Amendment 2, Section 7, fill-ins for DLAD Clause 52.216-9030
We believe, after contract award, that (a) the Contractor may request a raise (through negotiation) in the upward ceiling if an increase in the index would raise a contract unit price above the current ceiling (10%) and that (b) the ceiling is applied to the original base unit price established at contract award (not the most current EPA-adjusted price). Please confirm.
This is correct. This is also addressed in the response to question 7 in Round 4 of questions.

Statement of Work, Para. 6.8.2
We believe that VSM will be required to create shipping labels, even when shipping commercially. Please confirm that VSM is required for all orders.
See response #23 in Round 1 of questions. VSM is recommended for all other orders, but not required.
