SECTION 1.0 INTRODUCTION

1.2.1 Facility Locations and descriptions
NORTH POLE TO EIELSON AFB PIPELINE FACILITY DESCRIPTIONS
The Defense Logistics Agency (DLA) Energy formerly administered military fuel storage and transportation facilities in Alaska. The only remaining facility still in operation is the pipeline from the refinery located in North Pole, AK to the bulk fuel farm at Eielson Air Force Base (AFB), AK. Fuel spills related to the storage and transportation operations occasionally occurred due to accidents or equipment failure. Such spills and leaks at the facility still in operation (Eielson Pipeline) require a rapid response capability to assist in the geotechnical evaluation effort of the impacts of the spill and gather initial information to further characterize and remediate the contamination from the spill. Cleanup actions are either ongoing or have been completed at the closed facilities. Groundwater monitoring programs have been implemented and guided by regulations and guidance of the Alaska Department of Environmental Conservation (ADEC). The section remaining in service is a 12.25-mile section from the refinery in North Pole to the Eielson Air Force Base Bulk Fuel Storage Facility at US Air Force (USAF) Eielson AFB (EAFB).
There are four sites that have been identified as having been contaminated from past pipeline releases, located at Moose Creek (located within the pipeline right-of-way and on private properties), Manchu Road, the Eielson take-off pad (ETOP), and the DLA Tanker Row site. Three of the sites, the ETOP, Manchu Road, and Tanker Row are located within the Eielson AFB boundary. These sites have been characterized and Decision Documents are either finalized (Manchu Road) or in the Draft Decision Document phase (ETOP and Tanker Row). The requirement for future remedial action will be determined in the final Decision Documents. If final Decision Documents are not available at the time of solicitation, Draft Decision Documents will be made available, or information on the remedy proposed in the Draft will be made available to offerors.
1.3 Scope of Environmental Services
As stated in the Parent PWS.
FACILITY-SPECIFIC INFORMATION
For the sites within the Eielson AFB boundary, the Contractor will familiarize all of his on-site personnel with installation safety and environmental regulations and ensure compliance with them. Electrical equipment used within storage tank dike areas will be suitable for operation in a Class 1 Division 1 Group D area as defined by the National Electrical Code. Internal combustion engines will be equipped with spark arrestors on exhausts.
Atmosphere in the work area will be monitored with an explosimeter as appropriate. All work will be halted whenever readings exceed 25% of the lower explosive limit.

3.10 Task 10 – Moose Creek Semiannual Groundwater Monitoring
The Contractor shall perform Groundwater monitoring at the Moose Creek twice per year while system is operational: once in summer, during high groundwater elevation levels, and once in winter, during low groundwater elevation levels.
The summer/high groundwater event should be conducted in ~June of each year. The winter/low groundwater event should be conducted in ~September/October of each year.
PFOS/PFOA sampling will not be required by the Contractor for waste disposal. The EAFB environmental staff will coordinate pick up of any wastes at this site due to known PFOS/PFOA content.
Phase 1 – Planning: The Contractor will prepare one Draft Work Plan (WP) for the two annual sampling events. The WP will document procedures to be utilized as part of the groundwater sampling activities to be performed in accordance with (IAW) historical procedures, ADEC regulations and guidance, and the Decision Document. The Contractor shall provide a tentative schedule of deliverables and field actions in the task order proposal and submit a final schedule within ten (10) business days of task order award.
Phase 2: Sampling Event/Analyticals Submission: Following approval of the WP by the COR/ADEC, the Contractor will mobilize to the Site twice annually to collect groundwater elevation data to verify the optimal timing for the sampling event. It is anticipated that the summer/high groundwater sampling event will be conducted in ~June and the winter/low groundwater sampling event in ~September/October.
Once the optimal groundwater level has been recorded as conducted during past monitoring events, nine will be sampled by the Contractor for contaminants of concern (COC) above the cleanup levels utilizing low-flow sampling methodologies.
Groundwater samples will be submitted by the Contractor for parameters as conducted in past monitoring events and as set forth in the above approved Work Plan.
