Amendment 0005 / Sol. SPE300-15-R-0024
This amendment contains two sections. Section I contains actual revisions (adds/changes/deletions) to the solicitation requirements. Section II provides answers to questions which were submitted by interested parties. The answers in Section II are provided for clarification purposes only and do not change the requirements of the solicitation. The questions and answers in Section II are being published so that all offerors will be provided the same information.
SECTION I
The solicitation is herein amended as follows:
1. On page 12 of Attachment 1 - Statement of Work (as contained in Amendment 0001), Clause 52.216-19 - Order Limitations (Oct 1995) FAR is removed from 52.252-2 Clauses Incorporated by reference (Feb 1998) and added in full text as follows:
52.216-19 Order Limitations (Oct 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than ______$350_______, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor --
(1) Any order for a single item in excess of ______n/a_______;
(2) Any order for a combination of items in excess of ______n/a________; or
(3) A series of orders from the same ordering office within ______n/a_____ days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within __n/a___ days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
2. On page 37 of Attachment 1 - Statement of Work (as contained in Amendment 0001), paragraph (v) of the Economic Price Adjustment clause (52.216-9065) is deleted and replaced with the following:
(v) Price change requests that the Contracting Officer questions or finds to be inconsistent with the requirements of this clause shall not be posted until the Contracting Officer specifically authorizes the posting. If the Contracting Officer does not notify the Contractor by close of business local Philadelphia, Pennsylvania, U.S. time on the Thursday immediately following the Monday that a price or a price change request is being questioned or has been found to be erroneous, the price change(s) will post to the ordering catalog effective the beginning of the following ordering month.
The posting of updated prices in the ordering catalog, calculated in accordance with this clause, constitutes a modification to this contract. No further contract modification is required to effect this change.
3. On page 93 of Attachment 1 - Statement of Work (as contained in Amendment 0001), Section XI.
Markings, Case Marking/Labeling – Customers OTHER THAN THE NAVY: is deleted and replaced with the following:
Case Marking/Labeling – Customers OTHER THAN THE NAVY:
Shipping cases shall be marked or labeled on one end or side panel with the following information:
Stock Number (NSN/LSN) Item Nomenclature or Description Global Trade Item Number (GTIN) Date of Pack Product Expiration Date and/or Best If Used By Date
4. On page 95 of Attachment 1 - Statement of Work (as contained in Amendment 0001) and Amendment 0002, point 4., Section XIII. Customers. In Zone 2, Mauritania is removed as it is located in west Africa. The first paragraph and the chart for Zone 1 and Zone 2 is deleted and replaced with the following (see chart below):
Most locations will require deliveries every other day; however, if necessary, FF&V and LMR deliveries may be required every day. Attachment #4 is a general guide as to the number of delivery points and their locations. The names of the facilities and even the locations may change during the life of the contract. The Prime Vendor must have the appropriate equipment to make all deliveries. The countries supported in each Zone of this solicitation and resultant contract are as follows:
Zone 1 Zone 2
UAE Botswana
Oman Burundi
Djibouti Comoros
Ethiopia Eritrea
Kenya Lesotho
Mauritius Madagascar
Seychelles Malawi
Uganda Mozambique
Rwanda
Somalia
South Africa
South Sudan
Sudan
Swaziland
Tanzania
Yemen
Zambia
Zimbabwe
5. On page 100 of Attachment 1 - Statement of Work (as contained in Amendment 0001), G. Emergency Orders. The following language is added:
4. Emergency orders do not have a minimum quantity and/or value requirement.
6. On page 4 of the Solicitation, Section J – List of Attachments, Attachment 2 – Market Basket has been updated and attached to Amendment 0005. The following describes the changes made to Attachment 2
‐ Changed line item # 34 UOM, on the Market Basket Tab, from CS to LB ‐ Line item #67, on the Market Basket Tab, was corrected to be added to distribution category # 8
‐ Drop down box added in columns Q and R on the Market Basket Tab ‐ Manually entered quantity for Category N23 on both distribution worksheet scenarios was 26.
