Visual inspection found the pipe circuits well labeled at its termination points (truck station, pump house, and tanks) but unlabeled along its aboveground runs. Various regulations and industry best practices affect the labeling requirements on pipe, with recommendations generally for labeling at termination points, valves, and every 50 to 100 feet along the pipe so that operators and first responders can quickly identify the contents and flow directions of pipe segments in case of emergency. TSP recommends reviewing applicable regulations and adding labeling as necessary for both standard operation and emergency response.

6 – ENGINEER'S ESTIMATE OF REPAIRS

TSP offers the following estimates of repair costs based on the recommendations of Section 5 of this report. These estimates are based on TSP's professional experience with piping system repairs and are intended to be used for planning and budgeting purposes. Actual repair costs may be higher or lower than the estimates listed below.

Scope of Work Estimated Cost

Repair coating failures and corrosion. $15,000 - $20,000

Replace top gasket on Filter F2. $50 - $100 (Owner’s staff)

Replace illegible pressure gauge. $250 - $300

Monitor pitting on Circuit AN at Dig 8. $0 (Include in next inspection)

Remove absorbent pad from Circuit B. $0 (Operating staff)

Evaluate passive cathodic protection system. $2,000 - $3,000

Label pipe contents and flow directions. $5,000 - $7,500

Cost estimates do not include measures for temporary access or service that may be required when the piping system is removed from service.

7 – SUITABILITY FOR SERVICE STATEMENT

On November 27, 2023, TSP Tank Services LLC (TSP) inspected the tank farm piping system at NAS Key West, Boca Chica, FL 33040. The inspection was performed by Mr. Robert Sherby, a certified API-570 piping inspector and overseen by Mr. Ronald E. Swan, Jr., P.E., a certified API- 570 piping inspector and a registered Professional Engineer in the State of Florida.

Based on the data collected during this inspection and in reference to the criteria established by API-570, the piping system is suitable for its intended service. This suitability for service determination is based on the current condition of the piping system, its known history, and an understanding of its intended future use. TSP recommends that the piping be re-inspected in the event that the system is placed into service for a different use, including use with a different product, or if there is any material change in the condition of the piping, fittings, or pipe components.

Owners and operators should carefully review all relevant regulations to ensure that the operation of the piping system meets the established requirements, including requirements for future periodic inspections.