Four monitoring wells (MW-1, MW-6, MW-8 and MW-10) will be sampled for monitored natural attenuation (MNA) parameters utilizing low-flow sampling methodologies.
Quality assurances/quality control (QA/QC) samples will be collected and analyzed by the Contractor in accordance with the ADEC Field Sampling Guidance and as set forth in the approved Work Plan. QA/QC samples shall include standard QC samples, such as field rinsates, trip blanks, duplicates and MS/MSD samples, which shall be collected during each event. Laboratory analyses shall be performed as specified in the facility groundwater monitoring plan.
QA/QC samples associated with the MNA samples will not be collected.
Purge water generated by the Contractor during sampling activities will be treated by the Contractor on-site utilizing granular activated carbon and contained on site in a 55 gallon drum for EAFB pick up and disposal.
Phase 3: Reporting: Within 30 days following receipt of analytical data from each event, the Contractor will submit an electronic draft of the Monitoring Report (separate Report for each event) to the COR for review. The Reports will document the groundwater sampling event IAW ADEC regulations and guidance and historical site Reports.
The Contractor shall provide the draft Reports to the COR (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period. The Contractor will finalize the Reports within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and two (2) CD-R media copies of the Final for ADEC to the COR. All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
3.11 Task 11 – Tanker Row Annual Groundwater Monitoring
The Tanker Row site is monitored annually, typically in Sep/Oct timeframe to capture low groundwater levels. This site is located on EAFB and will require site access passes for individuals conducting the monitoring. Site access will be provided by the USAF or via installation access day passes.
Investigation Derived Waste (IDW) disposal will be performed by EAFB Environmental staff. The Contractor may be required to transport IDW to another on-base location per current Installation requirements.
Phase 1: Planning:
The Contractor will prepare a Draft Work Plan (WP) for each groundwater-sampling event. The WP will document procedures to be utilized as part of the groundwater sampling activities to be performed in accordance with historical procedures, ADEC regulations and guidance, and the Decision Document. The Contractor shall provide the draft WP to COR (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period. The Contractor will finalize the report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and two (2) CD-R media copies of the Final for ADEC to the COR. All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
The Contractor shall provide a tentative schedule of deliverables and field actions in the task order proposal and submit a final schedule within ten days of task award.
Phase 2: Sampling Event/Analyticals Submission: Groundwater elevation data is collected continuously using pressure transducers deployed in wells located at the Manchu Road site on EAFB. The Contractor will download data from one well at Manchu Road and redeploy the transducer to verify the low groundwater levels optimal for monitoring. It is anticipated that event will be conducted in in ~September/October.
Eight monitoring wells will be gauged by Contractor for free-product and depth to water measurements (DTW) utilizing a groundwater interface probe.
Once the optimal groundwater level has been recorded as conducted during past monitoring events, eight monitoring wells (SS535-MW01, SS535-MW02, SS535-MW03, SS535-MW04, SS535-MW05, SS535-MW06, SS535-MW07, and SS535-MW08) will be sampled by the Contractor for contaminants of concern (COC) above the ADEC cleanup levels utilizing low-flow sampling methodology. Groundwater samples will be submitted by the Contractor for parameters as conducted in past monitoring events.
Quality assurances/control (QA/QC) samples will be collected and analyzed by the Contractor in accordance with the ADEC Field Sampling Guidance. QA/QC samples associated with the MNA samples will not be collected.
Purge water generated during sampling activities will be contained by the Contractor in a 55-gallon drum in an on-base location coordinated by the COR with EAFB environmental staff. Coordination for storage and disposal shall be coordinated in advance through the COR. EAFB will be responsible for ultimate disposal.
Phase 3: Reporting. Within 30 days following receipt of analytical data, the Contractor will submit an electronic draft of the Monitoring Report to the COR for review. The report will document the groundwater sampling event IAW ADEC regulations and guidance and historical site Reports. The Contractor shall provide the draft Report to the COR (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period. The Contractor will finalize the Report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and two (2) CD-R media copies of the Final for ADEC to the COR. All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
3.12 Task 12 – Moose Creek Stakeholder Meetings
DLA hosts semi-annual public Stakeholder meetings to provide updates to the community and a forum for questions regarding DLA cleanup activities and progress at the Moose Creek site. Meetings are anticipated to be held semi-annually during system operation. Meetings will be held in late fall and early spring, based on the availability of the latest sampling results and community activities. Under this task, the Contractor is required to facilitate these meetings.
