The purpose of this Amendment 0002 to Solicitation SP8000-25-R-0003 is to update the Statement of Work included in the solicitation and post the questions posed by potential vendors and the responses to those questions. The changes to the Statement of Work are highlighted in red on the Conformed Solicitation Document. The questions posed by vendors are listed below with the responses highlighted in red.

Iso Molded Graphite Solicitation Questions and Answers

Q: Is there any acceptable deviation to the length? Currently specifications show 72-80” length.

We would like to know if 36, 40, and 48” would be acceptable for the overall length as well?

A: We have modified the length requirement from 60-80”. Lower lengths will not be acceptable.

Q: In section 3.1.1 it states: The material delivered shall be qualified for end-product DoD usage and the Contractor shall provide at least one end product to which the material is qualified. Does this mean one full billet or a finished machined part of some sort?

A: This was included to ensure stockpiled material will be usable in a DOD system of recording.

Ideally, the offeror will state a system to which their material is used or to which it is qualified.

Namely a finished part.

Q: Section 3.1.1 property concerns:

Your Flexural strength maximum of 6,817 psi is below our UCL of 7,500 psi (for grade to be supplied) is it acceptable to ship billets between 6817 and 7500?

A: Yes, this is fine, and is updated in the SOW.

Q: Your Electrical resistivity maximum of 0.000476 is below our UCL of 0.00050 (for the grade to be supplied) would it be acceptable to ship up to .00050.)?

A: The maximum electrical resistivity has been updated to 12.8 µΩm. Please note that acceptance will be dependent on qualification of the material to a DOD system per section 3.1.1.

Q: What temperature range is your Coefficient of Thermal Expansion range listed at?

A: Room temperature

Q: Will you accept Thermal Conductivity calculated from resistivity? If not, that will add time and expense to test at an outside lab?

A: Yes, this is acceptable.

Q: Section 3.1.2: graphite type, class and/or grades.: Our grade qualifies as both ASTM D709 and ASTM D7219. Which of those would you like us to state?

A: Either will be acceptable.

Q: Section 3.1.3: Our lot number will be defined by our molding campaign.

A: This is acceptable

Q: Section 4.3 states: The Contractor shall carefully sample and test the material to ensure reliability of each submitted COA. Can we use our current standard sampling plan MIL STD 414?

A: Section 4.3 serves to indicate that that the properties of each lot of material is acceptable for acceptance. The government requires COA’s to ensure compliance. Any sampling plan that will provide COA’s for each lot of material will be acceptable.

Q: Section 4.6.f: error ranges / limits for test results should be defined by the ASTM standards.

A: . Section 4.6f now reads: “Error ranges/limits for results as defined by ASTM standards.”

Q: Section 4.6.g: what specifications / requirements. Can you clarify what this means?

A: Section 4.6g now reads: “Specifications/requirements per Table 1.”

Q: Section 4.8 indicates the government, after review of the COA, can reject the shipment. Given that we will not include any out of spec billets per section 3, why would they reject a shipment based on our COA?

A: USG will not reject any shipments with proper specifications. Only billets that do not meet requirements will be rejected.

Q: Is 15.7x19.7x51.2 inches an acceptable block size for this request? This is our standard size for isostatic grade R7340 which we use in defense application.

A: Yes, the specifications have been modified for these parameters, subject to necessity of qualified material.

Q: SOW states delivery across a 36-month period ending on Aug 4, 2028. Are the number of deliveries and quantity per delivery up to SGL?

A: Yes.

Q: We see the Section C- Specifications -Table 1 of properties SP800025R0003 page 8 document that are to be tested for, but we do not see the level of testing required… for instance, is it required to test 10% of lot, 50% of lot, or 100% of lot.

a. From our experience with MIL-SPECS, a lot is defined in two ways…

i. 1st = Material provided that comes from the same final heat treatment fce, and

ii. 2nd = serial ID#’s that are sufficiently close to one another to constitute a common lot of raw materials.

b. From our experience with MIL-SPECS, the level of testing varies from 10% to 100% of billets within each lot offered for sale.

A: All lots should be tested to 100%, however, the government reserves the right to decrease the percentage or waive testing of the lot. Each sample should be of adequate size and form to perform all tests listed in Table 1 of the SOW

Q: MIL-SPECS vary significantly (w.r.t.) test requirements and min/max values.

i. Are the Table 1 properties min/max values what we are expected to meet? …or is there a specific published MIL-SPEC that all blocks are expected to meet?

1. WS20172A is typically for Ablative plates.

2. WS7176 is typically for rocket nozzles.

3. MIS-10179A is typically for rocket nozzles.

4. MIS-56570 is typically for higher strength requirements for specific rocket nozzles

ii. What is required here in this solicitation?

A: There is no MIL SPEC for this product, offeror should follow the specs listed in Table 1 of the

SOW.

c. Is this supposed to be completed BY US?

d. Is this supposed to be sent to our Customers to be completed FOR US?

A: This should be completed by the offeror.

Q: Attachment 2- sec 5.5- Samples for the Government

e. What size sample is required for the Government?

f. Is it an additional three (3) samples from each billet within the test lot for each property to be tested or a single sample (of what dimension)?

A: Each sample should be of adequate size and form to perform all tests listed in Table 1 of the SOW. The government and analytical shall be identical in size and form to the samples taken for internal quality assurance verification testing.

All other terms and conditions of Solicitation SP8000-25-R-0003, other than those explicitly stated in this Amendment 0002, remain unchanged.
