This requirement is 100% set-aside for small businesses. NAICS Code 541930 (small business size $22.5 million) applies to this acquisition.

Requirements Contract (FAR 16.503): The intent of this Request For Proposal (RFP) is to award a Firm-Fixed Price (FFP) Requirements Contract utilizing a Max/Ceiling Dollar Value. The contract PoP will be five (5) years with 12-Month Task Orders (TOs) issued against the contract to provide services. The labor hours represent a Rough Order of Magnitude (ROM) or estimated annual hours only and are not purchased by this contract. Refer to attachment titled ROM. Actual annual hours for each location may be more or less depending on demands for each year.

There may be single or multiple requirements contracts awarded, based upon service locations.

Pricing Mechanisms: Pricing mechanism to be used is Firm-Fixed Price (FFP) Requirements Contract.

Performance Period: The period of performance will be five (5) years. The estimated start date for any contract resulting from this solicitation is September 1, 2025. Offerors should use this date for the development of their pricing proposals.

The Offerors are to provide firm-fixed pricing for DLA Aviation locations for the period of five (5) years to equal a total price. Offerors may provide pricing for only one location or multiple locations.

Pricing for each location will be evaluated separately. Separate awards are anticipated for separate locations and/or groups of separate locations. While firm-fixed pricing is being used, the Offeror will also provide a breakdown of the items/service.

Award without Discussion: The Government intends to evaluate proposals and make award without discussions. Proposals should contain the firm’s best terms within the proposed technical and business approach and should address all evaluation factors. Additionally, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be necessary. If a negotiation range is established, the Government may limit the number of proposals in the negotiation range to the greatest number that will permit efficient competition among the most highly rated proposals.

No Award: The Government reserves the right not to make an award as a result of this solicitation if such award is determined contrary to the best interest of the Government.

Disputes: Agreement to use alternative dispute resolution In order to maintain its business relationships with industry and to avoid costly litigation, DLA is committed to promoting the use of Alternative Dispute Resolution (ADR) techniques, especially mediation. ADR is a voluntary process whereby a neutral third party assists the parties in resolving a dispute. DLA invites offerors to join DLA in agreeing to use their best efforts to resolve any pre-

Source Selection Information -- See FAR 2.101 and 3.104 Page 5 award or post award dispute that may arise from this solicitation, and any subsequent award, without litigation. If unassisted negotiations are unsuccessful, the parties agree to use ADR techniques in an attempt to resolve the dispute. Likewise, the parties agree that formal protest procedures or litigation will only be considered as a last resort, such as when ADR is unsuccessful or when ADR has been documented to be inappropriate for resolving the dispute. If the ADR is not successful, the parties retain their existing rights.

Additional Information: This solicitation incorporates Class Deviation 2025-O0003 as follows:

The class deviation provides guidance for the revocation of EO 11246 in accordance with Executive Order 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity dated January 21, 2025. This class deviation also implements E.O. 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government. E.O. 14168 directs the Government to not use the term “gender” in Federal policies and documents.
