XX. Electronic Catalog System (ECAT) Ordering
(a.) Optional use of ECAT for Limited Items
Vendors may choose to offer certain items for streamlined ordering under ECAT. Items that may be considered for ECAT include, but are not limited to, systems under $150,000 in value, repair parts, accessories, consumables, and training. Vendors must fully comply with all terms and conditions of this section and the solicitation. Vendors will receive an administrative contract number, to distinguish regular delivery orders from delivery orders issued through ECAT and prevent duplication of delivery order numbers.
(b.) Establishment of Administrative Contract
If a vendor is interested in offering items through ECAT, they must contact the Contracting Officer after award to establish an administrative contract number to be used for delivery orders issued through ECAT by DLA Customers. This administrative contract will allow ordering through the ECAT system of certain items that are already on the vendors existing contract and shall meet the requirements set forth below.
(c.) Supplemental Terms and Conditions Applicable to ECAT administrative contracts
(1.) All terms and conditions, including the contract maximum, of the vendors basic Radiology and Imaging Systems contract, shall remain in full force and effect for any orders issued through an ECAT administrative contract.
(2.) The administrative contract will only support orders and systems under $150,000.00 in total value.
(3.) The Veterans Administration (VA) is not authorized to order through an ECAT administrative contract. Vendors are not authorized to accept or perform on any VA requirements through an administrative contract. If a vendor receives a VA requirement through an ECAT administrative contract, they shall immediately cancel (kill) the VA requirement and notify the VA customer to contact the VA National Acquisition Center for ordering support.
(4.) Only items on the vendors existing Radiology contract may be considered for upload to ECAT. The vendor must provide a written request and Radiology Program ECAT loader spreadsheet with the existing contract items that the vendor wishes to put on ECAT for review by the DLA Contracting Officer. The Radiology Program ECAT loader must meet the format guidelines specified in section III listed below and information/pricing shall match the vendor’s basic contract price book. Once the contracting officer determines that the items are acceptable for ECAT and meet all terms and conditions required by this section, the items will be uploaded into the ECAT system.
(5.) DLA will determine which class of items may be offered under an ECAT administrative contract. It is not mandatory to offer items under an ECAT administrative contract and DLA reserves the right to unilaterally end ECAT administrative contracts.
(6.) In order to add/change items in ECAT, the items must be first added/changed under the basic contract. If any basic contract item changes, including items making up an ECAT Administrative Configuration, the vendor shall immediately notify the Contracting Officer and shall not accept any orders for the item or ECAT Administrative Configuration until they match the basic contract.
(7.) The following items shall not be allowed to be ordered as end items under that ECAT administrative contract even if they are on the basic contract:
(i.) Any item, installation or service that is not pre-priced on the price book (ii.) Any incidental service that is priced on the price book (iii.) Non-TAA items currently on the price book under the configurable components category are not allowed on ECAT administrative contract.
(iv.) Zero dollar items cannot be put on an ECAT administrative contract.
(8.) Only systems that meet DoD Cybersecurity and individual Military Service RMF requirements, along with having supported operating systems shall be offered under an ECAT administrative contract. Systems that are proposed for addition under an ECAT administrative contract shall either already have an Authorization to Operate (ATO) or be one for which the vendor agrees to go through the IA approval process and obtain an ATO. Immediately after any operating system becomes unsupported, vendors shall immediately notify the DLA Contracting Officer and shall not accept any orders for the item. Adding any items under an ECAT Administrative contract constitutes full agreement to all specific Service RMF requirements.
Additionally, vendors are required to complete and provide a completed service specific RMF Cybersecurity Questionnaire template upon request of the customer. A vendor performing on an order issued through ECAT constitutes agreement to comply with the applicable Services RMF requirements.
(9.) Each item on an ECAT administrative contract must be an end item to be ordered on its own.
Vendors may not place full systems which must be ordered by selecting multiple part numbers on an ECAT administrative contract.
(10.) Vendors may offer ECAT administrative configuration part numbers for ease of ordering by customers of full systems where there is no single part number configuration offered commercially.
(i.) Each ECAT administrative configuration part number shall be comprised of existing commercial part numbers that are already on the vendors basic contract.
(ii.) The total price of the ECAT administrative configuration must be at or below the combined price of all individual contract part numbers that make up the administrative configuration.
(iii.) If any part number’s pricing goes down on the basic contract, than the ECAT configuration price must be reduced accordingly.
(iv.) ECAT administrative configuration numbers may only be used for ordering through the administrative ECAT contract and cannot be used for regular orders.
(v.) ECAT administrative configuration additions and changes must occur via submission of supplemental ECAT the Administrative Configuration Form, to the Radiology ECAT loader spreadsheet, matching the basic contract. The loader will be provided by the Contracting Officer to any contract holder considering to establish an administrative ECAT contract.
Items or their pricing may not be changed without formal review, approval and upload to ECAT by DLA.
