Amendment 0001 of SP330020B0002 is issued to replace Attachment 2, schedule an additional Site Visit, schedule an additional questions period, extend the Bid Opening date and answer initial vender questions.
Amendment 0001 replaces Attachment 2 to include all the Specifications not previously included.
There will be an additional Site Visit due to the previous lack of available Specifications. This additional Site Visit is scheduled for 23 June 2020 at 8:00am. Please use the location, the access procedures and Section L, outlined in the solicitation, established for the initial Site Visit, for site access.
Questions stemming from the additional Site Visit are due by 10:00 A.M. Pacific time on 26 June 2020.
The BID Opening date is hereby changed from Friday June 19, 2020 to Wednesday July 8, 2020. The time of the Bid Opening stays the same at 1:00 PM eastern time / 10:00 AM Pacific Time.
The answers to vendor’s questions regarding this solicitation are herein provided. Questions and corresponding Answers are listed below;
Question 1: ATS; Please supply a specification for the ATS / Switchgear including its commissioning requirements.
Answer to Question 1: ATS rating will be decided by contract’s design to meet design criteria and sequence of generator operation per Attachment 2 specifications section 010110
Question 2: Site; Please supply the missing specifications 321123, 321213, 321216.
Answer to Question 2: Its part of the Attachment 2 specifications
Question 3: General; Please confirm Warranty for the entire scope of work is (1) Year.
Answer to Question 3: Workman ship warranty is 1 year. Material warranty per specifications.
Question 4: General; Kindly request a bid time extension of at least (14) calendar days after receipt date of RFI responses.
Answer to Question 4: Bid date is extended with this amendment.
Question 5: General; Kindly request the ability to submit follow up RFIs to Gov't after the RFI deadline if scope remains unclear.
Answer to Question 5: There is a new Question period (ending 26 June 2020) stemming from the new Site Visit, Question 6. General; Kindly request bid walk sign-in sheet.
Answer to Question 6: It has been posted on the https://beta.sam.gov/ website on 9 June 2020.
Question 7: General; Please list all expected design disciplines required to provide engineered drawings.
Answer to Question 7: Civil, Mechanical and Electrical.
Question 8: Site; Per drawing SE5.5 and SOW 50, please confirm the road should be excluded from the CLIN 0003 and CLIN 0004 bid items.
Answer to Question 8: Road is part of all four CLINs
Question 9: Site; Generator yard location is to be considered contaminated soil. Please provide hazmat report showing contamination expected in scope of work areas.
Answer to Question 9: See Annexure A, part of drawings.
Question 10: Site; Generator yard location is to be considered contaminated soil. Will Gov't allow disposal of contaminated soils on site? If so in what location?
Answer to Question 10: Onsite soil disposal will not be allowed. Contaminated soil can’t be reused and will have to be transported off the depot and disposed per Annexure A shown in drawings.
Question 11: Site; Generator yard location is to be considered contaminated soil. If not, what allowance for contaminated soil should contractors allow for soil disposal?
Answer to Question 11: See Annexure A in drawings.
Question 12: Tank; Will the fuel tanks require permitting with any regulatory agencies beyond SJVAPCD?
Answer to Question 12: Permitting only from SJVAPCD.
Question 13: Tank; Who is the Authority Having Jurisdiction over the fuel tanks?
Answer to Question 13:
a.STATE: Oil storage activities in California are regulated by Section 25270 of the California Health and Safety Code, also known as the Aboveground Petroleum Storage Act (APSA).
b.STATE: CAL Fire-Office of the State Fire Marshal has oversight responsibility of APSA.
c.Local: San Joaquin County Environmental Health Department
Question 14: Tank; Who is responsible for filling the fuel tanks for generator commissioning and startup?
Answer to Question 14: Contractor is responsible.
Question 15: Tank; Who is responsible for filling the fuel tanks once construction is completed?
Answer to Question 15: Contractor is responsible.
Question 16: Generators; Will the gov't accept installation of generators that operate at a lower voltage (i.e. 4160 or 480) along with a (N) transformer to step up and meet the 12kV service?
Answer to Question 16: NO. Generator shall be rated for 12.470 KV power system.
Question 17: Generators; Please provide a specification showing government requirements for generator commissioning

and startup.
Answer to Question 17: Generator testing is part of specifications. See Attachment 2 specifications 263213 and 262313.
Generator shall be commissioned to meet sequence of generator operation per section 010110.
Question 18: Generators; The spec references many times the formal generator specification section 263213 for more details and generator and testing. Will you be issuing a more formal spec for the Engine/Generator, with the full Mil Generator Specifications requirements?
