INSTRUCTIONS

DLA Energy is adding an Offer Entry Tool (OET) to allow Offerors the capability of electronically submitting prices, locations and quantities online for the Bulk Fuels Purchase Programs. The current version of the OET does not replace the Bulk Fuels Offer Submission Package (OSP) in its entirety. The remaining portions of the Offeror Submission Package (OSP) as indicated by the Contracting Officer in the instructions below are still required for each solicitation. The Bulk OET will perform several important functions:

1) The Offer Entry Tool will allow you to electronically submit and sign your offer, including the SF 1449.

2) The Offer Entry Tool will allow your proposed offer to be imported directly into the Bulk Fuels Bid Evaluation Model (BEM) for evaluation.

In order to utilize the OET, you must first establish an OET account using the DLA Accounts Management and Provisioning System (AMPS). You can access AMPS at https://amps.dla.mil/oim where you can either create a new AMPS account or log in using your existing account (you will be asked to provide your CAGE code when creating a new AMPS account). Once you have established an account in AMPS, you will need to request the following role:

Energy OET Prod – Bulk Vendor Role OET-105

To select this role, you will first choose ‘Energy Applications’ then ‘Energy OET’ under the Browse Roles by Application tab.

When applying for this role, please include your company name and the purchase programs you typically offer under in the notes or comments section of the application. Also, when applying for OET – you MUST include every CAGE code you intend to use to submit offers in the ‘notes’ section of the initial role request. Once your role has been approved, you will be provided with a user name and password that can be used to log into the Bulk Fuels OET at: https://offerwizard.dla.mil/bulkoet/bulkoet.html. If you experience difficulty in establishing an account, you can contact the DLA Energy Bulk Technical Team at DESC.BTechTeam@dla.mil for assistance.

For contract specific questions, please contact any of the Contract Specialist listed on FedBizOpps website. For further information on the use of the Bulk OET application, please contact Trina Wadley, Contracting Officer at (703) 767-4962 or Mr. Bill MacLaren, Bulk Fuels Procurement Analyst, at (703) 767-8426 or via email William.maclaren@dla.mil.

STEP TWO:

5. The Reverse Auction (RA) Procurex tool will be utilized in conjunction with the Offer Entry tool. Offerors will given an opportunity to provide a further discount using the Reverse Auction (RA) Procurex tool. All offerors will be entered in the RA. No further action is required for offerors that choose not to offer a price discount during the RA. Any offeror that does participate will enter a discount price in the RA. The discount price will be offered by product and region, rather than specific line item. For example, a discount may be offered for all JA1 in the Atlantic/Europe/Mediterranean region. This discount will be offered from a notional price (e.g., $1.00), and not from an actual offer price.

The Contracting Officer will establish an RA bid line for each product and region. Each bid line will have a notional price established. This notional price is the price against which vendors will offer their discounts. The minimum decrement for bids will be $0.00001. At the conclusion of the RA, the lowest discount price offered by each vendor will be recorded. This discount will be applied to the price offered at time of FPRs, and the BEM will be run to determine the award pattern with any discounts offered during the RA. A mock RA will be held to allow all offerors to become familiar with the process before the actual RA is conducted.

6. By submission of this Offeror Submission Package, you are stating that ALL terms and conditions of the entire solicitation are accepted and apply to your offer unless clearly stated otherwise.

NOTES:

A. FOR EVALUATION PURPOSES ONLY: DLA ENERGY will add 5 days to offered FOB Origin tanker lift intervals and 3 days to offered FOB Origin barge lift intervals to determine if the maximum total quantity offered for each offered item can be lifted under a resultant contract. Additionally, if multiple lift intervals are offered, DLA ENERGY will evaluate the maximum quantity for award based on the most restrictive lift interval. These evaluation factors were derived from operational scheduling realities and will be used only for evaluation purposes. The Government reserves the right to schedule lifts in accordance with the lift intervals indicated in the Schedule of the resultant contract. If the evaluation of each item results in less total quantity than the total quantity offered for that item, then the Government may not award more than the evaluated total quantity. However, offerors should consider the Government's evaluation factors for tanker and barge lift intervals to assure lift intervals and parcel sizes provide for full evaluation of total offered quantity for all items by all modes of delivery.

B. Unless you define otherwise, lift interval is the time between when the vessel completes loading (released by the Government Inspector) until the Scheduled Delivery Date of the next delivery for a specific product.

SECTION C – SPECIFICATIONS/SOW/SOO/ORD

C-0004/C16.23 FUEL, NAVAL DISTILLATE (F-76) (DLA ENERGY AUG 2015)

ENVIRONMENTAL: In delivering supplies and services under this contract, the Contractor shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. The Contractor shall also comply with all applicable International Agreements, Treaties, Conventions, and the like to which the United States is a signatory or with whose terms the receiving activity has otherwise agreed to comply, including but not limited to, the requirements of MARPOL 73/78, Annex VI Regulations 14 & 18. The Contractor shall be responsible for determining the existence of all such requirements prior to the time deliveries are made.