The Contractor shall perform the following tasks for each Stakeholder meeting:
• Coordinate date with the COR for the meeting.
• Reserve/purchase use of The Grange building in North Pole, AK, for the meeting. An alternate site for the meeting will be the Moose Creek site. If the meeting is to be held on site, Contractor should secure adequate overhead covering and seating for attendees in lieu of rental costs for The Grange. The Contractor will set up The Grange prior to the meeting and ensure The Grange is returned to its original configuration after the meeting.
• Prepare letters for mailing to the Moose Creek residents (~40) (copy of past letter will be provided). The Contractor will submit draft letter to the COR for approval and signing; the COR will return to the Contractor for mailing. Mailing must be done approximately two weeks in advance of the scheduled meeting. Mailing list will be provided upon contract award.
• Obtain free local radio-spots for public service announcement; these should be aired approximately one week before the meeting date.
• Publish meeting notice in the Fairbanks Daily News Miner and post meeting notices at the Moose Creek General Store and the Moose Creek Legion Hall/Fire Hall prior to the meeting. The meeting notice should be in the Fairbanks Daily News Miner within 3-5 days in advance of the meeting. The meeting notices should be posted 7-10 days in advance of the meeting date.
• The Contractor shall prepare a draft slide presentation for the meeting utilizing the DLA slide format provided post contract award. Contractor will submit draft slides to the COR two weeks in advance of meeting for first approval/COR input. The Contractor shall then prepare slides for a pre-meeting with ADEC and DLA the morning/early afternoon of the public stakeholder meeting.
• Slides shall include information related to the sampling / reporting schedule and address comments related to site access / water supply well analytical results; ADEC Manager will address comments related to ADEC regulations / requirements; The Contractor will also present updates regarding the remedial operation. DLA Senior Leadership will open/close the meeting; the COR will present general site information and items of interest.
• Upon finalization of the presentation, the Contractor will make 20 copies for handouts at the meeting.
• The Contractor shall coordinate through the COR a location for pre-meeting; historically, ADEC has been able to host the pre-meeting for no-cost. The Contractor will bring draft presentation to the meeting for review and editing.
• The Contractor will provide a laptop computer and projector for the meeting.
• Within 10 business days after the meeting, the Contractor will provide meeting minutes and final presentation slides to DLA. DLA will approve the minutes for final records.
3.13 Task 13 – Eielson Take Off Pad Groundwater Monitoring
The Eielson Take Off Pad Site (ETOP) is located on EAFB, AK and will require site access passes for individuals conducting the monitoring. Access passes are given through EAFB Environmental personnel and coordinated by the COR.
Site is currently being monitored triennially, typically in September/October timeframe to capture low groundwater levels.
Phase 1: Planning: The Contractor will prepare a Draft Work Plan (WP) for each summer/high groundwater sampling event. The WP will document procedures to be utilized as part of the groundwater sampling activities to be performed in accordance with historical procedures, ADEC regulations and guidance, and the Decision Document.
The Contractor shall provide the draft WP to the COR (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period. The Contractor will finalize the report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and one (1) CD-R media copy of the Final for ADEC to the COR. All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
The contractor shall provide a tentative schedule of deliverables and field actions in the proposal and submit a final within ten days of task order award.
Phase 2: Well Replacement: The Contractor will install/replace up to (1) monitoring well exhibiting frost jacking (upward movement/displacement from ground caused by low temperature). Monitoring wells most susceptible to frost jacking include MW-12, MW-16, and MW-19. Well replacement to be conducted by the Contractor to a maximum depth of 10-feet below ground surface. The Contractor will ensure proper storage and disposal of IDW, soils, etc., as no PFOS/PFOA contamination exists at this site. The Contractor-generated IDW during well installation and development activities will be containerized in 55-gallon drums and placed inside locked drum lockers in accordance with EAFB requirements. For this site only, the Contractor will be responsible for final disposal of all IDW. Well shall be named IAW the well it is replacing; i.e., MW16R/MW16R(2), etc.
