About this file
This is Addendum No. 2 issued by the Commonwealth of Massachusetts Executive Office of Public Safety & Security, Military Division for ITB SPBN262003 Install COIN v2 Server and HVAC Direct Digital Control Software at Otis Air National Guard Base. The addendum extends the bid due date from July 10, 2026 at 10:00 a.m. to Monday, July 20, 2026 at 10:00 a.m. The project encompasses installation of a Community of Interest Network Version 2 server, procurement and configuration of HVAC Direct Digital Controls software using Niagara Controls, examination and replacement of HVAC panels in five buildings (104, 162, 165, 168, and 169), and system integration and testing. The addendum provides responses to 15 requests for information submitted by bidders, clarifying key aspects of the scope including confirmation that graphics will be re-developed to meet existing conditions, all buildings are network connected on the same VLAN, building access protocols will be addressed post-award, device counts will be provided by July 10, 2026, the Niagara server backup is not available, and the COIN v2 server will be placed in Building 168 with the front-end laptop in Building 158.
The addendum confirms that Tridium software maintenance license renewal for five years is required, existing systems re-commissioning is not required, and inoperable end-devices do not require replacement. Bidders are advised that building access security requirements will be addressed upon award and Notice to Proceed, and that a SAM number is not required for project execution. The clarifications address critical technical questions regarding network infrastructure, existing building automation systems in Johnson Controls, Reliable, and Tridium platforms, and the availability of as-built documents and controls documentation at the project sites.
