ATTACHMENT A to the Combined Synopsis/Solicitation:

PRICING STRUCTURE

Turbine Engine Component Recycling

SP8000-16-R-0010

Indefinite-Quantity Contract (FAR 16.504)

Defense Logistics Agency-Strategic Materials (DLA-SM) requires aerospace Vacuum Induction Melt (VIM) material quality recycling services for end-of-life nickel, cobalt and titanium based turbine engine components.

Offerors shall provide services to reclaim strategic and precious metals from excess Government owned turbine engine components based on a dollar amount per pound of Government Furnished Material (GFM) received. The unit price per pound shall include all labor, management, materials, reporting requirements, transportation, required certifications, overhead and profit to receive, store, secure, Demilitarization, process and transport reclaimed materials back to one or more Government locations.

Delivery of clean, segregated VIM quality scrap materials, precious metal bearing offtake and Non-VIM quality scrap as defined in section A.2.1 of the PWS (please review thoroughly the PWS for all requirements for this contact). The price shall include monies for all personnel, facilities, equipment and transportation fees necessary to perform the reclamation services.

The proposed pricing structure assigns greater risk to the Government, however the Government is confident that the quantities of the GFM will fall within the parameters set forth in the Base Contract Line Item (CLIN) 0001 stated below.

The Government will award only CLIN 0001 upon contract award.

Offerors shall propose their best and final rate for all CLINs (fully burdened and inclusive of all the items previously mentioned in the PWS). The Government prefers the unit price for CLIN 0001to be the best rate for the quantity parameters, CLIN 1001 to be the second best price.

Should final quantities fall below the parameters of CLIN 0001, the contract will be definitized via a bilateral modification to reflect the actual quantity and associated unit price.