(11.) Individual ECAT delivery orders cannot be modified, just cancelled, if preapproved by the Contracting Officer within five calendar days of order issuance.
(12.) The vendor agrees that DLA may release on a public website what items, along with their descriptions, are on their ECAT administrative contract, including the make-up of any administrative configurations. DLA will not release the actual pricing of any items or administrative configurations on the website. However, vendors should note that pricing on ECAT will be available to any DLA customer with access to ECAT.
(d.) Electronic Catalog System (ECAT) Technical Requirements
(1.) Description of ECAT: DLA Troop Support's Medical Supply Chain developed Electronic Catalog System (ECAT) to streamline its business practices and expanded its range of procurement options. ECAT is a Net-centric ordering, distribution, and payment system providing Department of Defense and other Federal customers access to multiple manufacturer and distributor commercial catalogs at discounted prices. The program is a complementary acquisition strategy allowing customers to browse, compare, and order a wide range of pharmaceutical, laboratory, dental, optical fabrication, and medical/surgical equipment commercial items not available through Distribution and Pricing Agreements (DAPAs) under the Medical Prime Vendor Program. ECAT also allows deploying units to rapidly acquire the full spectrum of products necessary to satisfy their requirements for consumable and shelf-life medical/surgical and pharmaceutical products from a multitude of commercial sources.
ECAT automates the entire customer procurement cycle - from searching for products, to creating reorder lists, to submitting an order, to approving an order, to receiving and paying for an order. ECAT provides status of vendor acceptance within hours. ECAT accepts both Military Standard Billing System (MILSBILLS) and Government Purchase Card payment methods.
These features give Medical customers the best of both worlds, the convenience of purchasing from local vendors while still benefiting from the volume discount prices associated with central procurement systems. In addition, ECAT interfaces with the Services' Material Management Systems allowing customers to procure materiel in a business to business procurement model.
(2.) Basic Requirements:
(i.) The contractor shall use the ECAT system to display its catalog for items available to all authorized users in addition to support traditional manual ordering.
(ii.) The contractor shall let all authorized users of the system view any information displayed in the system.
(iii.) The contractor shall permit authorized users to order from its catalog using the ECAT system.
(iv.) The contractor shall provide its own computer hardware and software necessary to transmit and receive electronic orders.
(v.) The contractor shall submit and maintain an Electronic Price and Product Catalog(s) listing all items available to the customers’ ordering under this contract. The submission of the data shall be by ECAT Evolution Catalog Loader template-excel format, as follows:
(A.) Catalog Requirements – The format for importing data into the ECAT catalog is an Excel Spreadsheet, Attachment #1 (Schema tab describes all fields), that includes the mandatory data elements. These data elements describe each item and each set of data elements (for each item) is one line in the file. The field types are alpha (A), alphanumeric (AN) or numeric (N). The lengths given are maximum lengths for a particular field. The fields do not need to be padded with any character to fill the field to its maximum length.
Each data element would represent a column in the spreadsheet. No formulas are to be embedded into the catalog submission. Submit one (1) Excel file for each catalog submission.
(B.) Part Number, Manufacturer Part Number, Unit of Sale, and Items per Unit of Sale are used as the Item Identifiers in the catalog. These four fields combined shall form a unique product line item ID, unable to be duplicated.
(3.) Electronic System Requirements
(i.) There are two order communication strategies available for ECAT. ECAT employs the American National Standards Institute (ANSI) X12 EDI standards and Web Supplier Interface to facilitate electronic commerce (EC).
(ii.) Electronic Data Interchange (EDI) requirements – If a contractor chooses to implement via EDI, an EDI Guide is located at https://www.medical.dla.mil/Portal/ under ECAT Tab (Info for Suppliers). The following requirements apply:
(A.) The ECAT system employs the American National Standards Institute (ANSI) X12 EDI standards to facilitate electronic commerce (EC). At time of award, all transactions shall comply with ANSI X12 Release 4010.
(B.) The offeror shall demonstrate the ability to use ANSI X12 EC/EDI standards in the following areas:
• 810 – invoice https://www.medical.dla.mil/Portal/
• 850 – purchase order
• 855 – purchase order acknowledgement
• 856 – ship notice/manifest
• 997 – functional acknowledgement
(C.) The contractor shall provide the Functional Acknowledgement (997) to DLA Troop Support response to the contractor’s receipt of the ANSI X12 850 (purchase order). DLA Troop Support provide the 997 to the contractor in response to DLA Troop Support’s receipt of both the ANSI X12 855 (purchase order acknowledgment) and the ANSI X12 810 (invoice).
