About this file
This document summarizes an amendment to a solicitation for radiology and imaging systems. The amendment removes a section on VA information security, clarifies invoicing instructions, and provides answers from a pre-proposal conference. The Defense Logistics Agency and Department of Veterans Affairs seek to establish multiple-award contracts through July 27, 2015 for the supply of radiology equipment, maintenance, training, and other incidental services to DoD, VA, and other government customers globally. The objective is to establish a second generation of the joint DLA/VA Radiology and Imaging Systems Program, with contract awards to all responsible offerors for fair and reasonable prices. Resulting contracts will have a five-year base and five-year option period to support requirements for items including CT, MRI, X-Ray, ultrasound, and nuclear medicine systems.

10. Offerors SHALL provide copies of all submission material on two CD-ROMs (or DVD’s) and two physical copies.

Amendment 0010 hereby deletes and replaces all attachments and only the attachments (#1 through #5) included with Amendments 0010 shall be used for proposal submission. (4.) Vendors shall complete and sign the original solicitation page 1 and Amendment 0010. Vendors do not have to complete and sign Amendments 0001 through 0009.
(4.) Will government review the offer before we formally submit?
Government Response: No.
(5.) Will travel for training by vendor be paid for by the government or should that be included in a quote to Government?
Government Response: If training is offered, the line item must only include the cost of tuition.
Government employees use agency specific travel procedures and resources to make their own travel arrangements.
(6.) Will we get a receipt as the offers are received at DLA?
Government Response: Confirmation of receipt by DLA personnel will not be provided. It is suggested that the sender request signature and delivery confirmation from the selected carrier.
(7.) Do you prefer UPS or USPS for delivery?
Government Response: There is no preference in shipping company, however it is suggested that offers are submitted early enough to allow for proper transmittal and processing by DLA post office personnel.
(8.) Is leasing supported under the program?
Government Response: Leasing is within scope of the solicitation. However, the program has not traditionally been used by DoD and VA customers to lease equipment, who typically lease locally.
(9.) Are clinical and professional services to operate equipment acceptable under the program?
Government response: No, these are not in scope of the program which only supports providing medical supplies.
(10.) Can dealers participate?
Government Response: Dealers are welcome to participate.

Government Response: The same set of requirements applies to all vendors unless specified in the instructions to offerors section.
(12.) Can we add items later on?
Government Response: Yes, there is an addition/deletion provision that allows for adding new items throughout the life of the contract.
(13.) As a dealer, what kind of price support information can we provide?
Government Response: Commercial quotes and invoices are preferred. If these are not available, then other kinds of other than cost or pricing data can be provided such as the price paid to the manufacturer, manufacturer commercial price list and manufacturer invoices or other manufacturer supplied price support data. Dealers also need to supply the pricing terms from their agreement with the manufacturer.
(14.) Is there a limit on how many awards will be made under the program?
Government Response: There is no limit
(15.) Are operating systems other than Microsoft acceptable?
Government Response: Yes, any supported operating system is acceptable.
(16.) How many invoices do we need to provide?
Government Response: The Government will determine the amount of price support information after proposals are received. These will be determined by the number of items a vendor is offering.
(17.) Can we provide items from more than one manufacturer.
Government Response: Yes.
(18.) Can we partner with other firms to participate?
Government response: Yes. Note that the vendor who submits a proposal and receives an award will be the prime and contractually responsible for all vendor performance with other vendor just being a subcontractor.
(19.) What do I need to submit in order to provide an acceptable proposal?
Government Response: Vendors should carefully read the entire Amendment 0010 which provides instructions on what is required. Vendors should pay particular attention to pages 86 through 88 of Amendment 0010 as that provides instructions on the most important submission requirements.
