About this file

This document is a Questions and Answers (Q&A) log for the DLA Troop Support Subsistence Prime Vendor (SPV) Northern Europe solicitation (SPE300-24-R-0024). The Q&A addresses multiple critical aspects of the solicitation, including changes to the contract requirements. Key updates include an increase in Days of Supply (DOS) from 60 to 90 days, catalog line item growth from 1,054 to 1,171 items, and planned transitions of sites in Poland to a Proven Product List Support (PPLS) system over the next several years.

The document provides detailed responses to vendor questions about proposal submission requirements, with DLA Troop Support clarifying that previously submitted quote sheets will still be considered during evaluation. Notable points include the total estimated annual sales for Northern Europe increasing from $77,160,299.34 to $82,201,814.81, though the estimated annual sales will remain at approximately $77M. The solicitation maintains its original August 11, 2025 submission deadline, and vendors are reminded that the fixed-price contract places maximum risk and responsibility on the contractor, with Distribution Prices remaining fixed for the contract's duration.

Q&A # Offeror Question/Comment DLA Troop Support Response

Did DLA Troop Support response result in a change to the

RFP

Documents/ Attachments?

Change made via Amend-ment:

114 Are Offerors required to submit new quote sheets with corrected annual quantities and UOMs?

Previously submitted quote sheets will still be considered during evaluation and will be evaluated in accordance with the solicitation's evaluation criteria. No No

The change in requirement from 60 Days of Supply (DOS) to 90 DOS is significant and at a minimum should impact Offerors' warehousing solution. The additional 30 DOS as stock on hand requires Offerors to have a larger warehousing footprint in EUCOM to be able to accomodate this increase in days of supply. Can DLA confirm, that as a result of this change, all Offerors should (at a minimum) resubmit their Non-Price proposal (Volume II) in order to demonstrate this additional 30 DOS requirement does not impact their proposed warehousing solution? Offerors which previously submitted on the solicitation, are not required to resubmit anything, however if an offeror’s concept of support has changed, it is advisable that revisions be submitted. No No

Can DLA clarify if the new requirement is for contractor to hold 90 days of supply as stock on hand, at the warehouse in EUCOM? 90 days of supply (DOS) is the requirement for stock in the warehouse, and not on order or in transit. The Prime Vendor shall maintain a minimum of ninety (90) DOS on a line item basis at each platform (aka warehouse facility) in order to fill all ordering activity requirements and meet the surge and sustainment requirements of this contract. 90 DOS does not apply to locally sourced items such as FF&V, fresh dairy, fresh baked products, ice, soda, and water. No No

While we now have DODAACs, country codes, and delivery day information linked to volumes, can you also provide the full delivery addresses or site details for each DODAAC to support accurate routing and logistics planning? No additional details will be provided No No

The Days of Supply (DOS) requirement has increased from 60 to 90 days. Could you clarify the operational or supply chain rationale behind this change? For example, is this driven by increased lead times, risk mitigation strategies, or recent disruptions in the pipeline?

The current environment and market research indicate 90 days of supply is appropriate to support the customer’s requirements. No No

Since the initial bid submission in May 2025, the catalog has increased from 1,054 to 1,171 line items. Can you provide insight into what is driving this growth? Are these new requirements from end users, changes in product specifications, or reclassifications of existing SKUs?

The increased catalog line items can be attributed to a collection of all the reasons, but largely new requirements from end users. No No

RFP - Question and Answer Log (Note: DLA Troop Support received the following questions in response to this solicitation. The responses to these questions are provided for clarification pruposes only but may change portions of the solicitation requirements. In the event of any discrepancy between the answers provided in this amendment and the solicitation documents, the solicitation documents will take precedence.

