About this file
This document is a Questions and Answers (Q&A) log for the Subsistence Prime Vendor (SPV) Northern Europe Solicitation SPE30024R0024. The document contains 81 detailed questions from potential offerors and corresponding responses from DLA Troop Support, addressing various aspects of the solicitation including inventory holding policies, delivery locations, customer base, distribution requirements, emergency orders, and administrative details. Many responses direct vendors to review specific sections of the solicitation or indicate that additional information will be provided via Amendment 0003.
Key highlights include confirmation that the contract supports Navy land-based facilities in Northern Europe, with an estimated annual contract value of $77M, and an initial inventory transfer of approximately $4.1M. The solicitation covers a 60-month contract period with three pricing tiers (24 months, 18 months, 18 months), and requires supporting military and federally funded customers across multiple countries. The government plans to make one award, with the prime vendor responsible for supplying perishable and non-perishable food items, beverages, and non-food food service operating supplies to military and federal customers in the Northern Europe region.

Q&A
Offeror Question/Comment DLA Troop Support Response
Did DLA Troop Support response result in a change to the
RFP
Documents/ Attachments?
Change made via Amend-ment:
Who is the incumbent contractor? What are their DUNS, CAGE number and Unique Entity ID numbers? Why are we unable to find the contract award, modifications, or bridge contracts on the DIBBS website?
Refer to the Food Services Contract Search on the Subsistence website (https://www.dla.mil/Troop-Support/Subsistence/Food-Services) for public information related to all Subsistence Prime Vendor (SPV) contracts and solicitations. No.
What is the current inventory holding policy under the existing contract? What is the total inventory value that we would need to take over from the incumbent? While RFP states that $4.1M (which is approximately 60 days of stock) is inventory value that will need to be taken over from incumbent, at the same time expected annual contract value is $77M annually. We believe those number do not correlate - either inventory value of 60 DOS is too low or annual contract value is too high. Can you please clarify if those numbers are correct?
Refer to the Food Services Contract Search on the Subsistence website for public information related to all SPV contracts and solicitations. The solicitation will be revised via an Amendment if changes to the requirements are needed. Yes.
Amend-ment
Does this contract support the U.S. Navy, or is it limited to land bases within the EU and remote sites?

Introduction, "The Prime Vendor will be required to support all authorized DLA customers located in Northern Europe (i.e. military shore and/or ship facilities and military training exercise locations, etc.). Though the solicitation describes existing customers known to the Contracting Officer at the time of the solicitation’s issuance, other customers, including military, Department of Defense (“DoD”), or non-DOD, may be added as necessary during the life of any resultant contract. The addition of said customers located within the solicitation’s specified region will be at no additional cost to the Government." No.
When does the current contract end? Do you anticipate awarding a new contract before the current contract expires? If a new contract is not awarded in time, what would be the expected duration of the bridge contract?
Reference DLA Internet Bid Board System (DIBBS), and the SAM.gov website for other contract notifications. As a courtesy, the Subsistence website is updated periodically with public information related to all SPV contracts and solicitations. Refer to the Food Services Contract Search on the Subsistence website (https://www.dla.mil/Troop- Support/Subsistence/Food-Services) for public information related to all Subsistence Prime Vendor (SPV) contracts and solicitations. Review the rest of Paragraph A., Paragraph B. Government Furnished Material - Operational Rations, and Attachment 2_ Pricing Spreadsheet, "Current Catalog Items" tab for more information on GFM. No. No.
Order Cancellation Timeline: Can this be adjusted to require a minimum of 72 hours' notice before delivery? Page 73, Section P, Non-Competition Clause: Please clarify the intent of this clause.
How would it impact our ability to refuse delivery of products to existing U.S.
Government customers under other active contracts we have been executing for the past few years?
This questions is not clear. Refer to the solicitation requirements that state, "The offeror warrants that it will not actively promote, encourage, or market to any of the customers on this acquisition, away from a resultant DLA Troop Support contract, and onto a contract of any other Government agency or commercial entity. FAR 8.002 directs that Government Agencies shall satisfy requirements for supplies and services from a wholesale supply source (such as DLA) before purchasing from commercial sources. DFARS PGI 208.7006, Part 4, identifies DLA Troop Support as the acquiring department within DLA with the responsibility for acquisition of Subsistence items. In accordance with these provisions, the offeror warrants that if awarded a contract under this solicitation, it will not attempt to sell items within the scope of the contract directly to any customer serviced under this contract during the life of the contract." In this section, DLA provided list of customers per country. To enable bidders to cost and price outbound distribution accurately, will DLA provide a list of addressess for each active customer under this program? Additional customer delivery point information will be provided via Amendment 0003. Yes.
