Vendor Question Sheet

Questions Template for RFP SP4701-22-R-0029
No.Page NumberRFQ SectionQuestionAnswer
1Is a Small Business subcontracting plan
required if the bidder qualifies as a Small Business under NAICS 481112 - Scheduled Freight Air Transportation? No, if a vendor is a small business under the NAICS code, they are not required to provide a small business subcontracting plan.
2On Page 7 of the RFP document, there is
reference to Z13 & Z14 cold chain accessorials being utilized. However, on the pricing spreadsheet there is no request for these accessorials to be priced. Can you confirm if cold chain shipments are a requirement under this opportunity, and if the associated accessorials need to be added to the pricing spreadsheet?I have removed Z13 & Z14 accessorials in the attached verison . They were a remnant.
3We note there are two (2) pricing documents. One is named “Attachment 5 Pricing Structure Template” and the other is named “Final Draft”. Please confirm which document should be used. The correct Attachment 5 has been uploaded to SAM.gov.
4We note that the intent is to award multiple
carriers to ensure best value solutions to DLA. Given that a carrier proposing ambient and or HAZ rates for specific lanes, must then propose rates on all ambient / HAZ lanes in that theater, is the intent to award carriers a complete theater? We reserve the right to award a complete theater to one carrier if that is in the government's best interest. However, it may also be in the government's best interest to award multiple carriers in a theater.
5PWS Page 4Basic Service: The contractor shall provide international commercial air transportation door-to-door services for less than full planeloads of medical material, to and from locations documented in this PWS. Service is required Monday through Friday, except holidays, including those holidays specific to international countries, as applicable. Pick-up shall be within 24-hours of notification except as otherwise stated in subsequent paragraphs. Required delivery times are noted in the table under the Section titled RDD/Transit Time RequirementsDoes the transit times exclude or include weekends? Per the Basic Service requirement, service is required Monday-Friday. However, the Monthly Reporting matrix does not exclude weekends. Which is correct? Example: Pickup date is Friday, September 2nd. 5 day transit without weekends, would be RDD of Friday 9/9. Below 9/9 is marked as late by two days; 9/8 is one day late. 9/7, 5 calendar days(with weekends), is marked as on time. (Please see eblow note “Delta from RDD” column populates per formulas in Monthly Reporting template)Transit time excludes weekends and holidays as listed. We will consider revisions to the weekly detail shipment report.

This solicitation was posted on 11/2/22 with a due date of 11/10/22 which only gives contractors six business days to prepare a response to the solicitation. Given the scope of this contract, would DLA be amenable to extending the due date to the 17th to allow potential bidders adequate time to respond? The solicitation closing date will be extended until Monday, November 14th at 4 PM EST.
PWS Page 5Pickup is required within 24 hours of
notification, and preferably same day for those sites that do not have daily shipments. Transit time clock starts upon notification of pick-up availability?Industry norms the clock starts at time of
pick-up. Please consider a change to follow industry standards.Prime Vendors will notify the pickup carrier by 1400 local time, outlining the daily volume, to enable same day pickup. Awarded Carriers shall pickup same day if notified by the cut-off time. Transit time clock starts at pick-up.
PWS Page 6The contractor shall provide an
automated system to print airway bills or provide each Prime Vendor shipping location with pre-printed airway bills for each customer. In accordance with the contractor’s commercial procedures, the contractor shall provide to the government, at no additional cost, a shipping system for qualified users under this contract to prepare labels and preprinted airway bills when requested by the shipper. The shipping system shall be capable of printing shipping labels with a TCN bar-coded format and in clear text.Preprinted airbills are standard. If the carrier
provides preprints that would meet this requirement?Yes, preprinted airbills do satisfy this requirement. The important part is that the carrier's airway bill number is on the paperwork and package from the start, so the shipment is enabled to move and the potential for cross labeling by a pickup carrier is reduced.
PWS Page 6The contractor shall provide consignee
pre-alert notification at least 24 hours in advance of delivery. If delays in transit occur, a revised pre-alert notice will be sent at least 24 hours in advance of delivery to the consignee (or as soon as delay is known if less than 24 hours). The pre-alert is intended to assure access to dock space and availability of government personnel and material handling equipment. The pre-alert should provide, at a minimum, the following information: TCN, number of pallets, weight of pallets and pieces to be delivered, date and time to be delivered, and identification of any pallet(s) containing perishable items, medical priority shipments, or other cargo requiring special handling.Currently we call in advance and set
appointments for deliveries for all customers. Does this meet the requirement?Pre-alerts shall be provided via an email containing at least the minimum data requirements listed. A phone call to schedule deliveries is optional.
