QUESTIONS AND ANSWERS
SP4530‐16‐R‐0003 KWAJALEIN SCRAP REMOVAL
Amendment No. 0003
Page Question ANSWER:
64. Kind of funny after I have been following this solicitation for almost 2.5 years, I finally see there is something about giving preference to local /native Marshallese contractor's?
I understand, but that was the same thing that happened at Thule AFB, preference was given to Icelandic contractors over anyone else.
It would really seem futile to waste anymore time, if a preference is going to be granted to Marshallese contractors!
Please reread clauses 3.1.1 and 3.1.2. Award of the contract will be made based upon the terms of this solicitation, the amendments, and US law (including but not limited to the Compact of Free Association and Subsidiary documents (Solicitation Attachments 6 and 7)). Whether a potential offeror submits an offer to the proposed solicitation is exclusively within the offeror's discretion.
65. The working period should be within 180days excluding inclement weather delay.
If we could not finish the work during the assigned timetable, should we take something like penalty?
How much we pay the charge per day if we have to do in that case?
With regard to question nos. 42 and 43, extensions are not anticipated for the contract at this time. The successful contractor will not be allowed to continue working after the 180 days after post award conference. If work is not completed within this time frame, per the APL, a disincentive for not meeting this standard is a 0‐25% deduction of the contract value.
Please be aware that the requirement has been reduced from a total estimated weight from 12.1 MIL lbs. to 8 MIL lbs. In accordance with question no. 45, USAG‐KA is allowing an additional ten (10) rooms, from five
(5) to fifteen (15) at double occupancy to allow additional manpower to complete the work within 180 calendar days.

SP4530‐16‐R‐0003 KWAJALEIN SCRAP REMOVAL
Amendment No. 0003
66. Where is Echo pier? Is it different from a main pier which liner vessels make port?
We understand the Echo pier is not available due to its renovation during the period of the contract and you recommend to use Barge Ship Ramp because it is near the scrap accumulation and easier to bring scrap to the ramp. However, the depth of water of BSR is not enough for container vessel to port nor do big bulker.
Only available small ship can make port the ramp. But small ship cannot carry volume of scrap to appropriate site to deal with. This means that we can accept this project only to use the main pier. Please clarify this situation.
In accordance with question no. 20, Echo Pier will not be available because it will be under renovation during the performance period of this contract.
The BSR is available. The largest vessel USAG‐KA has ever brought into the BSR is 85 feet wide, 280 feet long and had a 14 foot draft. It is actually the one in the picture. According to our charts, there is a 20 foot depth but our Marine department says that there are few spots where sand has accumulated and reduce the depth to less than that. They typically try to keep the draft to 15 feet or less. Additionally, if the vessel were to be a front loading vessel it would require a raked front end since the depth near the loading ramp drops to 10 feet. A side loading barge is more effective there so they can stand back from the shallow portion and still load effectively.
