Defense Logistics Agency Aviation
About this file
This document is a justification and approval for other than full and open competition amendment to extend contract SPE4AX-16-D-9008 with Science Applications International Corporation for chemicals, packaged petroleum, oil, and lubricants. The Defense Logistics Agency Aviation requires 232 federal supply group 80 items to maintain material availability of at least 90% across all items and 95% for items supporting the Nuclear Enterprise Office. The original contract expiration date of May 2019 has been amended to September 2020 to allow flexibility in the acquisition schedule and transition the items to the new Tailored Logistics Support Program contract awarded in July 2019. The amendment authorizes continued procurement of the items from the existing Chemicals, Packaged Petroleum, Oil and Lubricants contract to ensure supply until transition is complete under the new contract by September 2020.

JUSTIFICATION AND APPROVAL (J&A)
FOR OTHER THAN FULL & OPEN COMPETITION
AMENDMENT
CONTRACT: SPE4AX-16-D-9008, Science Applications International Corporation (SAIC)
DOLLAR VALUE OF ACQUISITION: $
Statutory Authority: 10 U.S.C. 2304(c)(1). Regulatory Authority: FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This amendment relies upon the statutory and regulatory authority recited in the original J&A and the purchase is sole source for the reasons recited therein. The original J&A granted approval to procure 232 Federal Supply Group (FSG) 80 items from SAIC’s Chemicals, Packaged Petroleum, Oil and Lubricants (ChemPOL) contract, from the date of execution of the J&A through May 31, 2019. The original expiration date of May 2019 was based on an optimistic projection of minimal, if any, delays in the acquisition process. However, due to delays beyond that projected, it is necessary to amend the J&A to allow some flexibility in the acquisition schedule to allow DLA to meet its material availability goals. This amendment extends the J&A period of performance through September 2020.
DLA Troop Support’s Tailored Logistics Support Program (TLS) for FSG 80 is now estimated to be awarded by the end of July 2019. At award, the TLS contract will include only 110 of the items included under this J&A. The TLS contract has a one-year transition period to ensure the TLS awardee is at full performance. The remaining items will be added to the TLS contract during the transition period under the TLS Contract. Also during that year, DLA Aviation and Troop Support will work closely together to transition the 232 items from the ChemPOL contract to the TLS contract.
This J&A Amendment will authorize DLA Aviation to maintain support of the FSG 80 items until September 2020 in order to achieve a 90% Material Availability (MA) across all items managed to successfully provide logistical support to our worldwide customer base and achieve a 95% MA for items in support of the Nuclear Enterprise Office-NESO in accordance with the Performance Based Agreement in place. The extension until September 2020 will also afford continuous support for the items in the event of delays in award of the TLS contract, delays in adding the remaining items to the TLS contract after award, or the filing of a protest against the TLS contract award.
