PERFORMANCE WORK STATEMENT (PWS)

APPENDIX D

FORT HOOD, TX

SITE SPECIFIC INFORMATION

26 August 2020

Fort Hood Fuel Farm, Texas

SECTION 1.0 INTRODUCTION

Fort Hood is a U.S. military post located in Killeen, Texas. The post is named after Confederate

General John Bell Hood who is best known for commanding the Texas Brigade against the U.S.

Army during the American Civil War. It is located halfway between Austin and Waco, about 60 miles (97 km) from each, within the U.S. state of Texas. Fort Hood is an installation of the

United States Army.

1.1 Environmental History:

On January 2014, a release of approximately 14,374 gallons of jet propellant (JP)-8 jet fuel was discovered at the Fort Hood Fuel Farm. Initial investigations indicated that fuel from a filter separator drained into a 600-gallon capacity underground waste fuel tank and overfilled the tank.

Release fuel flowed from the underground storage tank (UST) onto the ground surface, and through a culvert to the adjacent Reese Creek.

In response to the release vacuum trucks and absorbent pads were used to recover fuel. A product recovery trench was installed to intercept fuel that may be migrating to the creek, and excavation of impacted soil from two locations was performed. Post-excavation confirmation soil samples for volatile organic compound (VOCs), total petroleum hydrocarbons (TPHs) and polycyclic aromatic hydrocarbons (PAHs) showed all results below the petroleum storage tank

(PST) program action levels. In September 2014, additional soil borings were advanced within the areas adjacent to where the excavation occurred; sampling results revealed an exceedance of benzo(a)pyrene from one sample.

In October 2014, groundwater sampling results indicated that benzene and dibenzofuran exceeded PST action levels at one well. Surface water and sediment sampling along Reese Creek revealed no exceedances of VOCs, TPHs, or PAHs above Texas Surface Water Quality Standard or PST action levels for sediment. DLA Energy elected to self-implement corrective actions at the site under the TRRP Remedy Standard A, and prepared a Self-Implementation Notice

(SIN).3 The SIN, dated August 2015, proposed a remediation schedule of continued operation of the interceptor collection trench with a temporary Oil/Water Separator (OWS) and Granular

Activated Carbon (GAC) treatment system, creek inspection and maintenance, and monitoring of groundwater and surface water through 2016. Data would be evaluated in 2017 and a Response

Action Completion Report (RACR) would be submitted if contaminant concentrations were below TRRP protective concentration levels (PCLs).

Results of groundwater monitoring performed in May 2017 showed that two contaminants of concern (COCs), 1-methylnaphthalene and 2-methylnaphthalene, in one groundwater well

(monitoring well [MW] -11) exceeded TRRP groundwater ingestion PCLs for Tier I residential use. The May 2017 groundwater sampling event report also included an aquifer characterization test indicating the aquifer beneath the site is a potential Class III groundwater resource (unusable for drinking water) based on yield, as well as no current or planned future use as a drinking water https://en.wikipedia.org/wiki/United_States https://en.wikipedia.org/wiki/Military_base https://en.wikipedia.org/wiki/Killeen,_Texas https://en.wikipedia.org/wiki/Confederate_States_of_America https://en.wikipedia.org/wiki/General https://en.wikipedia.org/wiki/John_Bell_Hood https://en.wikipedia.org/wiki/Texas_Brigade https://en.wikipedia.org/wiki/American_Civil_War https://en.wikipedia.org/wiki/Austin,_Texas https://en.wikipedia.org/wiki/Waco,_Texas https://en.wikipedia.org/wiki/U.S._state https://en.wikipedia.org/wiki/Texas resource. A RACR was submitted to TCEQ in August2017. The RACR stated that monitoring has shown the dissolved phase groundwater plume at the site to be declining, with only one well exhibiting COC concentrations above groundwater ingestion PCLs for Tier I residential use.

According to the RACR, approximately 326,000 gallons of fluids had been captured and treated as of August 2017. The RACR also proposed reclassification of site groundwater as a Class III groundwater resource instead of its current designation as a Class II usable drinking water resource.

In response to the RACR, TCEQ requested additional information, including further well yield testing, to justify reclassification of groundwater at the site as a Class III groundwater resource.

DLA submitted the requested information in May 2018 along with a proposal to perform oxygen release compound (ORC) injections near MW-11 should groundwater reclassification be denied.

In August2018, TCEQ denied the request for groundwater reclassification and approved ORC injections in the area around MW-11 to address groundwater exceedances in that area. The

RACR was subsequently revised to reflect this determination and path forward. The RACR states that as response actions are continuing until site closure is granted, recovery and treatment of groundwater from the interceptor trench will continue.

In May 2020, TCEQ approved the request for no further action. Closeout was performed.

1.2 Operational Status

ORC injections near MW-11 were previously funded in the event that TCEQ did not approve groundwater reclassification. All applicable reports have been submitted to TCEQ. DLA PM is awaiting response to request for closure of remediation site. Remedial Action – Operation (RA-

O) activities, including weekly site visits, operation and maintenance (O&M) of the remediation system, visual inspections, groundwater monitoring, and annual surface water monitoring, are continuing until closure is approved. System decommissioning, well decommissioning, and site close-out will be completed in FY20.

SECTION 2.0 GENERAL CONTRACT REQUIREMENTS

2.1 Remedial Requirements

The Contractor shall implement all activities within the framework of ongoing remediation efforts at Fort Hood. The Contractor shall coordinate with the incumbent Contractor under DLA

Environmental Services contract SP0600-15-D-5505. Contractor shall coordinate in a timely manner and in accordance with ongoing environmental services processes to support DLA or

DOD Service/ Activity personnel, other DLA contractors reporting and data call requirements, and in cooperation with communities, regulators, and other government entities.

SECTION 3.0 PERFORMANCE REQUIREMENTS

3.1 Site Remediation Performance Requirements

For Fort Hood, the following actions are required to be completed by contractor upon receipt of a task order (see PWS Section 2.2.1):

3.1.1 Annual Environmental Regulations Review – [Proposal Price Worksheet (PPW)

Reference Item 001]

IAW with PWS Requirement Tasks 2, 4 and 5, the contractor shall provide an annual

Environmental Compliance Review of new/upcoming environmental regulations that apply to the site. This requirement will consist of an email to the COR/CS/CO with the relevant regulation notated and a brief summary stating how the regulation is applicable to the site. If no new/relevant regulations are identified, then the contractor shall provide an email stating negative results/findings.

3.1.2 Emergency Spill Consultation – [PPW Reference Item 002]

IAW PWS Requirement Tasks 2, 3, 4, 5, and 8, the contractor shall provide Spill Consultation for Fort Hood Fuel Farm. The contractor shall provide a project manager to travel to the site of a release as requested by DLA. The Contractor will respond within eight hours (8), including travel time, when notified of an emergency or requirements outside of core working hours by

DLA such as a fuel release or a discovery of contamination that requires immediate emergency services to mitigate the risk to human health and the environment.
