About this file

This document is a Questions and Answers (Q&A) attachment related to Solicitation SPE603-25-R-0509 for Government-owned, Contractor-operated (GOCO) fuel services at Gila Bend Air Force Auxiliary Field (GBAFAF) and Columbus Air Force Base. The Q&A addresses three key clarification points: (1) alternative fuel trucks are acceptable if they meet Performance Work Statement requirements, (2) proposals must be submitted separately for each location despite being a combined solicitation, and (3) while a formal "Transition Plan" is not required, contractors must demonstrate capability to transition from Government-furnished to Contractor-furnished fuel trucks within 12 months of contract start, addressing fleet ownership, maintenance, operational needs, and fuel distribution requirements to prevent service gaps.

Gila bend and Columbus Questions and Answers

Question Number Question Answer

1. Due to the extreme environment at

GBAFAF, are C-300 series trucks sufficient? Will the Government consider the use of an alternative, but comparable, jet refueler, such as an M-49, due to ground clearance and capability in this environment?

Yes, alternative but comparable fuel trucks, as long as they meet the

Performance Work Statement

(PWS) Appendix H and Appendix

M requirements.

2. Based on the pre-proposal conference, we understand the

Government expects to see a full proposal for each location (i.e., GBAFAF and Columbus AFB).

Can the Government please confirm offerors should submit Volume I and Volume II for GBAFAF and

Volume I and Volume II for

Columbus AFB?

Yes, keep the proposals separate, although this is a combine solicitation, two separate contracts will be awarded. Please submit

Volume I and Volume II for

GBAFAF and Volume I and Volume

II for Columbus AFB.

3. The Government wants offerors to submit a Transition Plan that details how the offeror will transition from the use of Government-furnished vehicles to the use of Contractor-furnished vehicles during the first

12 months of performance. Will the

Government provide specifics on what they would like to see in this

Transition Plan?

A “Transition Plan” is not a requirement. However, pursuant to Appendix M, Paragraph 5, a Contractor must demonstrate that it is capable of transitioning from Government-furnished fuel trucks to Contractor-furnished fuel trucks no later than 12 months after the start date of the awarded contract in accordance with Performance Work Statement (PWS) Appendix H and Appendix M requirements. This includes, but is not limited to, shifting responsibility for fleet ownership, maintenance, operational demand considerations, and projected fuel distribution needs, all of which to prevent service gaps, and comply with regulations.