(D.) The Government anticipates future enhancements to the ECAT system, in the area of additional functionality provided through the use of other ANSI X12 transaction sets, and the ability to handle these enhancements will be required. These enhancements include but are not limited to:
• 848 - material safety data sheets (MSDS)
• 858 – ship notice/manifest
(E.) All ANSI X12 transaction sets shall be transmitted via a third-party network (Value Added Network: VAN). The selected third party network must have the ability to connect to DLA Troop Support through the “Government’s EC Infrastructure”. Therefore, all ECAT ANSI X12 transactions will be sent through the Defense Automated Addressing System Center (DAASC). Once the offeror has chosen a third-party network to transmit, translate, or carry data between the contractor and DLA Troop Support, the third-party network shall be identified to the Contracting Officer, so that the Government can verify the acceptability of the VAN. A listing of acceptable VAN’s from the perspective of their ability to connect to DAASC is available at https://www.daas.dla.mil/daashome/edi-vanlist-dla.asp. (Only the VANs listed under this website are acceptable). The vendor is responsible for the costs of its third-party network. DLA Troop Support must be informed of any change in the contractor’s use of a specific third-party network. The contractor’s VAN support must use priority processing of all EDI transactions 24 hours a day, 7 days a week.
(F.) The contractor shall provide its own computer hardware and software necessary to receive and transmit all ANSI X12 transaction sets.
(G.) The contractor shall electronically submit an invoice (810 transaction set) for each delivery order to the payment office cited in the contract. DLA Troop Support shall provide information on the format for the ANSI X12 810 upon request.
(H.) The contractor shall submit only one electronic invoice per delivery order to DLA Troop Support accordance with the 810 transaction set format provided. The invoice must be a detailed invoice which lists each line item separately; no summary invoices can be accepted and multiple invoices per order are prohibited. The contractor shall cite the assigned delivery order number, consisting of 17 alpha/numeric characters, e.g., SPM2DE08D76000001, in its entirety on the electronic invoice. The Government will pay the contractor fifteen (15) days after receipt of a valid invoice. Payment will be made via electronic funds transfer (EFT) to the contractor’s financial institution. For additional information on the invoicing process under EDI; EDI Guide is located at https://www.medical.dla.mil/Portal/ under ECAT Tab (Info for Suppliers).
(I.) The offeror shall successfully complete all required EDI testing with DLA Troop Support before award of any resultant contract. EDI Testing for the 850 and 855 transaction sets will be handled by the EDI Office (J6-PSS). Contact Madeline Pera at 215-737-5426, or email at Madeline.Pera@dla.mil to initiate the testing process. For 856 and 810 transaction sets, all Vendors are required to contact the DISA DECC Ogden Electronic Business Service Desk at
(801) 605-7095 to open a ticket and request testing assistance from the Joint Interoperability Test Command (JITC). DISA DECC will forward the ticket to JITC and JITC will contact the vendor to coordinate testing. Vendors may contact JITC directly for 856 and 810 testing issues.
(x.) Any vendor that chooses EDI implementation shall also be required to use Supplier Order Management (SOM) to back up EDI failures or down time; to resolve invoice rejections; or to address other EDI problems. See paragraph B. below for information on
SOM.
(4.) Supplier Order Management - ECAT offers a browser-based supplier interface to allow contractors to respond to orders without using an EDI transaction.
(A.) The contractor shall use the Supplier Order Management link within ECAT to acknowledge the order(s), provide a shipping date, shipping company, and tracking number within the ECAT software, which in turn will update the customer’s status.
(B.) The contractor must provide the Static Internet Protocol (IP) address (es) of those individuals who will be logging into ECAT. Profile information will also be required for the individual/group receiving the e-mail notification of new orders. This will include, but is not limited to name, phone number, fax number, and e-mail address.
(C.) The contractor shall provide its own computer hardware and software necessary to use Supplier Order Management. The contractor must have an Internet connection and a Web browser. (Internet Explorer 6.0 or better are recommended.)
(D.) The contractor shall also submit invoices through the Supplier Order Management link.
In using this option, the contractor is required to verify that the invoice amount displayed in ECAT is correct, input an invoice number and click a submit button. ECAT will insure that a detailed invoice is generated and sent to DFAS. Payment will be made 15 days after receipt of a valid invoice. Payment will be made via electronic funds transfer (EFT) to the contractor’s financial institution. In order to take advantage of invoicing through ECAT, the contractor must register with DFAS WAWF. In registering with WAWF, the contractor must choose “allow batch processing”. After registering with WAWF, the contractor must contact the ECAT Help Desk at dscpecathelp@dla.mil to have invoicing capability enabled for its ECAT account. Contact with the ECAT Help Desk cannot be made until the contractor’s proposal is under evaluation. For additional information on the invoicing process under https://www.medical.dla.mil/Portal/ mailto:Madeline.Pera@dla.mil mailto:dscpecathelp@dla.mil
Supplier Order Management; Supplier Order Management guide is located at https://www.medical.dla.mil/Portal/ under ECAT Tab (Info for Suppliers).
(5.) The offeror shall successfully complete all required testing with DLA Troop Support before any orders may be placed under the administrative contract.