In the event that an International, Federal, State, and / or local environmental requirement, as identified above, is more stringent than a requirement contained in this contract, the Contractor shall deliver product(s) that complies with the more stringent requirement. Product(s) that fails to meet the more stringent requirement will be considered nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s). In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

Unless otherwise indicated by the Contractor in writing, prior to award, the product offered shall be required to fully meet all applicable specifications. The supplier shall provide to the receiving vessel a “Statutory Sample” of at least 400-mL in volume, taken from the receiving vessel’s inlet bunker manifold, together with a Bunker Delivery Note (BDN). This sample will be sealed and carry a sample tag that provides the documentation required per MARPOL 73/78, Annex VI Regulation 18.

SPECIFICATION: Military specification MIL-DTL-16884N applies.

SPECIFICATION MODIFICATIONS:

Flash Point: All batches of F-76 that are presented for Government acceptance at origin and for shipment through a multiproduct pipeline shall meet a minimum flash point requirement of 62.5 degrees Celsius.

Storage Stability: Total insolubles shall be less than 2.0 mg/100ml when ASTM D5304 is used and 1.0 mg/100ml when ASTM D2274 is used.

F-76 offered from a location other than where refined (excludes synthesized material as defined in section 3.2.1 of MIL-DTL-16884N) requires testing for FAME content by test method ASTM D7963, BS EN 14078, or IP 579.

MATERIALS: The F-76 supplied under this contract shall not contain un-hydrotreated light cycle oils or contain any stabilizer additives, or any other additive or material not explicitly allowed per section 3.2 of MIL-DTL-16884N.

For F-76 containing a synthetic component, the synthetic component shall be certified to Tables A-I and A-II of MIL-DTL-16884N. It is not necessary to analyze each batch of the synthetic component for compliance with Table A-II once it is demonstrated that the process scheme is adequately controlled and if no significant changes to existing production operations have been made, such as a turnaround event on a refinery unit used to produce the synthetic component or a change in feedstock material. The signed F-76 synthetic component certification page shall be supplied for each shipment which includes synthetic paraffinic materials attesting that no changes to the production process have been made and certifying that the last certificate of analysis, dated and including Table A-II results, is still valid.

TRACEABILITY:

F-76 fuel supplied under this contract shall maintain traceability with respect to additives and materials, which is defined as the ability to trace the individual batch of fuel back to the original point of manufacture through documentation.

For all F-76 supplied, the documentation shall contain a statement attesting to the materials composition, which includes materials derived from non-petroleum sources, additives and their concentration levels.

If F-76 is produced by means of blending, the traceability requirement and documentation for additives and materials shall apply to each blending component used from the point of manufacture through the blend operation. Materials composition, additives and their concentration levels shall be included. The requirement and intent of traceability for blend components is not to obtain full certificates of analysis of each individual blend component, but for certification that no unapproved additives or materials are present in blend components used.

All traceability documentation shall be sufficient to guarantee that at no point have any unauthorized materials or additives been blended into the final product or any of its associated blend components per section 3.2 Material of MIL-DTL-16884N.

The form titled: “F-76 Traceability Signature Page” shall be used to document the above requirements in lines e.1 to e.4. The offeror/supplier shall comply with this requirement utilizing one of the three options below and notification shall be provided to both the contracting office and PQIS@dla.mil during the pre-award phase which option was chosen for compliance. Documents provided in conjunction with individual shipments shall be uploaded into Wide Area Work Flow as attachments under the quality tab.

The signed traceability signature page shall be provided by the supplier for each shipment. In addition, as part of the offer submission package, the offeror shall provide the signed traceability signature page and if the offeror is not the refiner of the product, the offeror shall provide the signed traceability signature page from each entity in the supply chain providing and/or handling F-76 product and/or blending components all the way back to the point of manufacture.

The signed traceability signature page shall be provided by the supplier for each shipment. In addition, as part of the offer submission package, the offeror shall provide the signed traceability signature page. If the offeror is not the refiner of the product, upon award and prior to the first shipment, the offeror shall provide to the contracting office and PQIS@dla.mil the signed traceability signature page from each entity in the supply chain providing and/or handling F-76 product and/or blending components all the way back to the point of manufacture.

As part of the offer submission package, the offeror shall provide the signed traceability signature page. Subsequently, for each shipment, signed traceability signature page shall be provided by the supplier and if the offeror is not the refiner of the product, the offeror shall provide the signed traceability signature page from each entity in the supply chain providing and/or handling F-76 product and/or blending components all the way back to the point of manufacture.

If at any point during the contract period the traceability information provided under option i or ii becomes invalid (i.e. the supply chain is altered or the source of F-76 product or a blending component changes), the supplier shall notify both the contracting office and PQIS@dla.mil and updated documentation shall be provided.
