Questions and Answers for Solicitation SPE600-15-R-0406
Question: If an Offeror is not interested in bidding for the Line Items in New Mexico, are they prohibited to bid on other Line Items listed in the RFP?
Response: An Offeror is not obligated to bid on the New Mexico Line Items in order to bid on the other Line Items listed on Attachment I and IV. As referenced in the both Attachments, Line Items 0001 and 0007 are Standalone Line Items, which an Offeror can bid for separately.
Question: Are any of the meters not AMI?
Response: The use of AMI (advanced metering infrastructure) metering is the decision of the utility company, therefore if the utility chooses not to utilize AMI metering then customers behind that LDC will not have AMI metering.
Question: For the UT, NV, and NM facilities will all of the associated LDC transport and fuel fees be handled as a pass through to the customer or do they need to be included in the adjustment factor? Typically all costs associated with the LDC are handled via a pass through to the customer.
Response: Reference page 6 of the RFP, (b) DEFINITIONS (2) Adjustment Factor to determine what charges are to be included, unless specified on the Attachment IV schedule pages, there are no charges passed through to the customer.
Question: For the Hill AFB line item 0010 does the gas provider have to hold firm transport on Questar Pipeline?
Response: Hill AFB has a firm natural gas requirement for line item 0010. Reference page 8 of the solicitation about FIRM delivery.
Question: Is the DLA open to moving the pricing for Full Requirement/Pool customers to a gas daily vs FOM index pricing mechanism? This has been done in other regions and allows for enhanced risk management by the suppliers.
Response: At this time, DLA is seeking FOM (first of the month) index pricing mechanisms only.
Question: For facilities without electronic metering what information is available to suppliers to manage imbalance etc., can and will the LDC’s provide additional metering information on a regular basis in place of telemetering information?
Response: For facilities without electronic metering there is no established manner on how information is provided to a supplier. It will be contingent upon what information each customer has available to them. DLA Energy cannot speak upon what the LDC will or will not provide.
Question: If the winning supplier were to assign their business to another company, what would the DLA need in order to “validate” the assignment?
Response: DLA Energy is not sure what the marker means by “assignment”; however, DLA Energy’s contracts are non-transferable, thus the company that wins the contract must perform the work.
