Block 14 Cont'd:
1. Amendment 0002 is hereby issued to answer questions received from prospective offerors relating to solicitation SPE602-22-R-0701 and the Pre-proposal conference slides dated November 17, 2021.
a. Question: Will the products be required to be US made or can foreign products be provided (from non-prohibited countries)?
Answer: In compliance with DFARS 252.225-7021, product must be U.S. made, or derive from a designated country.
b. Question: Does the tankers need to be US flagged vessels?
Answer: There is no FOB Destination tanker on this solicitation. All tanker deliveries are FOB origin. Thus, the government take responsibility of transportation to the destination.
c. Question: Will there be set-aside volume amounts for small businesses?
Answer: No. This is an overseas requirement, and all work will be performed entirely outside of the United States and its outlying areas.
d. Question: Attempted to gain a report on the current contract through CIS and WAWF without success.
Answer: The prior contract cycle’s information is currently unavailable in the Contract Information System. Please use the Sam.gov website to gain information from last AEM cycle contract awards. You may use the following link: https:// sam.gov/opp/d67a893c5f6b46a3a6e1a9820e9b1c8f/view
e. Question: If a vendor bids on a T line item (TXXXX), can vendor select an ingress point anywhere along the CEPS or just those listed in the schedule of supplies?
Answer: All throughputs (TXXXX), have their own entry point(s). All associated line items must use any of the entry points provided under the throughput in the delivery notes. If the entry point is not listed in the solicitation, then this entry point is not permitted for use.
f. Question: If a vendor bids on a T line item (TXXXX), does it apply to all the numeric lines items below it, or do we have to specify which locations?
Answer: Please consult preproposal Master Deck slide page #6. The schedule overview presented lists all locations you may offer to. Vendor is responsible for meeting all requirements of these locations as detail in the solicitation schedule. To include, but not limited to, quantity, mode, FOB, additives, delivery notes.
g. Question: Who determines the price for transportation via the CEPS?
Answers: Contractors are responsible for transportation to DFSP CEPS. The government is responsible for transportation from DFSP CEPS to the final destinations. Please read delivery notes carefully.
h. Question: Who, where, and when are the additives blended with the jet fuel for those line items with ingress via
CEPS?
Answer: Throughput T0003 is FOB Origin and requires SDA as the only additive entering the pipeline system. However, France pipeline entry points into the CEPS: Marseilles (Lavera), Feyzin, and Le Havre do not require SDA. For tanker deliveries, all fuel must be additized with SDA; the only acceptable point of entry is Marseilles, France.
Accordingly, all blending operations for all line items under T0003 will be conducted by the government, at the customer level, and will not be the responsibility of the contractor unless entering the CEPS via Marseilles (Lavera), Feyzin, or Le Havre. In other words, contractors are only required to provide JA1 with SDA to DFSP CEPS if not using the France entry points via pipeline.
i. Question: What is the logistics like for delivery?
Answer: Contractors are responsible for logistics in order to meet the requirements depicted in the schedule.
j. Question: Is there a rack from where we pick up via trucks for delivery?
Answer: Truck mode deliveries are not the responsibility of the vendor. The requirements schedule methods of delivery are FOB origin Tanker, and FOB origin/destination pipeline. Please consult slide 6 and 7 under the preproposal Master Deck.
k. Question: There are some split deliveries between tankers and pipeline. How does this work?
Answer: Some schedule requirements call for either delivery option. Please read the delivery notes carefully.
l. Question: Does the vendor deliver via tanker/barge a portion and via trucks from a pipeline for other portion?
Answer: No. The requirements schedule methods of delivery are FOB origin Tanker, and FOB origin/destination pipeline.
Please consult slide 6 and 7 under the preproposal Master Deck.
m. Question: What are the volumes to be delivered in tanker ships?
Answer: All volumes (tanker, or pipe) are listed in the requirements schedule. Throughout the duration of the contract, orders will be placed based on customer demand at the specified date needed for each individual order.
CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED: PAGE 3 OF 3 PAGES
SPE60222R0701 - 0002
n. Question: Is the tanker fuel discharged directly or are there further logistics that must be considered?
Answer: All tanker deliveries will discharge to the specific pipeline system or transported to the end requirements locations as the Government’s responsibility via the Government’s transportation depicted under each DFSP in the requirements schedule.
o. Questions: Some delivery maximums are quite low in terms of the total. How often are the deliveries?
Answer: Throughout the duration of the contract, orders will be placed based on customer demand at the specified date needed for each individual order. The Government agrees to purchase, during the period of this contract and in accordance with the terms of this contract, at least a quantity (or quantities) of product that, under the contract terms, will be not less than 75 percent of the total original estimated contract volume. Please refer to I86.12 DELIVERY-ORDER LIMITATIONS – SCOPE OF CONTRACT of the solicitation for more information.
p. Question: Reference page 15, Master Deck file, would any other ingress (CEPS point) in Germany be an acceptable exception or deviation?
Answer: All exceptions will be reviewed but may or may not be approved. However, the only acceptable pipeline entry points into DFSP CEPS are: France: Marseilles (Lavera), Feyzin, Le Havre Belgium: Antwerp, Ghent Netherlands:
Rotterdam (Pernis) Germany: Lingen CEPS will only accept origin pipeline deliveries. The only acceptable point of entry for tanker deliveries is Marseilles, France. Please refer to the requirements schedule in the solicitation.
q. Question: Reference page 85, Master Deck file, pricing, AEM default escalators are 5 day-wrap averages; is that based on the low, mean, or high price for JP5/JP8/JA1: Platts Jet CIF NWE CARGO PJAAU00?
Answer: All the Platts prices used in the AEM solicitation are midpoint prices, also called mean prices.
r. Question: Reference pages 13 & 14, AEM+-+RFP+SPE602-22-R-0701_Final, Line Item T0003 indicated the following additive:
a. SDA
However, under various line items, for example, line item 0013, the following additives are required:
a. FSII
b. SDA
c. CI
If a vendor wanted to bid on a particular line item (0013), where would blending occur if the fuel was offered through
DFSP CEPS?
Answer: Because throughput T0003 is FOB Origin and only allows SDA to be included, all blending operation for line items 0013 will be conducted at the customer level. In other words, contractors are only required to provide JA1 with SDA to DFSP CEPS.
s. Question: If a vendor offer on T0003, would the vendor be offering on all the line items below T0003, and could we ingress at our preferred CEPS point?
Answer: Correct. If a company offers for the total quantity under T0003 (91,825,000 USG), then yes, the offer will cover all line items under this throughput.
t. Question: Reference page 13, AEM+-+RFP+SPE602-22-R-0701_Final, Delivery Identification, CEPS - DFSP CEPS (STATE) DE (GERMANY), however, the delivery address is . So how do we determine an ingress point?
Answer: Truck mode deliveries are not the responsibility of the vendor. The requirements schedule methods of delivery are FOB origin Tanker, and FOB origin/destination pipeline. Please consult slide 6 and 7 under the preproposal Master Deck. Acceptable pipeline entry points into DFSP CEPS are: France: Marseilles (Lavera), Feyzin, Le Havre Belgium:
Antwerp, Ghent Netherlands: Rotterdam (Pernis) Germany: Lingen CEPS will only accept origin pipeline deliveries. The only acceptable point of entry for tanker deliveries is Marseilles, France. Please refer to the requirements schedule in the solicitation.
