Question/Comment Can the Government confirm that all materials, equipment, and software licenses, and rental vehicles required for the maintenance effort is to be covered under CLIN 0005 - Repair Parts & Material?

Are any non-labor expenses expected to be covered under CLINs 0001-0004?

Can the Government provide the existing Equipment List that is to be covered under the maintenance requirement so that a Service Plan can be provided, as required by Subfactor 1A?

Can the Government provide a projected start date for the full maintenance services? Is this the date of award, or will there be a turnover period from the existing contract?

This section identifies a Government provide workspace onsite. Will a secured space be provided to store spare parts and equipment like tools/ladders etc.?

Will the government provide design documentation and requirements associated with the OT facilities, supported systems, and existing solutions?

Will the Key Personnel System Administrator have access to complete ACAS scanning or will ACAS scanning be completed by the DLA Cybersecurity Technology team?

Will the Government provide the "Dongle ID" or System ID for the Lenel OnGuard Access Contorl System?

There are two lines per CLIN. Are we providing the total annual price/cost on the first line and the hourly rate (total annual price/cost divided by the number of hours) on the second line?

Is the contractor providing all material needed from Lenel, Milestone, and Morse Watchman or is this equipment being provided through a separate BPA contract?

What is KeyStone Software Section states: "...Staffing submitting at time of proposal shall be the same individuals to fulfill the roles upon contract award…" Assuming there is an incumbant workforce, is the intent of the government to replace these people? If not, this statement favors the incumbant and should be removed.

The RFP identifies 3 full time personnel on site, 1 system administrator and 2 technicians. Does the government expect these 3 personnel to perform/provide all deliverables? Are they doing it now? If not, where do we provide pricing for the management and administrative staff required for this effort?

Section states: "...all contract employees shall be certified in operating systems on any system on which system administration duties are performed…" Can the government clarify what specific systems they require certifications for beyond Lenel and Milestone?

No system details were provided with the RFP (number of devices, integrations, subsystems, etc…). What are we basing the plan on? Is the expectation for the contrator to provide a generic plan that encompasses the specifics of this RFP?

No system details were provided with the RFP (number of devices, integrations, subsystems, etc…). What are we basing the plan on? Is the expectation for the contrator to provide a generic plan that encompasses the specifics of this RFP?

What is the differance between the Service Plan and the Sustainment Plan? The requirements as written look identical.

The CLIN structure does not allow for pricing of any Program Managers (See question #5 above). What are the specific Manager types, there specific requirements and where do we price this?

Are there any page limitations on the propsal response?

Will you also be needing help with any camera and/or alarm options? I would also like to see about getting a site visit arranged. Thank you for

I am hoping to confirm if the incumbent for the Electronic Security Systems (ESS) for the Defense Supply Center Columbus requirement (SP4702-25-R-0002) is contract SP470224C0004 held by C4I Engineering Services. If it is not the correct incumbent, are you able to provide the associated incumbent vendor name and contract number?

This is simply stating that staffing that you submit for the contract award is the same staff that is on the contract, unless they are replaced as authorized by the contract and with the appropriate approvals.

The support staff is included in your quote, and would fall under Amended CLINS 6 (Program Manger), CLIN 7 (Management Analyst), and CLIN 8 (Drafter).

This is for System Admin privileged access, this would be MS Certifications and other required network system admin certifications. Columbus ESS runs on Microsoft 2019,22 servers and Windows 10 and 11 workstations. If the contractors are going to work on a Microsoft Server, then they must show that they are qualified with Microsoft certifications for a DLA Server Administrative account.

If they require administrative rights to a Windows workstation then they need Microsoft Windows certifications to receive a DLA Desktop Admin account