Amend-ment
The submission requirements state, "On a separate word document, submit a complete list of your affiliates, subsidiaries, and partially or wholly- owned companies that will be utilized for this contract". May the government confirm 1) Is to be included as part of the Offerors' Price/Business Proposal and therefore excluded from page count? and 2) May this be submitted as part of a .pdf file as opposed to a separate MS Word document?
List will be excluded from the page limitation requirements; however, submit list in word as requested. No.
The Solicitation Instructions state that Element (Discounts, Rebates, Allowances or Other Similar Economic Incentives or Benefits) "must be in writing in a word document". May the government confirm this may be submitted as part of a pdf file (in the Business Proposal Volume) as opposed to a separate MS Word document?
This is addressed in the solcitation already, "Element 5 must be in writing in a word document format"; furthermore, "(i). All information is to be submitted in writing. In regard to electronic submissions, please use Microsoft Office Word .doc format version 2016 or later, PDF, or Excel."
Yes, admin update to remove "quotes are" and add "and is" on page 146.
Amend-
The Solicitation states Offerors must "provide a detailed plan for maintaining and servicing vehicles and equipment to include the number and experience of personnel that it intends to utilize for this effort". As there are 26 countries within the distribution network, identifying the number and experience of personnel maintaining vehicles and equipment may not be feasible. Therefore will DLA remove "to include the number and experience of personnel" from this requirement?
No. No.
Will the government consider reducing the font size requirements for figures/drawings/charts/tables to 8pt or 10pt Times New Roman? Does the government have font requirements for headers/footers, graphic captions, and callout boxes?
No. To ensure legibility for evaluation purposes, the font for all documentation must be Times New Roman size 12. No.
40 Does the government have a requirement for page margins or line spacing? No. No.
41 Are Glossary of Acronyms, List of Figures, and Cover Pages excluded from page count? Cover Pages will be excluded from the page limitation requirements. Glossary of Acronyms and List of Figures will be included in the page limitations. No.
Are Glossary of Acronyms, List of Figures, and Cover Pages excluded from font requirements? No. No.
The Solicitation requires Offerors to: "Identify the quantity, type, and location of the distribution equipment resources (i.e. trucks, material handling equipment, etc.) that it will utilize to meet the requirements of the instant solicitation. For each item, identify if it is leased or owned by the offeror. For leased equipment, provide a copy of the lease agreement, memorandum of understanding, or similar agreement with the lessor...". As some distribution companies in Northern Europe have thousands of trucks within their fleet, it is not practical to list each individual machine and vehicle, nor include lease agreements for each leased item. Therefore, will the government revise this requirement, or remove the following statements; "For each item, identify if it is leased or owned by the offeror. For leased equipment, provide a copy of the lease agreement, memorandum of understanding, or similar agreement with the lessor"?
No. No.
May the government remove this requirement as it does not apply to this Area of Responsibility (AOR)? No, it does apply. No.
The RFP states that the estimated annual dollar value is approximately $77M, including Poland. How will the PPLS initiative impact future annual dollar value of the contract and to what extent, considering US military DFACs, and all food supplies, will continue to shift to PPLS?
Overall estimates are included in the solicitation. It is incumbent on the Prime Vendor to perform the duties and responsibilities set forth in this Statement of Work (SOW). No.
RFP Section VII.B provides the requirements for receiving, storing, distribution for Government Furnished Material (GFM). The RFP also indicates that PV costs for GFM storage, handling and distribution shall be included in the Distribution Price for GFM.
The estimated GFM distribution quantities are identified on the schedule of items (Attachment 2 Pricing Spreadsheet). Although the schedule of items provides estimated quantities of GFM consumption, it does not provide any information on the minimum or maximum quantity of GFM to be stored at the Prime Vendor’s warehouse. As the Prime Vendor does not have any control of the inflow/outflow of GFM, would DLA consider providing for a separate fee structure for quantities exceeding a predetermined threshold, especially when demand/consumption do not align with the volume of inbound products? No.
The estimated value for the minimum two (2) months of stock of $4.1M (at cost) does not appear reasonable given the estimated annual sales value of $77M, or the equivalent of $6.1M per month. The 6th bullet under the same section states that the new PV is entitled to 50% of standard distribution price for product purchased form the incumbent. However, the RFP does not define what the incumbent Prime Vendor is entitled to for the transferred inventory to the new Prime Vendor.
