About this file

This is Amendment 0009 to solicitation SP3300-24-Q-0139, issued by DLA Distribution Norfolk (DDNV) to answer vendor questions about grounds maintenance, snow removal, and debris removal services.

The amendment clarifies several key operational details: the contractor is only activated for actual snow accumulation (not anticipated events) and will not receive compensation for pre-deployment; catch basin clearing involves only surface-level debris removal with NAVFAC handling clogged drains; contractors must remove equipment daily as no on-site storage is available; snow removal triggers are determined by the Government Contract POC/Command Duty Officer for accumulations up to 5", 10" or over 10"; contractors require DDNV escort to access gated areas; and the total area for debris cleaning is confirmed as 1,560,538 square feet. The amendment also confirms this is a firm fixed price purchase order, not a Time & Materials contract, with payment made only upon successful completion of work verified by the COR.

I. The purpose of this amendment is to answer vendor questions.

II. Q: Statement of Work 3. Place of Performance: Section 3.1 under Service Select Areas of Location - #8 One-time charge to remove debris, leaves and limbs from drain lines, curbs, culverts and catch basins inside our compound after, Storm or Hurricane (6) times per year – 18,347 sq. ft…. If catch basins are clogged with debris that requires the lines to be jetted or a Vactor Truck, is this the responsibility of the Contractor?

A: No, Just the removal of surface debris from the basin, DDNV facilities will coordinate with NAVFAC for clogged Strom drains.

Q: During a potential snow event, the contractor is activated to report to make preparation for snow event due to ice buildup of ice, but it does not snow enough to active snow removal, is the Contractor compensated in any way and if so, how and what details would need to be submitted in the invoice?

A: Contractor is only activated in the event of actual snow accumulation on Naval Station Norfolk, "not" anticipation of snow. Contractor is responsible to be prepared for snow in case of an actual event.

Q: During site visit, it was noted that there is a lot of uneven payment within the complex as it pertains to roadways-if there were to be a snow event, this would be very hazardous to the plow blade when removing snow down to pavement level that may lead to further damage of roadway, asphalt, and/or damage to contractor’s equipment? Is there any way to mitigate this potential hazard prior to a potential snow event?

A: DDNV does not own any of the roadways leading in or out of DDNV compounds on Naval Station Norfolk, areas identified in the contract to plow inside DDNV compounds are maintained by DDNV. Uneven asphalt and potholes are repaired on an as needed basis.

Q: Statement of Work Section 6.3 states “PREDEPLOYMENT if necessary, is there a way to invoice “Predeployment” in case of the request, but no event that supports Contractor performing work, but satisfied request through availability and deployment of equipment and personnel? Does this warrant compensation?

A: No, Contractor is only activated once a weather event has already occurred.

Q: Statement of Work Section 6.11 CATCH BASINS states “all snow and ice shall be removed from all catch basins to allow free drainage. Basins shall be cleared at the end of each winter precipitation event. Does this reference to clear means visually looking downward into the drain or does it mean unclogged since it also references “free drainage”? Please further define after winter precipitation event. (Winter precipitation event could mean snow, sleet, freezing rain and ice.)?

A: DDNV personal will direct the Contractor on where to stockpile snow in the event of excessive snow, and not to stock pile large mounds over catch Basins/storm drains. Contractor is expected to keep Ground level clearance of the Basin after snow event.

Q: Statement of Work Section 6.12 MELTING CHEMICAL AND SAND APPLICATION: states sanding for surface grip/traction and chemical application for ice removal and shall be performed in conjunction with the snow and ice removal. The Contractor shall provide all sand and melting chemicals. All chemical and sand application shall be done per contract requirements. In addition to 6.12.1, please state what is acceptable to the government considering local procedures…(It is believed that “brine” is prohibited, but ice melt is acceptable)?

A: DDNV currently uses Ice Melt for pre salting and Deicing of walkways, sidewalks, stairs. Contractor can use any type of approved means of ice removal application, sand-chemical-ice melt.

Q: Can you provide a location to stage equipment on site?

A: No. The area that was going to be used for Contractor laydown is currently occupied. All equipment must be removed from DDNV after the contractor's operations have concluded daily.

Q: May we assume that the trigger for first plow (and Notice to Proceed) is at 5” of accumulation?

A: Trigger for Snow removal for Up to 5”, up to 10”, or over 10” of Snow will come from the Govt Contract POC/ Command Duty officer.

Q: On the most recent site visit of December 11th, our team noted that DLA staff conducting the site tour had to wait for base staff to open gates in order for our team to assess the site. As this is a T&M contract*, may we assume that the Contractor will have immediate access to all gated areas under the Contractor’s scope of responsibility in order to fulfill daily/weekly RFP requirements without excessive waiting?

A: No, The contractor will not have access to gated areas unless escorted in by DDNV personnel. DDNV Gates and Compounds do not have Electronic Badged access to enter, all gates are secured at COB and keys are stored in DDNV Security key-boxes located at each facility. DDNV Contract POC’ or DLA Command Duty Officer “CDO” who triggered the Snow removal call to the Contractor will be onsite to open compounds and gates for Snow removal clean up. Multiple POC will be onsite so the contractor can have access to multiple compounds at the same time if the contractor has that amount of equipment. On/after/during a snow event, DDNV Facility managers with CDO will be onsite with keys for immediate entry/escort requirements. *NOTE – This is NOT a

T&M contract. It is a firm fixed price (FFP) purchase order (PO) as stated on page 2 of the posted CSS under “Description of Requirement” section and further confirmed payments are only issued for completed work in amendment P0007, Q&A item III. Vendors are paid upon successful completion of the CLINs IAW with the statement of work and issued purchased order. The assigned COR will verify work completion and approve CLINs for payment in WAWF. There are no partial payments, over time, or additional charges permitted outside the FFP established on the PO.

Q: we found out one CLIN 1010, has a total of 1560538 Square feet of debris need to be cleaned from 8 acres compound after storm. After we calculated 1560538 Square feet into acres, it become 35.82 acres. Please clarify the square feet is the right number?

A: Yes. 1,560,538 square feet is the total area of all the areas detailed in the chart on page 2 of the SOW.

III. All other terms and conditions remain unchanged.
