WESTPAC Questions and Answers
LINE ITEMS
1) Can you explain the line items that have the quantity in parentheses (e.g. Line 0009 is
<38,000,000>?
DLA RESPONSE:
T0001 is a throughput item, and identifies the overall requirement of 45,000,000 USG. Line items under throughput items identify requirements at specific end locations beyond the throughput, and are identified by “< >”. Line item 0009 is an end location requirement under T0001 with a quantity of
<38,000,000 USG>. Line item 0011 is an end location requirement under T0001 with a quantity of
<7,000,000 USG>. Therefore, 38,000,000 USG and 7,000,000 USG will be processed through DFSP
AKASAKI to end locations DFSP AKASAKI, JA and DFSP IORIZAKI, respectively.
2) Can an offer be submitted for Line Item T0014 without referring to the other two line item numbers (i.e. 0036 AND 0041)?
DLA RESPONSE: Offers may be submitted for throughput line items and/or line items. A barge offer may be to T0014 rather than to its individual flow-through items (0036 & 0041).
FOB ORIGIN AND DESTINATION
3) If a vendor offers FOB Origin does this mean DLA Energy is using its own barge at buyer's cost? If a vendor offers FOB Destination does this mean the contractor is expected to deliver the cargo to destination at seller's cost?
DLA Response: If a vendor offers on FOB origin basis, buyer will accept delivery at their location and buyer is responsible for transport. If the vendor offers on a FOB Destination basis then this means the contractor is expected to deliver and is responsible for delivery at the seller’s cost. Please reference FAR 52.247-29 F.o.b. Origin (Feb 2006) and FAR 52.247-34 F.o.b. Destination (Nov
1991) for specific details regarding FOB Origin and FOB Destination.
REQUIREMENT
4) Is JP8 part of this requirement?
DLA RESPONSE: No. JA1 with additives is being solicited under this procurement in lieu of JP8.
5) Can you provide a copy of the specifications?
DLA Response: All applicable QAPS have been posted with an Amendment to the solicitation
6) Section B - Supplies or services and price/costs you list max parcel and min parcel. Some lines have a max parcel size that is larger than the actual quantity (i.e. line item 0040). Can you explain how to interpret this?
DLA Response: If the max parcel size is currently larger than the quantity solicited, then it is suggested that you offer the quantity solicited as the max parcel size. Max parcel size is the maximum quantity that the mode of transportation can hold with the product specified.
7) Can you explain how the Equal Value Exchange program works, and identify and specific location which would fall under this program?
DLA Response: An Equal Value Exchange (EVE) Agreement may be negotiated and mutually agreed upon solely as a postaward action, on an as needed basis. The negotiated agreement between the Government and contractor would allow an equitable exchange of petroleum products at different locations. No specific locations are identified at this time.
8) Does the Government expect the fuels to be delivered with the relevant additives already blended in?
DLA Response: The fuel must be provided as required by each location. If the location requires additives, then they must be present at time of delivery/acceptance in accordance with all required specifications. The offeror has the option to inject or provide fuel already blended; however, the fuel must meet all quality and specification requirements. QAP E1 CONTRACTOR INSPECTION
RESPONSIBILITIES (September 2013) provides additional information regarding additive injections and blending.
9) In the solicitation JA1 PIPELINE max parcel is limited to 120,000 BBLS. Is there any background for the new limit on Max Parcel?
The reduction in the maximum parcel size by PL for DFSP Ulsan is due to storage capacity. With the higher parcel size, inventory was approaching depletion before replenishment could be received.
We encourage all offers to adhere to the parcel standards identified in the solicitation.
10) Can you provide information regarding the latest version of ISO 8217 it is not specified in the
RME 180 QAP?
At this time the date for the ISO standard is 2012. Please be sure to verify the latest ISO 8217 standard as required by QAP C36 Fuel Oil, Intermediate Grade RME-180 (IFO 180) (DLA Energy
July 2015).