Phase 3: Sampling Event/Analyticals Submission: Following approval of the WP by ADEC, the Contractor will mobilize to the Site twice to collect groundwater elevation data to verify the optimal timing for the sampling event.
It is anticipated that event will be conducted in ~September/October, but will ultimately depend on the groundwater levels.
Six monitoring wells will be gauged by the Contractor for free-product and depth to water measurements (DTW) utilizing a groundwater interface probe.
Once the optimal groundwater level has been recorded as conducted in past monitoring events, up to six monitoring wells (MW-10, MW-11, MW-12, MW-16, MW-18, and MW-19) will be sampled by the Contractor for contaminants of concern (COC) above the cleanup levels utilizing low-flow sampling methodology. Groundwater samples will be submitted for parameters as conducted in past monitoring events.
Quality assurances/control (QA/QC) samples will be collected and analyzed by the Contractor in accordance with the ADEC Field Sampling Guidance.
Phase 4: Reporting: Within 60 days following receipt of analytical data, the Contractor will submit an electronic draft of the Monitoring Report to the COR for review. The report will document the groundwater sampling event IAW ADEC regulations and guidance and historical site Reports. The Contractor shall provide the draft Report to COR (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period.
The Contractor will finalize the Report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and two (2) CD-R media copies of the Final for ADEC to the COR.
All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
3.14 Task 14: – Manchu Road Groundwater Monitoring Event
Low groundwater historically occurs in the September to November timeframe and persists throughout the winter until season snow and ice have melted. Monitoring will be conducted prior to heavy snowfall season.
MNA sampling is not required for this site, nor are top-of-casing elevation surveys.
Approximate groundwater elevation data collection via in-well data loggers is required at the site to observe general groundwater fluctuations and to evaluate optimal timing of future groundwater monitoring events. Data loggers are in place and provide year-round data.
Fieldwork will be implemented in ~September 2022.
Phase 1: Planning: The Contractor will prepare a Draft Work Plan (WP) for each groundwater sampling event. The WP will document procedures to be utilized as part of the groundwater sampling activities to be performed in accordance with historical procedures, ADEC regulations and guidance, and the Decision Document. The Contractor shall provide the draft WP to the COR (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period. The Contractor will finalize the report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and one (1) CD-R media copy of the Final for ADEC to the COR. All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
The Contractor shall provide a tentative schedule of deliverables and field actions in the proposal and submit a final schedule within ten days of task award.
Phase 2: Sampling Event/Analyticals Submission:
Three Leveloggers® and a Barologger® used for groundwater elevation monitoring are currently located in wells MW-1, MW-2, and MW-3. The Contractor shall retrieve the pressure transducers, download the data, and redeploy the pressure transducers as part of the field effort in accordance with manufacturer recommendations (information to be provided). The Contractor will utilize the wire-line deployment technique and optical reader personal computer communication methods. The Contractor will ensure that the pressure transducers remain in the wells year round for future monitoring events. Groundwater elevation data will continue to be collected by the Contractor using the dedicated Leveloggers® to observe general groundwater level fluctuations and to evaluate optimal timing of future groundwater monitoring events.
The Contractor will containerize all IDW generated during the sampling event in 55-gallon drums and place inside an on-site locked drum locker in accordance with EAFB requirements. EAFB is responsible for final disposal of the
IDW.
Phase 3: Reporting: Within 30 days following receipt of analytical data, the Contractor will submit an electronic draft of the Monitoring Report to the COR for review. The Report will document the groundwater sampling event IAW ADEC regulations and guidance and historical site Reports. Contractor shall provide the draft Report to the COR (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period.
The Contractor will finalize the Report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and two (2) CD-R media copy of the Final for the State to the COR.