PWS Page 8The contractor shall leave a
conspicuous notice of attempted delivery at the point of delivery for each delivery attempt. What is the governments expectation if a
Base is closed?Delivery shall be considered accomplished on the date of the first delivery attempt. The carrier is responsible for storage until the 3rd delivery attempt is complete.
PWS Page 10Billing - If the shipper does not indicate
the shipping weight, the contractor shall weigh the item and annotate the weight. If the shipment weight listed on the order is different from the actual weight (e.g., as a result of reweigh or dimensional weight, or no weight was initially identified), the contractor shall indicate on the billing documents submitted to the paying activity those shipments that have been adjusted. Will the updated weight on the carrier invoice
meet this requirement? If a carrier provides a missing weight, or updates the original weight, these changes must be noted either on the CBL or the carrier's airway bill and uploaded in Syncada. This supporting documentation is required for DLA's audit purposes.
Is Fuel Surcharge (FSC) allowed under this
agreement and if so is it the carriers FSC in effect at time of shipping? No, the rate is all inclusive. No Fuel Surcharges will be paid.
Technical Sub-factor 2 & 3Will the shipper be providing a BOL on every
shipment? This has been an issue under other government contracts.Yes, the government will provide a CBL for each shipment.
PWS 3.7 (Page 15)Offerors shall complete Attachment Z
- Voluntary Product Accessible Template (VPAT) Version 2.3 document in the solicitation. We have been unable to find an Attachment Z
in the solicitation. Will the government be supplying this document?Attachment Z has been provided as an attachment on SAM.gov
PWS Page 13Disincentives are applied for ratings of “Unsatisfactory” as follows: Unsatisfactory = Payment will be withheld pending resolution of cure
notice(s). Termination for default or cause may resultCan the government please elaborate on how
this would be determined / calculated? The air freight industry is very dynamic and depending on the time of year (Peak Season) or world events (COVID) can effect available airlift.A carrier's inability to procure lift is not an excusable delay. Ontime delivery will result in 100% payment. Cure notices and the withholding of payment would only be implemented if the carrier is consistently below the 95% OTP requirment.
PWS Page 5The contractor shall provide DLA Troop Support Medical a dedicated 24-hour point of contact to include name, telephone number, fax number, and e-mail address.Dedicated 24x7 service is NOT standard service however can be provided at a premium. We understand the importance of this service in select industries including Healthcare. Will the government allow carriers to add the fee for this extra service to the accessorials? No. A general customer service 800 number will suffice, so long as, the representative is competant and has access to all information appropriate to bring resolution to any issues that arise.
PWS - Factor 1 - Subfactor 6
Page 19Subfactor 6- To be rated Acceptable,
the offeror shall submit a Wage determination Plan (if required)Will the government be providing a wage
determination for this solicitation? No wage determination will be needed.
Will the carrier be required to complete a
SF1449 and provide with the our proposal? No the vendor is not required to fill out a SF1449
PWS Page 60FAR 52.216-18 states that orders may
be issued from 15 September 2022 through 30 September 2032. The schedule reflects a base period from Jan. 1, 2024 through Dec. 31, 2023 and has to 1-year option periods that will end on Dec. 31, 2025.Is the date in the FAR incorrect and if it is, will
it be corrected?PWS has been updated to reflect the correct dates.
In reference to the In Transit Visibility/Tracking and the IDE/GTN requirements (PWS, page 6) is it acceptable for a vendor's primary subcontractor to fulfill this requirement versus ‘The contractor’?If the implementation of a partners ITV system is seamless, meets all of the stated requirements, and does not add additional burden to the government, yes, this is acceptable. Having to search multiple sites, delays in reporting and experiencing incomplete tracking information is not acceptable.
In reference to RDD requirements, Germany indicates 3-days transit for ambient freight. Are there any unique delivery requirements to the locations listed as there had been for USAMMCE in the past (I.e. 6-8am)?No, there are no unique delivery requirements for USAMMCE
In reference to the paragraph titled Supply Chain Security/Handling (PWS, Page 6) and the statement regarding the requirement not to place any medical supplies in direct sunlight, historically the PV's would use black shrink wrap for their pallets and build them at a lower deck configuration, is this still standard practice? The PVs use tri-walls, that once palletized, are less than the 60” limitation for lower deck.
