| PWS | 1.3 | Would the Government consider removing the requirement for removable hard drives like they have done on previous DLA IDIQs. Although we understand the flexibility it provides to DLA it is restrictive and does not allow for fair and open competition per the FAR. This was also identified during the RFI. | The Government will not remove the RHD (Removable Hard Drive) requirement as this is required in order to process classified document requirements. | |||
| PWS | 3.3 | Would the Government consider removing the physical onsite meter read? Our equipment can create a page counter report that includes the manufactures serial number, date it was printed along with all the meters/usage. End users could fax those into a dedicated fax number to the program manager for the contract. This would not only create an accurate and auditable process but would also save time and money on both the vendor and Government. This would also reduce the visits and access to the gate and facility given the pandemic era we have been operating in for the past 24 months. | The Government will not lessen this requirement. | |||
| Attachment 2 Equipment Specifications | Lot 1 | Engine: Request that the Government reduce the paper feed supply to a minimum of 3,300 sheets. This specification is vendor specific and does not allow for fair and open competition per the FAR. This was also identified during the RFI. | The Government will not lessen this requirement. | |||
| Attachment 2 Equipment Specifications | Lot 1 | Engine: Request that Government reduce the quantity of the paper drawer minimum down to 3 drawers. This specification is vendor specific and does not allow for fair and open competition per the FAR. This was also identified during the RFI. | The Government will not lessen this requirement. | |||
| Attachment 2 Equipment Specifications | Lot 1 | Engine: Would the Government remove the print to edge requirement at there is no possible way to print to the edge on any toner-based production print device. There is full bleed after a full trim is completed. This was also identified during the RFI. | The Government will not lessen this requirement. | |||
| Attachment 2 Equipment Specifications | Lot 1 | Binding Options: Request the adjustable unload height up to 24” be removed as it is manufacture specific and does not allow for fair on open completion. True high-capacity stackers with 5,000 sheets or more normally output onto the dolly that can be removed from the device when unloading. | The Government will not lessen this requirement. | |||
| Attachment 2 Equipment Specifications | Lot 1 | Binding Options: Request the “unload while running” is removed as it is manufacture specific and does not allow for fair and open competition. This requirement is not a normal request seen within the printing community as the device needs to have space for the prints to continue to accumulate. | The Government will not lessen this requirement. | |||
| Attachment 2 Equipment Specifications | Lot 1 | Security Features: Request the ability to submit with a Fiery controller that runs WIN10 LTSB? This specification is vendor specific and does not allow for fair and open competition per the FAR. | The Government will not lessen this requirement for LTSC minimum as LTSB is EOL/End of support and will no longer be allowed on the DLA network in the near future. | |||
| Attachment 2 Equipment Specifications | Lot 1 | Security Features: Request the Government reduce the system memory down to 8 GB Ram. This requirement is vendor specific and is not needed in the Ricoh BW Production machine to process large Black and White jobs. This was also identified during the RFI. | The Government will reduce the RAM requirements to 16GB for all device requirements but will not go below that for the required amount. | |||
| Attachment 2 Equipment Specifications | Min PC-Workstations Specifications: Request that DLA removes the commercial off the shelf requirement for a non-computer vendor to supply computers to the Government. This requirement is out of the normal for any vendor except for the current vendor which is has been the primary provider of print equipment to DLA print facilities. | The Government requires at mimimum the specs listed in Attachment 2 - Equipment Specifications. | ||||
| Attachment 2 Equipment Specifications | Binding Options: Request that DLA elaborates on the verbiage “can be configured with squarefold, face trim, cover feeding, crease 2 side trim”. Is this a requirement as the machine could be configure for the first two options but not upgradeable to the other 3 listed as “can be configured”? To accomplish all these capabilities the machines would need to be sold and configure with a third-party professional finisher on the first round of sale. As written, it is too vague to respond. | Crease and Two-sided Trimmer is used to trim the top and bottom pages of a booklet. The primary reason for the Two-sided Trimmer is to enable full-bleed printed booklets, which means that all visible white edges of a booklet are removed from the top and bottom of the document. |
When paired with the Square-Fold Trimmer Module, all 3 sides of booklets are trimmed. The Square-Fold Trimmer Module will trim the face (3rd side) of the printed page, fold and staple the booklet. When paired with the Two-sided Trimmer, the final product is a 3-side trimmed full-bleed, square-fold, stapled booklet.
| Attachment 3 | Usage Band 2 | Request that DLA elaborates on the minimum paper sizes and quantity of sheets needed for the (Oversize paper feed) and (High-Capacity paper feed). As written, it is too vague to respond. | The Government requires 8' x 11' and 12' x 18' 2,000 to 4,000 sheets of paper. |
| Attachment 2 Equipment Specifications | IT Configuration: Request that DLA elaborates on the verbiage (Capable of supporting multiple print queues? | The Government states that being able to manage multiple print queues includes the ability for operators to send to multiple queues for operation and production. (Ex. Print, Hold, Custom). They must be able to hold and release from these queues as required for site operation. |
