Solicitation SPE600-17-R-0509 Amendment 1
1. Can you increase the sample transportation time limit for testing requirements in Jordan to allow for overseas dispatch?
The sample transportation times will not be modified at this time.
2. If not and we need to establish a Laboratory facility in country, we request that you consider Jordan as a separate country as you have done with Afghanistan and Iraq?
For award purposes, Jordan will not be considered as a separate country. Submit any exceptions, deviations or waivers (EDW) per the instructions within the solicitation, pages 149-
150. These EDW will be evaluated in accordance with DLA Energy clause M72, Evaluation of Offers (Exceptions/Deviations). Also, reference the Statement of Work (SOW) section C-2.1-2.4.
3. For Jordan, please provide a breakdown of expected products, individual testing requirements and number of samples expected for testing (in the same format at the others)?
The table below provides estimated tests quantities for Jordan. Please refer to the SOW, attachments 1, 2 and 3 for full details of each test.

4. Can you increase the sample transportation time limit for testing requirements in Iraq and Afghanistan to allow for overseas air dispatch?
The sample transportation times will not be modified at this time.
5. Can we submit two bids, one for testing in country, the other for testing overseas with a rider explaining the restrictions in sample transportation?
There are no restrictions on the number of proposals submitted, but one proposal with multiple pricing options would be preferred. Discussions, if held, will occur with all responsible offerors whose proposal is determined to be within the competitive range, per Addendum to FAR 52.212- 1, Instructions to Offerors, page 147. Submit any exception, deviation or waiver (EDW) per the Addendum, pages 149-150. These EDW will be evaluated in accordance with DLA Energy clause M72, Evaluation of Offers (Exceptions/Deviations). Also, reference the SOW, section C- 2.1-2.4.
6. If you have a registration under NCAGE and DUNS for previous testing conduced in Saudi Arabia, can you please verify that these details are applicable for us to use for this tender?
The NCAGE and DUNS would be applicable for this solicitation if the entity is located outside of the US and its outlying areas, per solicitation clause FAR 52.204-16, and shall be provided with the Offerors Submission Package (OSP).
7. On the basis that our Company have already pre-qualified as a vendor under our registration, is it still required that we have our customers complete the "Contractor Performance Assessment Form"?
Contractor Performance Assessment Forms are required per the solicitation. Proposals will be evaluated for technical capability, past performance and price in accordance with the evaluation criteria outlined in the SOW and FAR clause 52.212-2.
8. In regards to the epoxy samples cans, does the Government provide it or us?
The contractor will provide the epoxy sample cans. Refer to SOW, C-5.3.1.
9. The results, do we have to deliver it to the same locations by hand or send it by email?
The sample results may be delivered by email.
10. Will the Government provide a schedule for the shipments that they want received? or will they inform us when they want?
Although somewhat frequent, the tests are requested as needed.
11. Are there any tests that are categorized as quick/ urgent tests? And what are the particular turnaround times on those?
There are no tests “categorized” as urgent. Refer to the turnaround times SOW, C-5.5.
12. Several locations, for example in the Mosul area are still only accessible by aircraft.
Will the transporter be able to fly to the location of pick up or will there be an alternative pick up location set up in the event of military operations in the area?
Offerors are requested to present their best logical solutions to the requirements of the SOW.
13. Do you only want the lab equipment / if so any origin is preferred?
This solicitation is for laboratory testing services of Government-owned fuel.
14. Can I only submit a bid for Iraq only or the bid must include all the above mentioned countries.
Three locations are being considered for this solicitation: ME Region, Iraq and Afghanistan.
Per Section B of the solicitation and OSP, offerors are required to submit completed price sheets for each location for which they choose to compete, whether that is ME Region, Iraq, Afghanistan or all 3.
15. Concerning the “Contractor Performance Assessment Questionnaire”, is this fill out by our own personnel within our organization or by someone in DLA-E who we work with on a current contract?
General Information should be completed by the offeror and Client Information should be completed by the offeror’s reference. Review the questionnaire in its entirety for guidance on completion.
16. An offer combine for all locations from UAE is it acceptable or do we need to submit separate for every countries?
Three locations are being considered for this solicitation: ME Region, Iraq and Afghanistan.
Per Section B of the solicitation and OSP, offerors are required to submit completed price sheets for each location for which they choose to compete, whether that is ME Region, Iraq, Afghanistan or all 3.
17. Since most of the military bases have restricted access for civilians, in that case, DLA will be giving us the samples at our offices in the respective countries or we need to arrange a pick up by Courier Company where they can have access?
Samples will be handled by pick up. Refer to sections C-2.6, C-5.5 through 5.5.1 and C-7.0 of the SOW for more information.
18. Are there any sampling of fuels required which is not clear in the tender document?
No. All products required for sampling and testing are defined in Attachment 1 of the SOW and Section B of the solicitation.
19. If some test are not capable for any labs in the respective countries, do we need to subcontract outside the country with the Courier charges?

20. If we cover different countries with the two major labs located at Saudi and United Arab Emirates, is that acceptable?
