II. INSTALLATION SPECIFIC INFORMATION

A. BASE – Buckley AFB, CO

(1) INTRODUCTION

Buckley AFB's host unit, the 460th Space Wing, falls under the direction of 14th Air Force and Air Force Space Command. For its day-to-day operational mission the 460th SW directly supports Combatant Commands across the globe.

Besides being the home of the 460 SW, the base also hosts the 140th Wing, Colorado Air National Guard (COANG), the Navy Operational Support Center, the Aerospace Data Facility-Colorado, the Army Aviation Support Facility and the Air Reserve Personnel Center. These are also known as the "Big Five" mission partners at Buckley.

The 140th Wing, Colorado Air National Guard is unique in that it is comprised of four groups, 11 squadrons, and three geographically separated units. The 140th Wing operates three missions that fall under three different commands

(2) HOURS OF OPERATION

Normal hours for fuels operations are identified below. Contractor must be capable of providing 24 hours x 7 days per week PWS coverage when required including for extended receipt operations, weather, natural disaster, exercise, or other contingency operations.

(4) BASE SPECIFIC REQUIREMENTS

- Fuels Management and Accounting functions normally performed at Peterson AFB

- Obtain and maintain flightline access through completion of applicable training and badging to enable unescorted fuel deliveries to generators, aircraft support equipment, snow removal equipment, and other authorized customers

- Provide training on base level fuels during Air National Guard (ANG) primary and alternate Unit Training Assemblies (UTAs) and annual tour

- 140 ANG performs laboratory testing and flightline aircraft refueling operations

- 140 ANG refuelers are parked and 140 ANG personnel utilize buildings in the contractor’s controlled area

- Inclement weather procedures.

-- Coordinate with Base Operations/Civil Engineering to ensure fuel support is provided for snow plows and generators and if necessary ensure emergency essential personnel remain on duty to provide support -- When the wing/base commander or designee closes the flightline and/or base due to inclement weather, non-mission-essential personnel may be released or instructed not to report pending official notice of cancellation of the closure. Mission-essential personnel should remain on duty or report for duty as required. Fuels functions and staffing may be reduced accordingly after documented coordination with customers (Base Operations, Maintenance Operations Control Center, Civil Engineering, Fire Department, Security Forces, etc.). In the event of partial or full release of mission-essential personnel, recall procedures must be in place to ensure return of support within one hour if mission dictates.

The following on-site installation facilities may be used by the Contractor in performance of the PWS tasks. The facilities may be changed, by the local installation, from time to time to meet mission requirements. The Contractor will be notified prior to any change of location.