All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
3.15 Task 15 – Operations & Maintenance (O&M)/Electricity Moose Creek Remedial System
A remedial system consisting of soil vapor extraction and bioventing is in place and operational at the DLA Moose Creek, AK, remedial site. The system was installed in 2018 and became fully operational in February 2019. The System is operational 24 hours a day and is intended to be continuous through all seasons.
A Remedial Action Work Plan and a Remediation System Operations and Maintenance (O&M) Manual are the primary documents for system O&M requirements. In addition, monthly tech memos documenting results are available as well as the Remedial Implementation Report provided as Government Furnished Information (GFI).
The Contractor shall be responsible for understanding the existing conditions at the site. It is critical that the existing remediation system be kept operational, that mandated monitoring programs be maintained, and that the Contractor is familiar with site conditions and operations in order to effectively represent the Government in meetings with Regulators, the public, or other Government agencies. The Contractor shall perform operation and maintenance of the existing remedial system at the site in accordance with the site’s Remedial System Operation and Maintenance Manual.
Electricity (See Phase 5 below) to run the system will also be the Contractor’s responsibility. The Contractor must establish an electric account with utility provider within ten (10) days of award of the Task Order so incumbent Contractor can close out their billing responsibilities as of 31 Aug. 2020. The incoming Contractor shall assume responsibilities for electrical payment effective 1 Sep 2020.
Phase 1: Planning: The Contractor should review available documentation and propose a schedule to ensure continuous monthly system O&M as part of this Solicitation package. The Contractor may propose any changes to the current O&M that will maintain efficiency and continuity.
Phase 2: Monthly O&M: During each O&M visit, the Contractor will inspect and maintain the remedial equipment to ensure it is operating properly and as planned. The Contractor will collect all measurements and readings to aid in continuous system operation and optimization. The O&M checklist to be completed by the Contractor during each site visit is included as Appendix E in the O&M Report.
Manufacturer specific information and O&M requirements can be found in the O&M Manual (GFI) including the Appendix E O&M checklist.
The Contractor will include the O&M checklists and chain-of-custody forms as backup documentation included with the monthly invoices.
Other O&M activities include:
• The Contractor shall maintain written and/or electronic records of all data collected as part of the remedial systems O&M, site monitoring efforts, and data submittals to DLA and should be included in Phase 4 as appropriate.
• The Contractor is required to notify the COR if control of the plume appears to be trending toward leaving the site/growing/or moving in a direction currently not known or anticipated.
Phase 3: Monthly Tech Memo: At the conclusion of each month of operation, the Contractor will prepare a 1-2 page Technical Activity Summary documenting activities conducted during that period. Summary document should include site observations, the checklist as an attachment to the Technical Activity Summary, vapor effluent sample results with supporting lab data, and any recommendations for routine changes of operations. This will be an electronic document and submitted to the DLA COR by the 20th business day after the previous month. If analyses have not been received by that time, the Contractor shall advise COR of the delay and when results/tech memo can reasonably be expected.
Phase 4: Annual Report: After a 12 month period of system operation and O&M at this site by the Contractor, and using the monthly tech memo data from Phase 3, the Contractor shall compile an annual report for the Moose Creek Remedial System. The report shall include the data presented in graph form, depict any trends, and propose significant changes or enhancements for system operation. The annual report will include measured groundwater elevations, system run time, in-situ respiration rates observed, and the estimated volume of fuel biodegraded.
The Contractor will submit an electronic draft of the system annual report to the COR for review (assume 10 days for DLA approval). Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft Report to ADEC for their review and comments, and allow for a thirty-day review period. The Contractor will finalize the Report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and one (1) CD-R media copy of the Final for ADEC to the COR. All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC.
Phase 5: Electrical Payments: The Contractor will pay monthly electric bills for system operations to the Golden Valley Utility (GVU) Company. Copies of the GVU invoice must be uploaded into WAWF for payment. Historical cost data is available for review.
3.16 Task 16 – Decision Document Addendums: Moose Creek And Manchu Road Sites
Due to changes in 18 AAC 75 in 2017, which included changes to cleanup levels and added new potential chemicals of concern with newly established cleanup levels, historical reviews of past data were conducted in 2018 to determine if the new regulations would change the cleanup strategy and remedial action at the Moose Creek and Manchu Road sites. This research was conducted under the previous contract and resulted in letter reports for each site.