Quantity was changed to 180 ‐ Distribution worksheet scenario #2, distribution category 20 was manually entered by mistake.
Manual number was deleted and formula placed in to match scenario #1 ‐ Updated the entire ‘CURRENT CATALOGED ITEMS’ Tab in its entirety
SECTION II
Questions and answers are identified as follows. All DLA Troop Support responses are identified in bold.
1. Page 50 point 5 is neither viable nor fair to the PV. The categories are for CS price or per LB price. No specific weights are mentioned in the category. A mixed basket of products weight and volume exist in each category.
Is it DLA contention that a new sub- category would be created each time a packing change is made by a manufacturer for an existing product?
Say Coca Cola were to universally change the can size from 330ML to 300ML. The case size, the investment value for PV all remains the same. Why should the PV take a reduction in distribution fee?
DLA Troop Support Response: The reduction in distribution price is accounting for delivery of the same amount of product at a smaller unit of measure.
(a) Also, assume a customer wants a 10 LB case instead of the standard 20 LB case. Once again why should the PV take a reduction in distribution fee?
DLA Troop Support Response: The catalog that will be in place after award is based on Customer requirements. If a Customer requests a decrease in pack size, the Contracting Officer will review the request at that time.
(b) What happens when the manufacturer changes the packing from a 10 LB case to a 40 LB case?
Can we assume that the distribution fees will increase by 4 times?
Would DLA give an exception for such items?
DLA Troop Support Response: As stated on page 51 of Attachment 1 in Amendment 0001, there will be no upward adjustment for increased pack sizes.
2. Page 59-point H – Dispensing Supplies and Services
The cost and upkeep of dispensers for any products ranging from soup, ice cream, cereals and any others as requested by customers is the sole responsibility of the PV. Today, dispensers are available for almost all types of products. This could result in the customers asking for an infinite number of dispensers for almost all types of products. How is the PV expected to estimate associated costs without having a number, type and location estimate and limitation?
DLA Troop Support Response: In accordance with section IV, subsection N, “Dispensing Supplies and Services”, the solicitation does not necessarily require the prime vendor to purchase the machines, but instead furnish and maintain them. DLA understands that it is industry practice for manufacturers to include dispensers and servicing of the dispensers as part of the price of the product. While dispensing supplies and services are covered under the contract, not all customers may require dispensers along with beverage items.
3. Page 111 – Note to Offerors
States that if any foreign person that receives a specified federal procurement payment, a tax equal to 2% of the amount of such payments will be recovered.
Does foreign person include a foreign corporation?
The estimated value of this solicitation is $ 265 million. At 2% a foreign corporation would pay a tax of $ 5.3 million which would be deducted from payments. Is this assumption correct?
DLA Troop Support Response: It is the offeror’s responsibility to determine its own tax liabilities.
4. On page 94 the solicitation indicates what country the customers could potentially be located in but does not specify where the current delivery locations are and how much volume is going to each delivery location annually. Could this information be provided?
DLA Troop Support Response: See Attachment 4, for Customer Delivery Points and Navy Points of Call.
5. Why is this potential length of this solicitation only a 3-year contract instead of a 5-year contract thereby allowing startup cost to potentially be spread over 5-years in order to lower distribution fees?
DLA Troop Support Response: At this time, DLA Troop Support is soliciting to award a 3-year (36 month) contract.
6. Can a warehouse and equipment that is owned and operated by a disbarred contractor be proposed as a facility and equipment for another company?
DLA Troop Support Response: DLA Troop Support does not intend to authorize the use of a facility of a debarred or proposed debarred contractor.
7. Airlift costs as mentioned for categories 27 to 31 are inclusive of airfreight cost. However, countries of
Zone 2 vary in distance, without knowing country wise estimated volume how does the PV arrive at a mean airfreight cost from the Prime Vendor’s OCONUS facility.
DLA Troop Support Response: The only current customer in Zone 2 is Somalia, however customers can be added and deleted at any time and offerors should take this into account.
