PART II: EVALUATION PROCEDURES:
1. How We Will Evaluate Your Proposal: Proposals will be evaluated as IAW FAR 52.212-4 Contract Terms and Conditions:
a. Basis for Award: Lowest Priced, Technically Acceptable Offer
(1) The Government will evaluate the technical acceptability, past performance and price in your offer. The Lowest Price Technically Acceptable (LPTA) process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
(2) The Government reserves the right to eliminate your proposal from consideration for award if your offer does not meet the minimum requirements, at any time prior to award of the contract; to negotiate; and to award the contract after determining your offer to be Technically Acceptable.
(3) The Government intends to evaluate your proposal and award a contract without discussions. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
(4) An overall technical rating must be at least “ACCEPTABLE” in order to be eligible for award.
b. Evaluation Factor for Awards:
(1) Factor 1: Technical Acceptability: The Offeror’s proposal will be evaluated to determine if the Offeror has an acceptable Technical Approach. To be determined acceptable, the Offeror must demonstrate the necessary expertise, experience and facility capability to successfully meet all solicitation requirements. It shall also prove the ability to perform Demilitarization (DEMIL) and recycling of Vacuum Induction Melt (VIM) quality scrap materials, precious metal bearing offtake, and Non-VIM Quality Scrap, as defined by Section A.2.1 in the PWS.
(2) Factor 2: Past Performance: The Offeror’s past performance information will be evaluated based on the criteria contained in ATTACHMENT D. The Offeror shall describe their background, knowledge and experience related to the services described in the PWS; this information will be used in determining the level of confidence the Government has for successful performance based on the Offeror’s actions under previously awarded and relevant contracts. The Government recommends the Offeror submit at least three (3) recent (no earlier than September 2013 to current) and relevant (according to complexity contained in the PWS) contracts or references.
Evaluations of past performance will consider the Offeror’s ability to meet contract requirements and to provide the required services. In addition, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past Performance information retrieved through Past Performance Information Retrieval System (PPIRS). While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
Note: In the case of an Offeror without a record of relevant past performance, or for whom information on past performance is not available, or is so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance.
Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
(3) Factor 3: Price – If a proposal has been determined acceptable under each of the non-price factors listed above, the Government will evaluate each Offeror’s unit prices to determine the overall lowest offered price (if it is determined to be reasonable for the required reclamation services). Offerors are required to provide a separate detailed breakouts of the pricing methodology used to develop their unit prices to include a description of labor hours, labor mix, other direct cost, overhead and profit, etc.
