Special Notice - Questar’s (LDC) Pending Proposed Transportation Imbalance Charge

Questar Gas Company recently requested the Utah Public Service Commission’s approval to charge transportation customers for those upstream transportation and storage services that they use. As described in greater detail below, when a customer’s actual usage does not match its nominations on a daily basis, the customer utilizes Questar Gas’ upstream transportation and storage services. Currently, Questar Gas’ sales customers pay all of the costs associated with these services. Questar Gas proposes to charge transportation customers who utilize those services. The Company would calculate and adjust the charge twice per year. The proposed tariff language reads:

TRANSPORTATION IMBALANCE CHARGE

Customers taking service on rate schedules FT-1, MT and TS will be assessed a charge for daily imbalances that are outside of a 5% imbalance tolerance. “Daily imbalance” is defined as the difference between the customer’s nominated volumes, less fuel, and the actual usage on any given day. When the Daily Imbalance exceeds 5% of the actual usage, the charge will be assessed. This charge will include upstream transportation, storage, no notice and other related costs incurred during imbalances. The charge is set forth on the transportation rate schedules and will be recalculated in each pass through filing and updated at least annually.

How much is the charge?

Questar Gas is proposing to charge customers $0.19 for each DTH that is outside of a 5% tolerance on a daily basis. For example:

Assume a customer nominates 100 DTH (net of fuel) and uses 90 DTH. Questar Gas will use its no-notice transportation, storage and transportation services to move the 10 extra DTH off of Questar Gas’ system. In this example, the customer will be given a 5% tolerance based on its usage (90 DTH X 5% =

4.5 DTH). The imbalance in excess of 4.5 DTH is 5.5 DTH. The customer would pay $0.19 per DTH or $1.05 for that day.

Why is Questar Gas proposing this charge?

When there are differences between what a customer nominates and what it uses, Questar Gas must manage that surplus/deficit of gas. The Company manages the surplus or deficit through the use of services that are currently being paid for by other sales customers.

Has the Commission approved this charge?

No. The Commission is currently reviewing the charge. Interested parties are reviewing the proposal and the Commission will hold hearings in August, 2015.

What can I do to minimize these charges?

Questar Gas is proposing to allow a 5% daily tolerance imbalance. The best way to minimize these charges is to monitor your usage and communicate with your agent when you expect changes in usage.

Monitoring equipment is available through outside vendors to help you monitor your gas usage on a real-time basis.