8. Page 108 – Vendor Short Shipment Exception Codes V02 and V03 have been marked ** as Not applicable to OCONUS. Does this mean that the exceptions are not applicable to OCONUS PV’s or not applicable for OCONUS products? Logically, these exceptions are more valid for OCONUS PV’s given the long transit time for CONUS products into AOR.
DLA Troop Support Response: Not applicable to OCONUS refers to OCONUS Sourced Items.
9. If an item with an established demand (12 weeks of historical demand data) is not properly managed by the Prime Vendor, and a not in stock (NIS) situation occurs that is projected to last for more than 21 days, the Prime Vendor will be required to commercially airlift the product from CONUS at the Prime Vendor’s own expense. Will DLA be responsible for providing the initial twelve (12) week AMD for all new items added to the catalogue?
DLA Troop Support Response: It is anticipated that customers will provide demand. Issues with specific item additions will be addressed as a matter of contract administration.
(a) Will the air freight liability on the PV be negated if the item is subject to an agreed Fill Rate
Exemption (FRE)?
DLA Troop Support Response: The applicability on Fill Rate Exemptions will be handled on a case by case basis during contract administration.
(b) What would be the expectation of the volume of stock to be flown by the PV?
DLA Troop Support Response: The volume needed to be flown by the PV would be dependent on the amount needed to replenish the required days of stock on hand.
10. Joint Chiefs of Staff (JCS) Logistics Exercises – The Prime Vendor must have the ability to support short term surges in demands, which may increase three times the pre-surge average weekly demands (based on an average of the most recent 52-week period). There may be occasions where large increases in quantity will be necessary for short periods of time and on short notice. A surge situation is defined as an increase in military feeding of 300% of peacetime demand for a period of up to 30 days. Rarely, there is sufficient advance notice as to when exercise surges will occur. The contractor will be required to meet the surge demand in the normal contractual lead times. For the contract resulting from this solicitation, the Prime Vendor will be required to have the ability to sustain surges of 300% of pre-surge demand levels for 30 days without advance notice. If, for example, an item has a pre-surge demand of 100 cases per week, the contractor is expected to be able to support 300 cases per week for 30 days during the surge period. What frequency can these “short term” surges in demand occur?
DLA Troop Support Response: Surges are unpredictable; therefore, frequency cannot be provided.
(a) Is the V01 FRE applicable if the demand exceeds three (3) times the pre surge average weekly demand?
DLA Troop Support Response: If advanced notice is not received, the V01 FRE may be granted by the contracting officer on a case to case basis.
(b) Are the visiting Navy vessels considered JCS Exercises?
DLA Troop Support Response: No. Visiting Navy Vessels are part of the Customer base.
(c) What lead time will be provided for visiting Navy vessels, will this include the vessel details, location of arrival and length of deployment?
DLA Troop Support Response: Due to security Navy Ship schedules are not always provided in advance and delivery locations are subject to change. Lead times are as follows: Top-off (<100 pallets) = 12 days; Load Out (>100 pallets) = 36 days.
11. In making the supply chain management decisions, the Prime Vendor will be responsible for stocking, at a minimum, any item that has a fifteen (15) case average monthly requirement. What period of Average Monthly Demand is applicable, to calculated the fifteen (15) cases AMD? Will these be measured against the PV own developed AMD calculation?
DLA Troop Support Response: The AMD will be calculated by DLA based on a 12-week period to determine what the required days of stock will be; however, the PV shall use its own metrics to manage their inventory.
12. Slow Movers (Excess Stock) (Monthly): This report shall list all products that are being ordered in quantities of less than fifteen (15) cases per month. Purpose is to track slow moving items for possible deletion from the catalog. What frequency will items not meeting the fifteen (15) case AMD be reviewed and removed from the catalogue?
DLA Troop Support Response: It is anticipated that this will be reviewed monthly during contract administration with the submission of monthly reports.
13. V01 Monthly item demand exceeds average demand by >300% - vendor exception. What “average demand” is used to determine the application of the V01 FRE? The PV determined AMD, most recent 52-week period or twelve (12) weeks?
DLA Troop Support Response: In general, a 12-week period directly preceding the current date will be used.