See revised language in Section III. Contract Implementation Phase, Section A.
Contract Implementation Phase - Ramp Up. The solicitation will be revised via an Amendment if changes to the requirements are needed. Yes.
Amend-ment
What if the USG issued customs documents for importation of goods are late or incorrect resulting in delays and demurrages and other costs. Can the DLA advise who will be responsible? What if a delay is due to a recent change in European regulations after the shipment / products sailed from CONUS? Can the DLA advise who will be responsible?
Reference is made to the solicitation – Attachment 1, Section V. Transportation, Paragraph B. Safety of Life at Sea (SOLAS), 4. which states, “The U.S. Government is not responsible for any costs resulting from or related to delays associated with these SOLAS requirements or improper documentation.” Additional information can be found in Section V. Transportation, Paragraph D. Customs, which states, “The ocean carrier via the USTRANSCOM contract will be responsible for all customs clearance from the point of debarkation through to the Prime Vendor’s OCONUS facility(s).
Therefore, the Prime Vendor is only responsible for customs clearance from his OCONUS facility(s) to the final delivery points within the region. The Prime Vendor is, however, responsible for providing any necessary documentation to assist in customs clearance." No.
What is the expected average warehouse rotation time of each of these GFMs? Is the expected DOS hold for SOH of these GFMs the same as CONUS SPV?
Overall estimates are included in the solicitation. It is incumbent on the Prime Vendor to perform the duties and responsibilities set forth in this Statement of Work (SOW). No.
Is the SPV responsible for purchasing these machines if the product vendors will not provide the machines?
Refer to the solicitation – Attachment 1, Section IV. Product Sourcing and Pricing, Paragraph N. Dispensing Supplies and Services, for information related to dispensing machines and beverage products.
Yes, admin update.
Corrected paragraph lettering in section IV.
Product Sourcing and Pricing as paragraph "B."
was used twice for Distribution Categories and Domestic Item Preference, throwing off the labeling of section IV.
Table of Contents is correct as is.
Amend-

It is incumbent on the Prime Vendor to perform the duties and responsibilities set forth in this Statement of Work (SOW). No.
If these significant announced changes indeed materialize during the bidding phase, will DLA grand the SPVs more time/an extension, to have them submit an adapted (and more efficient) proposal? To be determined on a case by case basis. No.
Can the file where this pricing spreadsheet be provided/shared? Can the protection level be reduced on tab “market basket” so the offerors can at least see what the individual cells do contain and therefore better understand the pricing model and associated calculations?
The file is included as a separate excel spreadsheet. No, the protection level cannot be reduced. No.
Can DLA TS provide a list of items currently being used under contract by for example identifying these items in the current catalog listing or expected to be used at the moment of award since this can have a cost impact on the CONUS cost estimates like minimum order quantities, CONUS freight, warehousing and consolidation cost. The Current Catalog list is provided in Attachment 2_Pricing Spreadsheet. No.
56 Should the last sentence not read: The receiving Prime Vendor will not be entitled to any amount above contract unit price.? This since the solicitation defines Contract Unit Price = Product Price + Distribution Price. If not 2nd and 3rd sentence in this paragraph contradict another.
No, correct as written "DLA Troop Support Prime Vendors will be permitted to transfer product between one another based on their own agreements. However, the receiving Prime Vendor must catalog the item(s) at the actual unit price as defined in this solicitation which is equal to product price plus the receiving Prime Vendor’s distribution price. The receiving Prime Vendor will not be entitled to any amount above contract product price." Additional language will be added via Amendment 0003 to clarify meaning. Yes.
Amend-ment
Is this minimum for all items stored at the SPV platform or CONUS items only?
The solicitation will be revised via an Amendment if changes to the requirements are needed. Yes.
Amend-
So, under the current solicitation the product value as a percentage of sales is approx.
32%. Under previous solicitation and associate award this was 85%. Could it be that the provide estimate 2-month stock value of $4.1M is a too low of an estimate? Should therefore the 2 months stock as a maximum not being adjusted to a range with a minimum number of months (where available) and a maximum number of months as practiced in the past in various SPV solicitations and contracts? What percentage of the distribution price will the incumbent PV receive for the stock to be transfer / delivered to the new Prime Vendor in case the award is made to an offeror other than incumbent PV?
