Inland/East/Gulf Coast/Offshore (IEG) SPE60223R0708 Preproposal Conference

June 21, 2023, 1300-1430

Question and Answer Session

1. Q: With pricing, is it best to wait until the last day of the solicitation to check with platts pricing in order to make sure its in alignment with competitive rates? Or if you submit your bid early, will the escalators take that into consideration?

A: The Base Reference date (4/4/2023) in clause B19.33, is the date form which market fluctuations will be calculated in accordance with the clause. Instructions for submitting proposal are stated in the instructions. We encourage you to submit your best price early.

2. Q: How is DLA treating previously small refineries in the last years solicitation that have been bought out by large refineries and no longer qualify? What data base does DLA use to (currently) assess size standard?

A. Refineries that do not meet the SBA’s size standards will not be eligible to compete in the SB Set-aside negotiations.

Specialists review the Sam.gov Reps and Certs of potential contractors and proposed refiners (if available). Additional reviews and research are conducted as needed.

3. Q: Where can these slides be found, to include tech evaluation slides?

A: They will be posted to SAM.gov.

4. Q: Where or what email address do we send the questions and what is the deadline to submit questions from this conference?

A: DLA would like questions to be submitted by 12:00 p.m. EST tomorrow Thursday, June 22, 2023.

Q: Can you please provide additional time for questions until Friday, June 24, 2023 at 12:00 p.m. EST do to the short notice?

A: There will be no extension for questions (for the purpose of this brief). Due to the intent to post the questions that are received today. The solicitation has been public for 13 days.

5. Q: The OET doesn’t allow you to change the format for map coordinates, its automatically formatted. That was an issue that was brought up in the RMW solicitation, map coordinates have default setting.

A: That is correct, the OET map coordinates are automatically formatted. Please ensure the coordinates entered are accurate and review Attachment 9 Map Coordinate Desk Guide for additional information on map coordinates.

6. A: Will DLA seek a waiver to the NMR where quantities have been set aside for small business, where a refinery is not in a proximity to the destination location within a 4hr driving distance to the customer’s destination?

A: No, there is no intent to pursue a NMR waiver for this procurement.

7. Q: When will bulk have WOSB Set-a-Sides to be in line with EO13985? Leveraging the rule SBAs rule of two of two qualified WOSB businesses that have the historical having the capability of executing DLA fuel contracts? Moreover, the large refineries need to have their feet held to the fire on ESG goals and this is a mechanism to do so backed by equity in procurement as directed by the President.

A: WOSB proposals sourced from a small business, that are rated technically acceptable, and next in-line for award fully qualify for bulk SB set-asides in accordance with source selection authority procedures (See note 6. on page 4 of the solicitation for further information).

8. Q: There is a notice email that goes out for annual revalidation for AMPS correct?

A: Yes, AMPS sends you an automated email annually to revalidate your OET role.

9. Q: Does the contractor QCP Plan signage page need uploaded to Bulk OET? Or does the complete manual need uploaded?

A: Do not upload the signature page or the complete QCP manual. See solicitation page 231, FACTOR 1: Technical Acceptability paragraph (3) for instructions regarding the QCP.

10. Q: Does a small business need to subcontract to another small business when they are submitting a bid for a non-set-aside line item?

A: No, but in order to qualify for a Small Business Set-aside all product must be from a Small Business Refinery. If product is supplied from both a Small and an Other than Small Refinery, the offer will not qualify for the Small Business Set-aside for any line items.

11. Q: Is Veteran/minority owned taken into consideration for small business set-a-sides?

A: Yes, as long as the company has an active SAM.gov account and small business status is reflected in the SAM.gov Reps and Certs.

12. Q: Is there a specific set aside for small business or are small businesses given the option to price match?

A: During Set Aside Negotiations, fully acceptable offerors with the next lowest laid down price will be given the opportunity to price match.

13. Q: Where can we find tank information for the delivery locations?

A: Tank information is not available and will not be provided. Any pertinent information for a delivery location will be included as a note for that location in the solicitation.

A: No, there is no intent to pursue a NMR waiver for this procurement.