14. The following notes apply to the exception code V01 Monthly item demand exceeds average demand by >300% - vendor exception:
a. Demand is defined as the sum of stock ordered via 850 EDI transactions into the Vendor’s system excluding documented ordering error exceptions approved by the Contracting Officer/COR (V04 & V05). Therefore, if the demand for a specific item over the last 30 days exceeds 300% of the Prime Vendors AMD for that item from all customers, this exception may apply and an airlift may be justified.
b. For airlift evaluations, a vendor will still be required to support up to and including 300% of the AMD. The 300% exception for airlifts only applies to the quantity of the order that exceeds
300% AMD.
c. A vendor is not entitled to the exception if the contractual lead time is provided.
What is the “contractual lead time”?
DLA Troop Support Response: Lead times are provided on page 99 of Attachment 1 in Amendment 0001, under section D. Order Placement Lead Times.
15. (vii) In the event of a price change not posting or an ordering catalog contract unit price not computed in accordance with this clause, resulting in an incorrectly increased or decreased Contract unit price, the prime vendor shall immediately notify the Contracting Officer in writing and promptly thereafter correct its ordering catalog and submit a refund for any amounts paid to the Contractor resulting from the erroneous price. In the event of an erroneous price decrease in the ordering catalog, if the Contractor can demonstrate to the satisfaction of the Contracting Officer that the error did not result from the fault or negligence of the Contractor, the Contractor may submit a request for equitable adjustment for consideration by the Contracting Officer. What timeframe will be in place for the Request for Equitable Adjustment to be resolved?
DLA Troop Support Response: DLA Troop Support will attempt to resolve Request for Equitable Adjustments (REA), as soon as possible.
(a) What process will be used if the timeframe for DLA engagement in relation to 832 queries is missed or no response is forthcoming prior to the new period?
DLA Troop Support Response: Once brought to the attention of DLA Troop Support, DLA will attempt to resolve the issue as soon as possible.
16. For Zones 1 and 2; the Prime Vendor shall maintain a minimum of sixty (60) Days of Stock (DOS) of Prime Vendor product, on a line item basis, at each OCONUS warehouse facility for all items with 180 days’ shelf life or less. For Zones 1 and 2, the Prime Vendor shall maintain a minimum of ninety (90) DOS of Prime Vendor product, on a line item basis, at each OCONUS warehouse facility for all items with 181 days of shelf life or more. Djibouti has a minimum sailing time of 63 days from CONUS to OCONUS, not including 14-day supplier lead time and 7-day container clearance, totaling 84 days. The requirement to provide a minimum shelf life of 30 days to the customer and the ability for suppliers to supply a minimum of 80% shelf life, would result in potentially items only having 30 days’ shelf life, even before the requirement to maintain 60 DOS.
DLA Troop Support Response: Shelf life requirements are provided on page 78 of Attachment 1 in Amendment 0001, under section VI. Quality Control, Quality Assurance and Inspections.
17. It is NOT DLA Troop Support’s Policy to grant shelf life extensions for Prime Vendor product. However, on a limited case by case basis, the Contracting Officer reserves the right to authorize shelf life extensions taking into consideration the reason for the request, manufacturer letter of extension granted, customer approval, Military Inspection Service availability and approved price reduction offered. Is a definition of “on a limited case by case basis” available?
DLA Troop Support Response: “On a limited case by case basis” means each situation will be looked at individually, based on product, quantity, need, discount and/or supporting documentation. The final decision will be made by the contracting officer.
a) many days prior to expiry can SLE be requested?
DLA Troop Support Response: The product needs to be inspected by the USPHC, before the initial expiration date; therefore, a complete request with all required documentation shall be submitted to allow ample inspection time.
b) What is the time frame for DLA response to such requests?
DLA Troop Support Response: DLA will respond accordingly to each request submitted.
18. What would be the timeline for the communication from Contracting Office approval/refusal of a shelf life extension and subsequent military inspection?
DLA Troop Support Response: DLA will respond accordingly to each request submitted.