The research determined that no changes were required for either site; however, the review and memorialization of the findings will need to be documented. The Government requires an Addendum to each Decision Document to formally record the research and determination; the State is still developing the format for Decision Document Addenda.
Under this task, there will be two Draft and Final Addenda to the Decision Documents: one for Moose Creek site and one for the Manchu Road site.
The Contractor shall write each document in a Technical Memorandum format, with an approximate length of 12 pages or less, plus 4 pages of figures. The Decision Document and Historical Research Reports are available electronically and must be compiled into a format that will be approved and signed by DLA and ADEC.
For each Addendum, Contractor shall provide both a draft and final document and allow for a thirty-day review period by ADEC of the draft and final documents, after DLA approval is received (assume 10 business days for
DLA approval). A one-hour long telephonic/local meeting including the Contractor, ADEC, and DLA is anticipated as part of the Report approval process. Upon revision of DLA comments and approval, DLA will forward the DLA-approved Draft documents to ADEC for their review and comments, and allow for a thirty-day review period. The Contractor will finalize the Report within 30 days after receipt of review comments and approval by the COR and ADEC, and submit one (1) electronic copy and two (2) CD-R media copy of the Final for ADEC to the COR. All copies shall be submitted to DLA; DLA will forward any deliverables to ADEC. The Contractor shall also provide the document in an editable format (word, etc.) to the COR.
3.17 Task 17 – Moose Creek Five-Year Review (5YR)
The ADEC cleanup regulations (18 AAC 75) generally parallel the CERCLA process for cleanup of contaminated sites. As such, ADEC requires “periodic” reviews of site remedies to ensure they are functioning as intended and remain protective of human health and the environment. For more complex sites or those with more public interest, this periodic review is a formal process and done quinquennially. In addition, the 5YR identifies issues found during the review, if any, and identifies recommendations to address them. This review takes into account any regulatory changes since the Decision Document, current and future land use changes, and any applicable technological advances. The 5YR due date is 5 years from the signature of the site Decision Document. For the Moose Creek site, the Decision Document was signed on 11 July 2016, making the First 5YR due by 11 July 2021. The Contractor will provide a proposed schedule for the documents required under this task order within 10 days of contract award.
This schedule will be discussed with the State and approved by the COR prior to project initiation.
The Contractor will conduct a 5YR generally in accordance with U.S. Environmental Protection Agency (EPA), June 2001. Comprehensive Five-Year Review Guidance, EPA 540-R-01-007. This is considered a low complexity site due to fewer requirements because U.S. Environmental Protection Agency (EPA) is not engaged on this site. The GFI document, the latest 5YR conducted for the DLA former Indian Booster Site, is provided in the GFI as an example of a 5YR.
The Contractor will provide a draft, a draft final, and a final version of the 5YR for the Moose Creek site: The Contractor will submit the draft 5YR to the COR for review. The draft 5YR will be reviewed by the COR and forwarded to ADEC for initial review and discussion. Upon receipt of comments from the COR, the Contractor will revise/update and provide the Draft and Draft Final 5YR to the COR. The Contractor shall allow for a thirty-day review period by ADEC of the Draft and Draft Final after DLA approval of the Draft and Draft Final (assume 10 business days for DLA approval). A one-hour long telephonic/local meeting including the Contractor, ADEC, and DLA is anticipated as part of the 5YR approval process. DLA will forward approved 5YR to ADEC for their review and comments. The Contractor will finalize the 5YR after receipt of ADEC’s Draft and Draft Final review comments and approval by the COR. The Contractor will send the final 5YR to the COR electronically and include a word file of the document. The COR will then process 5YR for staffing and signature with ADEC. Once signed, the COR will return 5YR to the Contractor, and the Contractor will package the final document, incorporating document signature pages. The Contractor shall also provide an electronic copy of the document in an editable format (word, etc.) to the COR. The original signature page will be returned to the COR for final distribution and maintenance, along with an electronic copy. The COR will provide all deliverables to ADEC.
