Att 13, Special Contract Requirements, H-900 (p. 1)
We recommend monthly price adjustments. We understand DLA – Defense Energy Support Center (DESC) utilizes monthly economic price adjustments for petroleum products. We have performed an analysis (attached), which suggests more frequent economic price adjustments decreases the impact of highly volatile commodities and results in a more equitable solution for both parties. We would like the opportunity to discuss this analysis to you.
Offerors are requested to submit any exceptions to the terms of the solicitation with their proposals.

Att. 02, ChemPol Supply Schedule
Cell A5 (supported by cell P11) of the attachment state “there are 3,342 active NSNs,” however only 3,326 NSNs are listed in the spreadsheet.
a. Is the total number of active NSNs 3,342 or 3,326?
b. If it is the higher number, can the Government provide the missing items?
The total number of active NIINs is 3,326.
Corrections will be made to Att. 02.
3
Att 02, ChemPol Supply Schedule and Att 03, Inactive NIINs
Cell P12 of Att 02 (Tab1) identifies 2,292 non-active NSNs. Att. 03 contains 2325 items on the “Inactive” tab. Is the total number of inactive NIINs different than the 2,325 items contained in Att. 003?
The total number of inactive NIINs is 2,325.
Correction will be made to Att. 02.

SOW 1.2e (page 5)
In the preliminary investigation of the NSNs supplied with the solicitation, there are a number of NSNs that we cannot find specifications for. For these NSNs, when and how will the DLA provide specifications?
DLA Aviation procures items of supply iaw specifications, part numbers and drawings.
The specifications can be commercial, military or federal. Each of these types of specifications may or may not have a QPL.
Military and Federal specifications are available on ASSIST Quick Search (both the spec and the QPL, if a QPL applies).
Commercial specifications must be obtained from the commercial organization which prepared the specification (and QPL, if a QPL applies). The Government does not provide commercial specifications.
Part number items are procured by part number and the Government has no data on these items.
If the bidder wishes to qualify an alternate item then they must submit a SAR package.
Drawings can be commercial or Military and may or may not have a qualification requirement.
If the Government has the drawing then it would be available in c-folders.

Special Contracting Requirements: H-902 Backorder (page 3)
The backorder category table at the top of page 3 lists 0-14 days for Category A and 15-20 days for Category B, while the example calculation table in the middle of page 3 gives the same values for 0-7 days for A and 8-20 days for B. Which distribution of days per category is correct?
The table at the top of the page is correct. The example incorrectly cited 0 – 7 days and 8 – 20 days.

General
The current SDS sheets from ChemPOL suppliers do not reference the existing NSN numbers.
When we provide SDS sheets in the solicitation, will the current format be acceptable as long as we note and/or cross-reference to existing NSNs?
Yes

Amendment 2, Section 7, fill-ins for DLAD Clause 52.216-9030
1. Per DLAD Clause 52.216-9030 in Amendment 2, there is an upward ceiling of 10% of the original base unit price for indices whose BLS series identifier exceeds 6 digits. If the ceiling is to be exceeded, the Contractor shall notify the Contracting Officer, who “may issue a contract modification to raise the ceiling. If the contract ceiling will not be raised, the Contracting Officer shall so promptly notify the Contractor in writing.”
0. Under what circumstances would the ceiling not be raised?
0. In a potentially increasing raw material market (oil) that could experience cost increase exceeding 100%, is it realistic for DLA to put a ceiling on EPA calculations?
This clause includes a ceiling of 10% for increases: is there a “floor” % for decreases in price?
The clause permits the Government to grant a price increase in excess of the 10% ceiling in exigent circumstances. At this time the contracting officer cannot provide an example for question a.
For purposes of pricing their proposals, offerors should assume the Government will not grant such a price increase. While the clause places a 10% "ceiling" on price increases, it does not similarly place a "floor" on price decreases."

Attachment 14, Section 1.C.2.a(3)
Per the reference, each offeror will have three days in which to complete and return the responses to the scenario evaluations from the date of proposal submittal. Will responses to the scenario evaluations be required in hard copy submission, or will electronic submittal be accepted?
Electronic submission will be accepted, but must be encrypted and include “Source Selection Information – See FAR 2.101 and 3.104” in the subject line.
9
RFP (p. 3 of 51); Att 2, Supply Schedule
The RFP includes lines to enter a fixed price Management Fee for each year of the contract (Base Period, Year 1 through Option Period, Year 10). However, the pricing spreadsheet includes only one cell (P5) to enter the “Proposed Annual Management Fee.”
Is the management fee the same for each year, or can it change year by year to allow for escalation?
The management fee may change from year to year. Provide pricing proposal for the management fee on Pages 3 and 4 of the RFP.