(a) FFV order placement for Djibouti, the tender offers a 2-day order cycle, 24 hours is absorbed with transit to Djibouti, leaving 24 hours for order processing and delivery of the product. Would there be any exception for fresh fruit and vegetable items.
DLA Troop Support Response: There is no exception for FF&V.
19. Economic price adjustment –actual material costs for subsistence product price business model, Mandatory source items (C). The Product Price shall be limited to the nonprofit agency’s price for product as set in accordance with applicable law. The Product Price shall be based on f.o.b.
origin/nonprofit agency. Are there any exceptions of using mandatory source in case of low demand because low demand is causing excessive freight charges?
DLA Troop Support Response: The only exception is identified on page 54 of Attachment 1 in Amendment 0001.
20. Economic price adjustment – actual material costs for subsistence product price business model, exception (E). A CONUS - based redistributor’s price may be considered by the Government as long as the redistributor’s price for the quantity ordered is equal to or lower than the manufacturer’s published price inclusive of discounts/allowances. This exception must be approved by the Contracting officer on a case by case basis. Support documentation may be required. Please clarify if the purchasing from “wholesalers” falls into this category. Wholesalers are used in cases when Manufacturers Minimum Order Quantity is not met and the Wholesalers prices are equal to or higher than the Manufacturer’s price.
DLA Troop Support Response: All Quotes must be in accordance with the Economic Price Adjustment (EPA) clause. Each decision must be handled separately by the designated contracting officer. In general, a wholesaler may qualify as a redistributor, however the contracting officer would have to ensure the EPA Clause is adhered to in its entirety.
21. Product sourcing and pricing, domestic item preference. In some instances, the Contracting Officer may direct the Prime Vendor to source a domestic equivalent item locally at no additional cost to the Government. Please confirm that additional costs related to product price will be considered: For example – A branded product purchased in USA will be price “X” but the same product purchased locally will be higher in cost due to the suppliers’ transportation cost to the local market – will the local price be accepted or not?
DLA Troop Support Response: A domestic equivalent item would be buying a similar item though an OCONUS Manufacturer. FOB Origin pricing would still be required from the OCONUS Manufacturer and an invoice/quote would be needed to identify the product price.
Transportation associated should be part of the distribution price.
22. DLA Troop Support Manufacturer’s pricing agreement program. Post implementation, the Prime Vendor must have a MPA Holder commercial agreement in place before a new MPA item may be added to the catalog. For existing cataloged items that are added to the MPA Program, the Prime Vendor must establish the MPA Holder commercial agreement within 30 days of receiving notice from the Contracting Officer. The Prime Vendor shall immediately bring to the attention of the Contracting Officer the names of MPA Holder(s) unwilling or unable to enter into a commercial agreement with the Prime Vendor, including an explanation for each. All MPA items are required to be placed on the catalog at the MPA established prices, unless otherwise approved by the Contracting Officer. Are there any specifics required by DLA to be defined in MPA holders Commercial Agreement?
DLA Troop Support Response: The current MPA can be found on the following website identified on page 53 of Attachment 1 in Amendment 0001.
http://www.dla.mil/TroopSupport/Subsistence/FoodServices/mpanapa/mpa.aspx
23. Mandatory Items (mandatory food products and non-food items). The listing of required mandatory products and Non Profit Agency manufacturers are subject to change when directed by the Committee. The Prime Vendor is required to expeditiously catalog the mandatory products and remove any commercial equivalent product with “essentially the same”* (see paragraph H.16. below) product characteristics. If the removal and replacement will take longer than 30 days after notification by the Contracting Officer, the approval of the Contracting Officer must be obtained for the extension. Considering that the transit time is longer than 30 days it is impossible to catalog the mandatory item in 30 days thus approval will be required for all mandatory products. Please advise if the Contracting Office will approve the extensions for all mandatory items.
DLA Troop Support Response: If the removal and replacement of a mandatory item will take longer than 30 days after notification by the Contracting Officer, the approval must be obtained for each item seeking an extension.