Regarding the PPLS transition referenced by DLA:

a. Can you identify which sites have already transitioned to PPLS and which ones are planned to transition, along with projected timelines?

b. Will UGRA support continue for sites that have transitioned to PPLS, or is a phase-out expected?

c. Do you anticipate UGRA demand volumes for these sites to change i.e. either increase or decrease after their transition to PPLS?

a. W502GD is scheduled to transition by the end of July 2025, W588NT is scheduled to transition as early as September 2025 and as late as December 2025, and W502WG is planned for transition in several years, likely 2028 to 2030. All planned transition dates and the future state of customer needs throughout the covered regions are subject to change within the scope of the statement of work. b. UGRA support is not intended to continue for sites that have transitioned to PPLS, and limited supplemental non-OPRAT line items are expected to continue being ordered. Customer requirements are subject to change at any location and at any time. This information is being provided for planning purposes only. c. UGRA demands are anticipated to decrease as sites transition to PPLS. This information is being provided for planning purposes only, and actual demands are subject to change. No No

Requirement for Resubmitting Manufacturer Quotes with Revised Financial Proposals. If we choose to revise and resubmit the financial portion of our proposal, can you please confirm whether updated manufacturer quote sheets are also required as part of that resubmission? Additionally, should those refreshed quotes be re-dated to reflect the latest submission, or can previously submitted quotes (dated no earlier than January 30, 2025) still be used, regardless of validity period of those quote sheets?

Changes to proposals that result in a quote sheet becoming invalid or incorrect, likely should be resubmitted. Previously submitted quote sheets will still be considered during evaluation and will be evaluated in accordance with the solicitation's evaluation criteria. No No

Distribution Category 10 Assignment for “Poland Only” and “UK Only” FFV Items. In the Current Catalog Items tab of Attachment 2 (Pricing Spreadsheet), several “Poland only” and “UK only” FFV items are assigned to Distribution Category 10 (Disposal, incl. Transportation). Could you please confirm whether this classification is correct?

Based on the nature of these items, we believe they should fall under Category 8 (OCONUS FF&V LB). Corrected on current cataloged items tab, please see revised pricing spreadsheet. Yes.

Amend-ment

DF Category and UOM Clarification – Items 896001E900767 & 896001E900497 (Drinking Water). Both items are listed with UOM as PG (Pallet) and assigned to Distribution Category 9 (OCONUS Water CS). Could you please confirm: Whether the annual demand volumes listed (2,135 and 798 respectively) are in PG/Pallets or Cases? If the UOM is indeed PG/Pallet, should these items instead be assigned to Distribution Category 9A (OCONUS Water Pallet)? PG/Pallets. Corrected on current cataloged items tab, please see revised pricing spreadsheet. Yes.

Amend-ment

DF Category for Item 890501E621281 (Trout Fillets). This item is currently assigned to Category 17 (FSOS/Non-Food EA) in the Current Catalog Items tab. Can you confirm whether this is intentional? Given the product type, we believe it may belong under Category 4 (CONUS FZN LB). Corrected on current cataloged items tab, please see revised pricing spreadsheet. Yes.

Amend-ment

Request for extension of the submission deadline. In view of the scope and complexity of the revisions required under the reopened proposal process, would DLA consider granting an extension of four (4) additional weeks to the current submission deadline? This would allow adequate time to fully address all updates, compile accurate supporting documentation and ensure full compliance with the revised requirements. The closing date is not being extended; it remains August 11, 2025. No No

Amendment 0009 states, in part, "If making revisions to a previously submitted offer, submit any revisions before the closing date of the solicitation and ensure that it is specifically stated whether the new proposal completely replaces a previous submission or if it only revises certain parts and clearly identify what parts are changed." There were multiple documents submitted previously as part of the entire proposal package. Although some previously submitted proposal documents for this Solicitation will remain the same, as they were not impacted by Amendment 0009, some will obviously change due to changes associated with this Amendment 0009.

1. If we submit only documents that have been updated as a result of Amendment 0009, where do we specificaly "identify what parts are changed."?

2. If we submit only revised documents, will that suffice as notification enough to replace the previously submitted documents of the same type?

3. If we submit an entirely new set of proposal documents, will these new documents automatically supersede previously submitted documents, or do we still need to indicate in the documents that this is a new submission? If so, where do we need to identify this within the proposal?

Revisions to a previously submitted offer, must specifically state whether the new proposal completely replaces a previous submission or if it only revises certain parts or sections and clearly identify what parts are changed. This could be completed via a cover page, table of contents, or similar, indicated on the page(s) that are resubmitted, or other method provided the changes are clearly identified. No No

"Annual Quatity Based on Demand" cell in the spreadsheet has been updated for all items except Line 84. Is it necessary to update the "Market Basket QTY and Unit of Measure" in all quote sheets, or can the quote sheets stand as previosly submitted?

