About this file
This amendment to a solicitation and related federal contract opportunity notice provide details for a full line food distribution contract supporting customers in the Southern Arab Peninsula and Eastern Africa. The Defense Logistics Agency Troop Support intends to award a single prime vendor contract for an estimated total value of $265 million over three years, including a guaranteed minimum of $26.5 million. The contractor will be responsible for supplying and delivering semi-perishable and perishable food items on an indefinite delivery, indefinite quantity basis to military and federally-funded customers. The amendment changes pre-proposal question due dates and response language. The opportunity lists delivery points in the solicitation and identifies the anticipated solicitation issue and award dates as December 2016 using best-value continuum procedures.

Text version
The solicitation is amended as follows:
1. On page 3 of Attachment 1 - Statement of Work, the due date for pre-proposal questions is deleted and replaced to read as follows:
“DUE DATE FOR THE QUESTIONS IS WEDNESDAY, DECEMBER 21, 2016, 3:00 PM, US
EASTERN STANDARD TIME.”
2. On page 3 of Attachment 1 - Statement of Work, the note at the bottom of the page is deleted and replaced with the following:
“NOTE: Vendors are encouraged to carefully review the solicitation before developing questions for submission, as no additional questions will be accepted or answered after December 21, 2016.
Answers to questions will be provided via amendment.”
3. On page 60 of Attachment 1 – Statement of Work, in section “IV. PRODUCT SOURCING AND PRICING”, the following paragraph Q. is added:
Q. NON-COMPETITION / NON-SOLICITATION
The offeror warrants that it will not actively promote, encourage, or market to any of the customers on this acquisition, away from a resultant DLA contract, and onto a contract of any other Government agency or commercial entity. FAR 8.002 directs that Government Agencies shall satisfy requirements for supplies and services from a wholesale supply source (such as DLA) before purchasing from commercial sources. DFARS PGI 208.7006, Part 4, identifies DLA Troop Support (formerly DSCP as noted in the DFARS text) as the acquiring department within DLA with the responsibility for acquisition of Subsistence items. In accordance with these provisions, the offeror warrants that if awarded a contract under this solicitation, it will not attempt to sell items within the scope of the contract directly to any customer serviced under this contract during the life of the contract.
4. On page 95 of Attachment 1 - Statement of Work, section “XIII. Customers”, the second sentence in the first paragraph (“Attachment #3 is a general guide as to the number of delivery points and their locations.”) is deleted.