24. Dispensing supplies and services when requested, the Prime Vendor is required to furnish beverage dispensing machines and beverage products, as specified herein. The cost and upkeep of the machines consisting of, but not limited to, labor, transportation, and supplies required to repair and maintain the equipment, shall be the sole responsibility of the Prime Vendor. If the CONUS supplier is unable to provide dispensers or maintenance for the same, are we allowed to purchase dispensers and products locally.
(a) If the installation and servicing by the dispenser manufacturer is required but they will not support remote location, and the contractor is unable to fulfill this element, what is the expectation of
DLA?
DLA Troop Support Response: The Prime Vendor will still be responsible for satisfying the requirements.
(b) If there is a requirement but there is no forecasted demand, how can the contractor meet suppliers minimum order quantities?
DLA Troop Support Response: It is anticipated that customers will provide demand. Issues with specific item additions will be addressed as a matter of contract administration.
25. Quality Control, Quality assurance and inspections, product quality. For items produced with shelf life less than 150 days, no product shall be delivered to customers with less than 5 days’ manufacturer’s original shelf life remaining unless the customer and Contracting Officer grants prior written approval.
Currently Milk has a 7-day shelf life. Can the 5-day requirement for this item be replaced with 3 days’ shelf life?
DLA Troop Support Response: The 5-day requirement will remain. A request can be made to the customer and Contracting Officer for approval of less than 5 days during performance of the contract if the situation arises.
26. Delivery, Title, Orders and order fill rates, new items: Copy of the Manufacturer’s original invoice signifying the Manufacturer’s FOB Origin product price, and discount terms, or written price quote, on the manufacturer’s letterhead, if the item is not currently in stock, containing: item price per unit of measure (UOM), date price quote was obtained, time period price quote is effective for, item description, quantity covered by the price quote, manufacturer’s identification number (i.e., Global Trade Identification Number (GTIN), Stock Keeping Unit (SKU), Universal Product Code (UPC), etc.), manufacturer’s FOB Origin product price, payment terms include any applicable discounts, manufacturer’s point of contact information, stock number if available, NAPA Discount if applicable, FOB Origin Terms to include the location and the original manufacturer or grower’s point of contact including name, title, signature address, and phone number. Are the MPA holders aware that requests to establish the quantity in the price quote is not a commitment that the same quantity will be purchased during the price effectivity period?
DLA Troop Support Response: MPA Agreement is for the price of the product only.
27. Economic price adjustment –actual material costs for subsistence product price business model, price adjustment (c). If the Contracting Officer does not notify the Contractor by close of business local Philadelphia, Pennsylvania, U.S. time on the {buyer fill-in day} day immediately following the {buyer fill-in day} that a price or a price change request is being questioned or has been found to be erroneous, the price change(s) will post to the ordering catalog effective the beginning of the following ordering month. The posting of updated prices in the ordering catalog, calculated in accordance with this clause, constitutes a modification to this contract. No further contract modification is required to effect this change. Please clarify buyer fill-in day
DLA Troop Support Response: If the Contracting Officer does not notify the Contractor by close of business local Philadelphia, Pennsylvania, U.S. time on the Thursday immediately following the Monday that a price or a price change request is being questioned or has been found to be erroneous, the price change(s) will post to the ordering catalog effective the beginning of the following ordering month. The posting of updated prices in the ordering catalog, calculated in accordance with this clause, constitutes a modification to this contract. No further contract modification is required to effect this change. (Reference Section I for language change).
28. Can DLA please clarify if there are any page quantity limitations on the Technical Proposals for bidders?
DLA Troop Support Response: There are no page limitations.
29. As the Prime Vendor makes deliveries within Somalia and other countries in Zone 2, it will be required to transport both full and empty containers and/or trucks as part of the delivery process. Zone 2 covers many nations over a wide area with diverse and variable political conditions. Due to conditions on the ground in a given locale, some delivery locations in Zone 2 may require additional measures to ensure the security of product and the safety and protection of transporting vehicles and delivery personnel. The Prime Vendor is responsible for providing its own convoy security for deliveries on an as needed basis within Zone 2, unless otherwise directed by the Contracting Officer. What locations within the Zone 2 countries are required to be supported?
