About this file
This document is a Questions and Answers (Q&A) file for the ASL Interpreter Service solicitation issued by the Defense Logistics Agency (DLA) Aviation. The Q&A addresses six key inquiries about the solicitation SP4703-25-R-0008, focusing on interpreter service details, pricing, and service expectations. Significant clarifications include confirmation that proposed rates should cover both in-person and remote Video Remote Interpreting (VRI) services interchangeably, and that the number of interpreter hours will vary monthly based on employee needs. The government emphasized that while the Performance Work Statement (PWS) references multiple interpreter assignment thresholds, no specific historical distribution of interpreting session lengths will be provided, and offerors should base pricing on the Rough Order of Magnitude (ROM) spreadsheet.

ASL Interpreter Service for DLA Aviation and Forward Locations
SP4703-25-R-0008
Questions / Answers
Q1) Are there specific historical usage reports available for each performance location?
A1) The Rough Order of Magnitude (ROM) outlines the expected usage for each performance location based upon historical usage along with future expectations.
Q2) Will incumbent transition data (if applicable) be provided to support continuity of services?
A2) There is no applicable contract transition data for this requirement.
Q3) Are there any formatting or submission requirements beyond what is listed in the solicitation and attachments?
A3) There are no formatting or submission requirements beyond what is listed in the solicitation/attachments.
Q4) Remote Interpreting (VRI) and Pricing Format The PWS (Sections 5.4, 5.7, 5.9–5.12) includes multiple references to Video Remote Interpreting (VRI) services, including interpreter access to virtual platforms, reassignment via VRI, and interpreter presence during recorded or streamed events. These suggest that remote interpreting is a standard part of performance.
However, the solicitation’s ROM pricing spreadsheet does not specify whether VRI services are to be priced separately from in-person interpreting.
Can the Government clarify whether VRI services are to be priced separately, or if the rates provided are expected to cover both in-person and remote interpreting interchangeably?
A4) Proposed rates provided should cover both in-person and remote interpreting interchangeably.
Q5) Clarification on Assignment Duration Distribution
The PWS references multiple thresholds based on assignment length (e.g., 1.5-hour dual interpreter threshold, 2-hour billing minimum, >16-hour long-format). However, the solicitation does not include data on typical assignment durations.
Could the Government provide a general breakdown or historical distribution of interpreting sessions by duration, such as:
• 0–2 hour sessions
• 2–4 hour sessions
• All-day (4–8 hour) sessions
• Multi-day (16+ hour) sessions
This information would help offerors develop accurate interpreter deployment and cost planning aligned with PWS compliance.
A5) The number of hours and frequency for ASL Services vary on a month-to-month basis depending on the number of employees who require services and their needs (meetings, classes, etc.). The Government request hourly rates based upon the hours provided in the Rough Order of Magnitude
(ROM).
Q6) No Input Field for VRI in ROM Pricing Sheet
While the PWS includes expectations for both in-person and VRI interpreting, the ROM pricing spreadsheet does not include a designated column or input field for VRI pricing.

Questions / Answers
Will the Government be issuing an updated ROM pricing sheet with a separate input for VRI services, or should offerors assume all pricing (regardless of modality) must be embedded under each site/location?
A6) Proposed rates provided should cover both in-person and remote interpreting interchangeably.
