This document is an amendment to Solicitation SP3300-24-Q-0139 for DDNV Grounds Maintenance and Snow/Debris Removal services at DLA Distribution Norfolk, Virginia. The amendment answers vendor questions and removes an attachment. Key details include:

The contract has a 1-year base period with 4 one-year option periods. A. The purpose of this amendment is to answer vendor questions and remove "Attachment 4 - MAP-DLA DDNV SP330024Q0139" from the CSS. The following questions are hereby answered.

I. Q: Is there an Incumbent in place? If so, kindly provide the contract award number, awardee name, and award amount of the contract.

A: Yes, that is listed on page 4 of the CSS document posted to SAM.gov

II. Q: Can you provide details for site visits?

A: DLA Security has confirmed, even for a 1 day pass it’s the same process for typical base access, and whoever wins the award with fill need to fill out all the paperwork again for all their work force with the dates of the contract for longer DBIDS access, CNRMA allows contractor access/DBIDS ID cards for up to 2 years after contract award. See attached documents.

The onsite POC for DDNV grounds maintenance site visit access is Mac Mckibben. Mac can arrange to meet during the work week. For the next couple of weeks Mac will be working on a Mon/Wed/Fri schedule, so he can meet with you on one of those days. He can be reached at mark.mckibben@dla.mil, 757.278.5065 or 757.209.1683.

III. Q: What are the responsibilities for the buildings that are not listed on the chart but are listed as DLA buildings. As follows (SP312, LP19-65, KBB,W66,W71,W135,)?

A: There are several DLA Occupants/Tenants on Base, DLA Energy, DLA Mapping, DLA Disposition, DLA Distribution (DDNV). The buildings listed are not DLA Distribution Bldgs only W135, it is covered under the (W Compound) W143 requirements. The W Compound has 5 buildings connected with one access point to the compound, W135 is within that space.

IV. Q: Once vendors are contacted to start plowing at 10 inches, do they push at 10 inches and then wait for another 10 inches to accumulate? Or do they continue to plow until the snow stops?

A: A continuous snow event of accumulation up to 10 inches will require to continue to plow until the snow stops. If another event occurs over the course of several days then it will be another Snow and Ice removal up to 10 inches.

V. Q: Are vendors responsible for hauling the snow off site or can they set the snow in a designated location to melt away? If they must remove the piles, can that be performed after the snowfall has stopped?

A: No, Vendors are not required to remove snow from the Base, designated areas inside the compounds will be used to push snow away from fence lines and gates. Yes, if piles must be removed for access, that can be accomplished after the snowfall has stopped.

VI. Q: Can we have maps available before turning in the bids?

A: Security denied distribution of the map. There will be no map posted or distributed.

VII. Q: Can we incorporate herbicide applications for fence line, obstacles etc?

A: No, herbicide of any type of weed control applications cannot be sprayed.

VIII. Q: Which months will the season start and end for grounds maintenance?

A: The contract has billing for a quantity of 14 times to weed whack and mow all of DLA Distribution (DDNV) spaces, twice a month for 7 months. 01 April through 31 Oct.

mailto:mark.mckibben@dla.mil

IX. Q: What happens in the case that any items QTY during execution of the contract surpasses the estimated QTY? If the debris removal events exceed the 6 per year as stated in the SOW section 3.1, will the government pay additional services or issue a contract modification?

A: No additional work in excess of CLIN quantities is anticipated. Additional events will be evaluated on a case-by-case basis. Work determined to be within scope would result in a contract modification.

X. Q: Define Storm: Is there a definition or trigger point for a storm that activates CLINs 0008 through 0011?

A: Norfolk, Virginia, Naval Station Norfolk experiences tropical storms and hurricanes on average as follows:

Follow National Weather Service/Local news for potential weather events.

• Hurricanes: Virginia typically experiences a hurricane every 2 ½ years