DLA Troop Support Response: Zone 2 estimated quantities are currently for Somalia. The Prime Vendor will be responsible for making sure deliveries are made to other Nations under this solicitation in the event a customer is located within the Area of Responsibility
(AOR).
(a) Can DLA provide the estimated volumes by each line item and by each location in Zone 2 countries for contractor to be able to develop a model that supports the requirements in cost effective way, for e.g. any warehousing support needed, type of trucks required, MHE support etc.?
DLA Troop Support Response: The provided information is an estimate. Offerors are reminded that this is a solicitation for an Indefinite Delivery Indefinite Quantity contract, and all of the information provided concerning demand is estimated information with no guarantees as to accuracy or future purchases.
(b) What will be the frequency of orders for each location and appx order volume?
DLA Troop Support Response: Frequency and order quantity is unknown and will be determined as the need arises.
Market Basket Questions
30. NSN - 650801E083242 - Item - FOOT SPRAY, FOR ATHLETES FOOT, LIQUID, TINACTIN, 5.3 OZ CO, 36/CS. Low demand restricts supply option to Wholesaler. 62. Page 58 / 137 K. ITEM AVAILABILITY does state:
For Zones 1 and 2; Prime Vendor items with 181 days of shelf life or more the Prime Vendor shall maintain a minimum of ninety (90) Days of Stock (DOS), on a line item basis, at each platform (OCONUS warehouse facility) in order to fill all ordering activity requirements and meet the surge and sustainment requirements of this contract.
For Zones 1 and 2; Prime Vendor items with 180 days’ shelf life or less, the Prime Vendor shall maintain a minimum of sixty (60) DOS, on a line item basis, at each platform (OCONUS warehouse facility) in order to fill all ordering activity requirements and meet the surge and sustainment requirements of this contract.
What is the definition of DOS and how is been established?
DLA Troop Support Response: Days of Stock (DOS) is the number of days of inventory on hand at each warehouse facility per line item. In order to determine if the minimum DOS is in inventory, the Government will use the previous 12 weeks of demand, see Section K (Item Availability), Subsection 4. However, the contractor is ultimately responsible for managing its warehouses and the appropriate inventory levels to satisfy the requirements of the solicitation.
(a) How can the PV support a CONUS item with an overall shelf life equal to or less than 180 days where it is required to have 60 DOS on hand at all times, having a minimum remaining shelf life at the moment of deliver of 30 days and with an order lead time ex. CONUS of c. 80 days (purchasing USA and shipping) which totals 170 days without taking into consideration remaining shelf life at moment of shipping ex. CONUS and shipping time OCONUS warehouse to final destination?
DLA Troop Support Response: This is possible, but it will be the responsibility of the PV to manage inventory as they seem fit.
(b) The same applies for items which have an overall shelf life greater than 180 days but less than or equal to 270 days where the DOS / stock hold should be 90 days.
manage inventory as they seem fit.

64. Page 107 / 137 VENDOR SHORT SHIPMENT EXCEPTION CODES: The following notes apply to the exception code V01 Monthly item demand exceeds average demand by >300% - vendor exception:
Demand is defined as the sum of stock ordered via 850 EDI transactions into the Vendor’s system excluding documented ordering error exceptions approved by the Contracting Officer/COR (V04 & V05). Therefore, if the demand for a specific item over the last 30 days exceeds 300% of the Prime Vendors AMD for that item from all customers, this exception may apply and an airlift may be justified. For airlift evaluations, a vendor will still be required to support up to and including 300% of the AMD. The 300% exception for airlifts only applies to the quantity of the order that exceeds 300% AMD.
Over how many weeks of historical data is the average demand taken?
DLA Troop Support Response: In general, in order to determine if the minimum DOS is in inventory, the previous 12 weeks of demand will be used.
(a) If the average monthly item demand is 100 cases will the line items fill rate exception be granted in case more than 300 case are ordered?
DLA Troop Support Response: Fill rate exceptions are granted on a case by case basis. In that circumstance it is unlikely that an exception would be granted.
(b) If the exception is granted at 400 cases instead of 300 cases why is there a stock requirement of 90…
