II. INSTALLATION SPECIFIC INFORMATION

A. BASE

(1) INTRODUCTION

The 21st Space Wing is headquartered at Peterson Air Force Base, Colo., and is the Air Force's only organization providing missile warning and space control to unified commanders and combat forces worldwide.

Home of 53 mission partners supported on Peterson AFB and Cheyenne Mountain Air Force Station, including North American Aerospace Defense Command, U.S. Northern Command, Air Force Space Command (AFSPC), Space and Missile Defense Command/Army Strategic Command and the 302nd Airlift Wing (USAF Reserves).

As the Air Force’s most geographically dispersed wing, the 21st Space Wing hosts these mission partners, while also providing and employing global capabilities to ensure space superiority to defend our nation and allies. The Knights of the 21st Space Wing can be found in 38 units at 21 locations in seven countries around the world.

(2) HOURS OF OPERATION

Normal hours for fuels operations are identified below. Contractor must be capable of providing 24 hours x 7 days per week PWS coverage when required including for extended receipt operations, weather, natural disaster, exercise, or other contingency operations.

(4) BASE SPECIFIC REQUIREMENTS

- Provide support within 150 mile radius for aircraft crash incidents, maintenance divert aircraft, or other fuel requirements if base is closest in proximity

- Provide support to Presidential support team and Distinguished Visitors for United States Air Force Academy (USAFA) events

- Provide laboratory support to the USAFA

- Provide support at the Aerial/Departure Arrival Center Group (ADACG) located across Peterson AFB active runway -- Obtain required airport badging and accomplish required training such as fire and flightline driving

- Provide support for aircraft acquisition program at Colorado Jet Center -- Estimate 1-2 defuel operations per quarter through 2018 and increasing in 2019 and beyond -- Anticipate approximately 20K pounds per defuel -- Obtain required airport badging and accomplish required training such as fire and flightline driving

- Operate retail service stations at Schriever AFB, CO, and Cheyenne Mountain AFS, CO

- Visitor Group Security Agreement required

- Inclement weather procedures.

-- Coordinate with Base Operations/Civil Engineering to ensure fuel support is provided for snow plows and generators and if necessary ensure emergency essential personnel remain on duty to provide support -- When the wing/base commander or designee closes the flightline and/or base due to inclement weather, non-mission-essential personnel may be released or instructed not to report pending official notice of cancellation of the closure. Mission-essential personnel should remain on duty or report for duty as required. Fuels functions and staffing may be reduced accordingly after documented coordination with customers (Base Operations, Maintenance Operations Control Center, Civil Engineering, Fire Department, Security Forces, etc.). In the event of partial or full release of mission-essential personnel, recall procedures must be in place to ensure return of support within one hour if mission dictates.

(5) FACILITIES

The following on-site installation facilities may be used by the Contractor in performance of the PWS tasks. The facilities may be changed, by the local installation, from time to time to meet mission requirements. The Contractor will be notified prior to any change of location.
