About this file

This document is a Standard Form 30 (SF30) amendment to Solicitation SP3300-24-Q-0139 for DDNV Grounds Maintenance and Snow/Debris Removal services. The amendment provides answers to vendor questions regarding subcontractor limitations, use of subcontractor past performance, site visits, the incumbent contractor, option year exercise, and form access/completion. The solicitation is for a one-year base period with four one-year option periods to provide grounds maintenance, snow removal, and debris removal services at DLA Distribution Norfolk, a tenant activity on Naval Station Norfolk in Virginia. Key details include that major subcontractors providing 20% of total dollar value or 25% of total man-hours will have their past performance considered, site visits are allowed per a previous amendment, the incumbent contract number is SP3300-22-P-0002, and current access to the base may be used rather than re-submitting forms. All other terms and conditions of the solicitation remain unchanged.

The purpose of this amendment is to answer vendor questions.

I. Q: Are there any restrictions on the amount of work that can be completed by a subcontractor?

A: A major subcontractor is defined as those providing twenty percent (20%) of total dollar threshold AND/OR twenty-five percent (25%) of total man-hour effort. If major subcontractor experience is provided as part of the past performance references, it will be given weight relative to the percentage of effort being provided by that particular subcontractor in the offer submitted. The references will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered relevant if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above.

II. Q: In regard to past performance, can the past performance of a selected subcontractor be used to satisfy this requirement?

A: If major subcontractor experience is submitted for consideration as part of the Past Performance Proposal, the Past Performance Proposal SHALL include a signed commitment by Offeror and major subcontractor certifying that if a contract is awarded resulting from the proposal, the parties commit to joint performance as proposed. If the signed commitment is not fully executed by both parties and provided with the Past Performance Proposal, subcontractor references will not be evaluated or considered.

III. Q: Are you still allowing site visits and which attachment provides more information on how to schedule one?

A: See amendment 4, document SF30_SP330024Q0139P00004 posted 10/11/2024.

IV. Q: Who is the incumbent for this contract? What is the contract number, name and value of contract?

A: This is listed on the posted CSS SP3300-24-Q-0139, on pages 3 and 4.

V. Q: Why is the option year for the current contract with the current incumbent not being exercised?

A: SP3300-22-P-0002 ends 12/31/2024. No further options are available.

VI. Q: Where can I find the "Controlled by" and the "POC"?

A: That is the submitting vendor’s name and the person completing the document on behalf of that vendor.

VII. Q: A sub wanted to know if they already have access to the base do they have to fill out the forms again?

A: If they already have access to the base, they should be OK using their current access. Please direct base access questions to POCs on the posted CNRMA for timely and accurate info.

VIII. Q: The SECNAV 5512 form version currently posted appears to be broken?

A: The SECNAV 5512 form has been deleted and re-posted and appears to work properly.

IX. Q: Does the prime or the sub need to fill out amendments?

A: Just the Prime Contractor.

X. Q: What do I do with the Vetting spreadsheet?

A: Complete the sections for each person and send along with the 5512 to the contact info on the CNRMA Notes document.

All other terms and conditions remain unchanged.
