AK Solicitation – Q&As

1. Question: Attachment I – PWS Appendix B – Personnel: Project Manager and Alternate Project Manager minimum requirements, last bullet; Professional engineer (PE) licensed under the State of Alaska…or a Professional geologist (PG) registered under the State Geologist and Geophysicist Act. This restriction limits small business participation, as many do not typically retain PEs or PGs. Our proposed Team will have access to PEs and PGs as Senior Engineers and Scientists. We would like to request this requirement be removed from the Project Manager and Alternant Project Manager position Minimum Qualifications or substitute the PE/PG requirement for a Project Management Professional (PMP) certification, which many small businesses may retain.

Response: The requirement for a Project Manager and Alternate Project Manager to be a licensed professional engineer or a registered professional geologist under the Alaska Business and Professions Code has been removed in the revised Appendix B in Amendment 0005 to the Solicitation. In accordance with Alaska Administrative Code, Section 18 AAC 75.333, the Project Manager or Alternate Project Manager will have to be a "qualified environmental professional" to conduct any work or activities described in that section, including, without limitation, conducting or supervising site cleanup work under 18 ACC 75.360.

Questions 2-6 are related to : Att 2 NP to Eilson pipeline:

2. Question: - 3.10 - Phase 2, What are the MNA parameters to sample for? What are the required QA/QC samples?

Response:

a. For MNA Parameters: Offerors are responsible for determining the appropriate level of effort required to complete the Work Plan for the Section 3.10 requirements as described in PWS Appendix C, including, without limitation, the MNA parameters. See GFI, "Moose Creek Summer GW Mon Rpt Final 2019 and 2019 Fall Groundwater Monitoring Report Final, April 2020", for current negotiated site work requirements.

b. This requirement is set forth in PWS Appendix C, Section 3.10, Phase 2. Offerors should be familiar with all applicable ADEC regulations and guidance requirements.

3. Question: - 3.11 Tanker Row Planning - Are work plans highly modified each time or just updates from year to year?

Response: Offerors are responsible for determining the appropriate level of effort required to complete work planning for the Section 3.11 requirements as described in PWS Appendix C.

4. Question: Phase 2 - Please confirm all transducers are government furnished and replaced under task order as needed.

Response: Transducers are also referred to as “data logger” or “dataloggers” and identified by the brand names "Leveloggers” or “Barologgers" and are listed in the GFE lists of the PWS, Appendix C and Appendix D. Government will make determination to replace transducers upon receiving recommendation for replacement from Contractor.

5. Question: - Phase 3 - Can DLA provide the historical cost for the Grange building rental?

Response: Offerors are responsible for determining their own costs and incorporating them into their proposed prices for this private venue. Government cannot provide current costs of The Grange rental. Offerors should contact The Grange for obtaining current pricing (907) 322-0623.

6. Question: Are licensed surveyors required for collecting all well elevation data?

Response: No. Licensed surveyors are not required for collecting well elevation data. Offerors should be familiar with all applicable ADEC regulations and guidance requirements.

7. Question: Does the DLA have a dedicated OSRO or PRAC for the Eielson and Whittier locations?

Response: Yes there is an OSRO; i.e., an Oil Spill Response Organization. DLA is not familiar with the acronym PRAC.

8. Question: PWS Appendix B Key Personnel Qualification Requirements.

Project Manager: Can additional experience serve as a substitute for the professional certification.

Response: The requirement for a Project Manager and Alternate Project Manager to be a licensed professional engineer or registered professional geologist under the Alaska Business and Professions Code has been removed in the revised Appendix B. In accordance with Alaska Administrative Code, Section 18 AAC 75.333, the Project Manager or Alternate Project Manager will have to be a "qualified environmental professional" to conduct any work or activities described in that section, including, without limitation, conducting or supervising site cleanup work under 18 ACC 75.360.

9. Question: How many certified professionals are you requiring and in what disciplines

Response: Offerors are responsible for determining the appropriate labor mix for the required work based on the PWS and applicable federal, state and local laws, statutes, regulations, orders and guidance.

10. Question: What are the anticipated type of ER activities and how is the contractor to be compensated since (1) No line items exist in the PPW that reflect ER activities (containment/screening/countermeasures materials), (2) Whittier has no tanks and (3) Eielson AFB handles their own ER through another contract.

Response Contractor would be responsible for performing the response activities described in PWS 3.8, Task 8, Emergency Response, Paragraph 1 and Paragraph 2, first sentence. Any follow-on environmental restoration services or additional work requirements would be subject to a new RFP. Offerors are not expected to propose a cost for this follow-on action at this time.

11. Question: Are there contingencies for travel related difficulties getting to Whittier on a weekly basis? Landslides and other natural occurrences are regular for that corridor in addition Whittier may be adding COVID-19 related closures/requirements to travel to their community after the latest outbreak there. How does the DLA want us to factor that in?

Response: Contractors are responsible for timely performance of work. The conditions for excusable delays and associated procedures are addressed in solicitation/contract clause 52.212-4 paragraph (f).

12. Question: SECTION L –INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERS OR QUOTERS Proposal Format and Content. Are items 1 through 6 to be contained in Volume 1 / Factor 1 or are each item numbers to be submitted as separate files.

Response: No, items 1 through 6 may be packaged together as a proposal introduction..

13. Question: SECTION L –INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERS OR QUOTERS Proposal Format and Content. Can a smaller font be used for graphics, tables and charts?

Response: Yes, but font must be legible and at least 8 point Times New Roman (or similar font style). See Amendment 0004 to Solicitation.

14. Question: Section L. Proposal Format, Item 7.b.ii.a This section indicates that three to five PPQs are to be submitted directly to the government. Are these to be submitted electronically and to whom.

Response: PPQs are to be submitted directly to the Government by the solicitation closing date in accordance with Addendum to FAR 52.212-1 (b) Submission of offers. The Past Performance Questionnaire was updated in Amendment 0001 to the Solicitation to add Viki.metzger@dla.mil as the recipient.

15. Question: Section L. Proposal Format, Item 7.b.i.a. Is the three to five PPQ limit inclusive of both JV partners or is it 3 to 5 per JV partner.

Response: Instructions pertaining to submitting PPQs as a Joint Venture was updated in Amendment 0003 to the Solicitation. Each participant in a Joint Venture shall provide three (3) to five (5) PPQs.

16. Question: Request a two week extension on the proposal due date to 06 July 2020.

Response: Amendment 0005 to the Solicitation changed the proposal due date to July 1, 2020 3 p.m. EDT (Eastern Daylight Time).
