About this file
This is Addendum 3 to an Invitation to Bid issued by the Commonwealth of Massachusetts Military Division for project SPBN262003, which involves the installation of a COIN v2 Server and HVAC Direct Digital Control Software at Otis Air National Guard Base. The project requires site assessment and server installation, procurement and configuration of HVAC DDC software using Niagara Controls, examination and replacement of HVAC panels in five buildings (104, 162, 165, 168, and 169), delivery of two operator stations with one primary station in Building 158 and one field monitoring station in Building 168, and system integration and testing to achieve 100% operational DDC functionality. The mandatory site visit was scheduled for July 1, 2026 at 8:30 a.m., with questions due July 6, 2026 at 10:00 a.m. to michaela.a.kochka@mass.gov, bid proposals due July 8, 2026, and award anticipated July 13, 2026 with an estimated contract start date of July 15, 2026. Addendum 3 provides a response to a bidder inquiry clarifying that each building in the project has one Virtual Local Area Network (VLan) connected device, with the VLan receiving its commands from the terminal in Building 158 to control systems in each respective building.
The estimated contract value is $72,000, with prevailing wage rates set by the Massachusetts Department of Labor Standards effective June 1, 2026. Construction Workforce Utilization Goals require 15.3% minority workers and 6.9% women workers of the final contract price. A payment bond equal to 50% of project cost and a 5% bid bond are required if the bid exceeds $50,000. All work must comply with UFC 1-200-01 DoD Building Code standards, National Electrical Code, and NFPA regulations. The Government will furnish head-end computers and a 1U or 2U rackmount server equipped with an Intel Xeon Silver processor, 64 GB DDR5 ECC memory, redundant storage, and dual redundant power supplies. All employees must complete at least 10 hours of OSHA-approved construction safety training, and contractors must adhere to AFCEC Guidance for System Integration, including DoD-approved operating system images, two-factor authentication via Common Access Card or alternate tokens with PIN, and SCAP Compliance Checker scanning with removal of Critical vulnerabilities.