Previously submitted quote sheets will still be considered during evaluation and will be evaluated in accordance with the solicitation's evaluation criteria. No No

Amendment 0009 states that offeror (s) that have already submitted an offer are not required to submit a new offer and existing submission(s) will be evaluated as previously submitted. Question: Does this pertain to both the technical and pricing offer? Since the main purpose of Amendment 0009 is to provide an updated Pricing Spreadsheet (with many changes to qty as well as new NSN’s), are offerors required to submit an updated Pricing Spreadsheet to reflect the changes in the spreadsheet? Offerors which previously submitted on the solicitation, are not required to resubmit anything, however if an offeror’s concept of support has changed, it is advisable that revisions be submitted. No No

Market basket quote sheets: Question: Market basket quantities have been revised.

Are offerors required to obtain and submit revised quote sheets based on the revised quantities reflected in the amended pricing worksheet?

Previously submitted quote sheets will still be considered during evaluation and will be evaluated in accordance with the solicitation's evaluation criteria. No No

Market basket quote sheets: Question: The NSN for 9 items in the market basket has changed. Is an offeror required to submit new quote sheets based on the new

NSN?

Changes to proposals that result in a quote sheet becoming invalid or incorrect, likely should be resubmitted. Previously submitted quote sheets will still be considered during evaluation and will be evaluated in accordance with the solicitation's evaluation criteria. No No

Estimated contract value/Updated Pricing Spreadsheet: Question – The Updated Pricing Spreadsheet has been revised with significantly higher volume estimates for all items in the catalog. However, the annual revenue estimate has not been revised.

Based on the updated pricing spreadsheet with significantly higher volume estimate, should the annual estimated revenue value also be changed?

The total estimated annual sales for Northern Europe based on the updated sales has increased from $77,160,299.34 to $82,201,814.81; however, since the demand is expected to decrease because of the PPLS site transitions, the total estimated annual sales will remain the same at estimated $77M. Offerors are cautioned that this information is being provided for planning purposes only, and actual demands are subject to change. As per the Solicitation, "Offeror's are reminded that fixed price type contract place the maximum risk and responsibility for all costs, and resulting profit or loss, on the contractor. Distribution Price(s) will remain fixed for the life of the contract and an offeror’s failure to consider the full cost of performance and/or the risks of performing in this region will not serve as a basis to adjust Distribution Price(s)." No No

PPLS – Amendment 009 indicates that there are several Poland sites that have transitioned to using PPLS while additional sites are estimated to transition over the next several years. Question: How many total sites are there in Poland and how many sites have transitioned to PPLS as of this amendment date?

Sites by country can be found in amendment 0003. Remaining sites scheduled to transition to PPLS and/or host nation feeding are W502GD, W588NT, and W502WG. All planned transition dates and the future state of customer needs throughout the covered regions are subject to change within the scope of the statement of work. Some sites which have transitioned to PPLS and/or host nation food support are continuing to purchase supplemental non-OPRAT items. No No

PPLS – Amendment 009 indicates that there are several Poland sites that have transitioned to using PPLS while additional sites are estimated to transition over the next several years. Question: Does the current annual demand information on the current cataloged items tab of the pricing spreadsheet include demand quantities when all Poland sites were supplied with SPV products? Yes. No No

Pack size has changed for some items in the Market Basket. Can we submit the updated quotes for these items only, or do we need to submit new quotes for the entire market basket?

Changes to proposals that result in a quote sheet becoming invalid or incorrect, likely should be resubmitted. Previously submitted quote sheets will still be considered during evaluation and will be evaluated in accordance with the solicitation's evaluation criteria. No No

May DLA confirm if new quote sheets are required for the nine items where the NSNs changed?

Changes to proposals that result in a quote sheet becoming invalid or incorrect, likely should be resubmitted. Previously submitted quote sheets will still be considered during evaluation and will be evaluated in accordance with the solicitation's evaluation criteria. No No

136 Can DLA confirm that CLI (Amendment 0009) is referring to Catalog Line Items?

No, CLI refers to Class I (Class I = Subsistence). No No

Can DLA confirm that after all sites are transitioned to PPLS, the prime vendor will still be required to hold inventory and supply UGRAs to customer locations in Poland?

While, UGRA support is not intended to continue for sites that have transitioned to PPLS, the future state of customer needs throughout the covered regions are subject to change within the scope of the statement of work which could include OPRATS and UGRAs. No No
