About this file
This amendment modifies a solicitation for a subsistence prime vendor contract. The Defense Logistics Agency Troop Support intends to award a fixed-price Indefinite Delivery Indefinite Quantity contract with an estimated value of $265 million over two pricing tiers totaling 36 months. The contract will provide semi-perishable and perishable food items to military and federally-funded customers in the United Arab Emirates, Oman, Yemen and various nations in Eastern Africa. The amendment clarifies that pricing Scenario 2 will be used for evaluations and award, establishes requirements for holiday item availability, distinguishes vendor short shipment codes and exceptions for Navy versus non-Navy customers, and adjusts the solicitation issue date to December 6, 2016.

SPE300-15-R0024 - Amendment 0011
The solicitation is amended as follows:
1) Concerning the two pricing scenarios used in evaluating offers, the solicitation states
(Amendment 0001, page 103): “DLA Troop Support will make a determination as to which pricing structure will be utilized during evaluations based on which is more advantageous to the Government. Offerors in the competitive range will be advised via amendment which of the pricing scenarios will be awarded.” Scenario 2 will be used in the remaining evaluations and award decision. The Scenario 1 pricing will not be considered.
2) The offeror acknowledges by signing this amendment that it will not hold the
Government liable for costs or losses incurred as a result of the use of DTS, including, but not limited to costs associated with product loss.
3) The following language concerning holiday meals is added to the solicitation under section IV, PRODUCT SOURCING AND PRICING:
Q. HOLIDAY ITEMS
Items that a prime vendor procures to support customer requirements during the
Thanksgiving and Christmas holidays are referred to as holiday items. These items include but are not limited to items that are historically ordered specifically for the holidays. These holiday items shall be available in the Prime vendors OCONUS distribution facilities 60 days prior to Thanksgiving and Christmas. Locally procured items with limited shelf life are exempt from this requirement, but they must be available prior to the customer’s Required Delivery Date (RDD).
4) The Vendor Short Shipment Exception Codes section (Amendment 0001, beginning on page 107) is revised to distinguish between non-Navy exceptions and Navy exceptions.
