Defense Logistics Agency Aviation
About this file
This document contains three scenarios related to a solicitation by the Defense Logistics Agency Aviation for chemical and packaged petroleum, oil, and lubricant products and services. The scenarios outline situations involving an accident during transportation resulting in a spill and contamination requiring response from regulatory agencies and emergency personnel; a product quality deficiency report indicating contamination of multiple package sizes of oil affecting over 300 customers, including the Army and Navy necessitating a GIDEP notice; and corrective measures required at one of a contractor's major distribution centers expected to decrease fulfillment of customer orders by 50% from that location for 3-5 months requiring a continuity plan. The related federal contract opportunity provides a solicitation number and link for chemical, packaged petroleum, oil and lubricant products and services with the Defense Logistics Agency as the contracting agency.
Scenario-based responses are due no later than November 5 2015 4 00 PM local Richmond time (EST). Scenario responses may be hand carried or mailed to DLA Aviation Attn DSCR-ARCJ/Jodi A. Beard/33H-94 8000 Jefferson Davis Hwy Richmond Virginia 23297 or you may email them to jodi.beard dla.mil or julia.roquemore dla.mil

DEFENSE LOGISTICS AGENCY (DLA)
DLA AVIATION
Chemical and Packaged Petroleum, Oil, and Lubricants (Chem/POL)
Solicitation: SPE4A2-15-R-0002
Scenario Question
1) The transporter carrying a tractor trailer of various regulated DoD assets (e.g. flammables, corrosives, oxidizers, or pesticides, etc.) to a customer is involved in an accident, and some unknown quantity of the contents of the shipment are damaged and/or spilled in the accident, contaminating the ground, shutting down a major travel artery, and possibly forcing the evacuation of an adjacent neighborhood. How would you handle this scenario: considering that the customer is under a deployment order and has a Required Delivery Date (RDD) to load out a ship for transport to the deployment Point of Debarkation; Respond to regulatory agencies (EPA, DOT, etc.), as well as State and Local law enforcement and first responders desiring "real time and actionable information” immediately; Handle the news media and the release of information to the local community?
2) The Government receives a Product Quality Deficiency Reports (PQDR) for contaminated oil. The report indicates visible solid contamination and the product is sold in multiple package sizes (i.e. quart, gallon and drum). It is estimated over 300 customers may be affected by the recall and the Army and Navy are the known users of the product. Since more than one Military Service is involved, a Government Industry Data Exchange Program (GIDEP) notice is warranted. How do you handle this situation?
3) As a result of a State environmental/OSHA multi-media inspection, it becomes necessary to curtail operations at one of your major regional distribution locations in response to corrective measures called for by the inspection. You estimate that these corrective measures will involve significant construction and other work, taking 3 - 5 months, and will decrease your ability to fulfill customer orders from that location by 50%. What is your continuity plan during the correction action period; to ensure seamless delivery of product to the customer; to your storage and distribution plans?