The solicitation will be revised via an Amendment if changes to the requirements are needed. Yes.
Amend-ment
Will DLA TS provide, as done in the past, a detailed breakdown in the current catalog showing on a line-item level the historical demand by DoDAAC as well as providing for each DoDAAC: CUSTOMER NAME, DELIVERY LOCATION and CURRENT DELIVERY SCHEDULE? Additional customer delivery point information will be provided via Amendment 0003. Yes.
Amend-ment
60 Is there a current customer in Iceland? What are their current volumes? What is the delivery schedule?
Yes there have been deliveries to Iceland. Solicitation estimates are subject to be increased or decreased based on the actual conditions on the ground. No.
61 Considering that Greenland is part of Denmark, is this also covered in the AOR of Z1 and are deliveries expected there? Greenland will be added to the solicitation as a remote location via Amendment 0003. Yes.
Amend-ment
Please provide a list of customer delivery locations that do not have a loading dock.
Reference is made to the solicitation – Attachment 1, Section VIII. Inventory and Warehouse Management, Paragraph A. Warehouse Management, 4., which states, “The Prime Vendor must provide all of the necessary assets, to include, material handling equipment and labor to maintain operations.” No.
Will long-term base access passes be provided for drivers that perform deliveries to a facility multiple times per week? Are there any base access restrictions on employees of the Prime vendor, its subcontractors or agents driven purely by the nationality of these people?
This is addressed in the solicitation already, see paragraph B. THEATER SUPPORT for requirements. No.
Can the PV get CAC cards to visit the customers on base when needed? Will the DLA COR assist with this?
Reference is made to the solicitation – Attachment 1, Procurement Note H14 Contractor Personnel Security Requirements (JAN 2021) and Section IX: Security Measures/Force Protection and Theater Support Paragraph C, Theater Support for details related to CAC/Cards/Entry permits. No
Can the cancellation policy for routine and remote customers be revised to state:
“Customers may cancel orders up until the point at which European veterinary or customs documentation has been finalized”? The SPV will, during implementation, provide a specific timeframe for each delivery location indicating when the European veterinary or customs documentation will be issued. No. No.
Page 89 of the SOW: “iii. When split/consolidated deliveries are authorized, the delivery vehicles are required to be sealed after each delivery point and the Prime Vendor is responsible for providing the seals and seal numbers to the installation 72 hours prior to the scheduled delivery.”
And Page 115 of the SOW: “A. CUSTOMER DELIVERIES - Normal routine deliveries for Land Based customers shall be made within two (2) calendar days after order placement unless otherwise directed by the Contracting Officer.”
How does this practically work where order lead time for delivery of received STORES orders is less than 72 hours; this particularly when customs seals are applied at the moment of loading?
Overall estimates are included in the solicitation. It is incumbent on the Prime Vendor to perform the duties and responsibilities set forth in this Statement of Work (SOW). No.
Please define what an emergency order is and how can we identify? Is there a minimum associated dollar value to warrant a customer emergency delivery? Within this clause, Section (a) Minimum order, states, “When the Government requires supplies or services covered by this contract in an amount of less than $250.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.” Please review the solicitation in its entirety for these and all contract requirements. History on how many emergency orders not available. No.
With regard to the V01 exception request: Does this mean that a fill rate exception will be granted for this product, if current demand exceeds historical demand by more than 300% (e.g., historical demand = 100 cases per week, current demand >300 cases per week)?
Refer to the solicitation – Attachment 1, Section IV. Product Sourcing and Pricing, Paragraph L. Surge and Sustainment for details pertaining to surge and sustainment requirements. Additionally, as it pertains to fill rate exception codes, Section XIV.
Delivery, Title, Orders, and Order Fill Rates, Paragraph K. Fill Rates/Substitutions/Exceptions, 12 & 13 state, “12. Demand is defined as the sum of stock ordered via 850 EDI transactions into the Vendor’s system excluding documented ordering error exceptions approved by the Contracting Officer/COR (V04 & V05). 13. A vendor will still be required to support up to and including 300% of the AMD for Surge Calculations. **This ONLY applies to only NON NAVY Customers. The 300% exception only applies to the quantity of the order that exceeds 300% AMD."

This is part of an offeror’s own business plan. No further information will be provided at this time.
72 Based on what is listed on the Current Catalog, it appears that the SPV could or should purchase products from AAFES, is that correct? Additional customer delivery point information will be provided via Amendment 0003. Yes.
Amend-ment