Answer to Question 18: See Attachment 2 specifications 263213 and 262313.
Question 19: Generators; Will Generator be required to have witness testing at the factory (if so how many attendees – typically supplier pay for the testing and 1 person from supplier with others at factory testing (typically the owners pay for their own flights, hotels, and meals)) Answer to Question 19: Generator testing at site only per Attachment 2 specifications 263213 and 262313.
Question 20: Generators; The Spec States Tier 2 is Required; but also states generator must meet local air board requirements; so, will Tier 4 Compliant be required to meet SJVAPCD statutes? The local air board will not render a tier ruling prior to receipt of a source application.
Answer to Question 20: Tier 2 must be approved by SJVAPCD.
Question 21: ATS; Please clarify the "manual make before break capability” required in the ATS by providing a specification.
Answer to Question 21: ATS must be capable of temporarily synchronizing backup generators with existing 12 KV utility power system, transfer all the existing load to backup generators before disconnecting from the utility power.
Question 22: Remote Annunciation; Will the fuel tank require leak monitoring and remote annunciation?
Answer to Question 22: Yes
Question 23: Remote Annunciation; Will the generator require remote annunciation?
Answer to Question 23: Yes
Question 24: Remote Annunciation; Will the ATS require remote annunciation?
Answer to Question 24: Yes
Question 25: Remote Annunciation; If remote annunciation is required along with integration into an existing system, please provide specifications detailing the existing system.
Answer to Question 25: Exiting remote monitoring software is GE EnerVista View Point Monitoring.
Question 26: Are new CB’s in existing switchgear required or can we use existing?
Answer to Question 26: New circuit breakers are required. There will be no new circuit breaker installed in existing 12 KV switchgear. All new circuit breakers will be housed in new backup generator prefab metallic enclosure for switchgear per specifications 010110.
Question 27: Is remote monitoring required?
Answer to Question 27: Yes
Question 28: It was noted at the job walk that we will need to rewire from the (2) existing poles where the 12kv circuits feed into the substation. Please confirm scope.
Answer to Question 28: Most likely design will call rewiring from the (2) existing 12 KV poles (circuit #2 and circuit #3) to new backup generator switchgear and back to existing 12 KV switchgear in the substation. It’s a design built project. Contractor will make the final call as long as final design meets the sequence of generator operation per specification 010110.
Question 29: Regarding fuel, does the prime need to leave tanks full or just fill for testing?
Answer to Question 29: Contractor to fill the tanks and leave tanks full after all the testing and commissioning is completed.
Question 30: It was noted at the job walk that we will need to reconfigure software. Please clarify what scope is required from E.C.
Answer to Question 30: GE EnerVista View Point monitoring software to be reconfigured by the GE technician to meet all the generator, generator switchgear and fuel tanks remote annunciation and monitoring per SOW.
Question 31: It was noted at the job walk that we will need to demolish (1) existing manhole. Are there any existing abandon utilities that will require removal?
Answer to Question 31: No, just the manhole. Cap all conduits terminating in the manhole and demolish the manhole.
Question 32: Can the grindings from the existing AC and AB be stock piled on site? And, reused for the sub-grade?
Answer to Question 32: Yes, any leftover will have to be removed from the depot. Contaminated soil can’t be reused.
Question 33: The RFP indicates that the project is a Design Build. It was indicated at the site visit that there would be two Notice to Proceed; one for the design and one for construction. It was also stated that the first design deliverable following the design charrette/kick-off meeting would be 90%. Please confirm.
Answer to Question 33: Confirmed.
Question 34: Section B, Supplies/Services pricing sheet indicates that CLINs 0001-0004 listed are all optional CLIN items. Is there a base bid price? If so, which CLIN items are to be included in the base bid?
Answer to Question 34: Either CLIN 0001 and 0002 or CLIN 0003 and 0004 will be chosen based on bids and budget. See Section M.
Question 35: In CLINs 0003 and 0004, the statement of work indicates to provide gravel area outside of fence of

generator #2 and #3. Are these optional items in lieu of the asphalt paving required in CLINs 0001 and 0002?
Answer to Question 35: Either CLIN 0001 and 0002 or CLIN 0003 and 0004 will be chosen based on bids and budget. See Section M.
Question 36: Will DLA post the site visit sign in sheet?
Answer to Question 36: It has been posted on the https://beta.sam.gov/ website on 9 June 2020.
Question 37: Our vendor says manufacturers that specialize in the generator size to meet the 2000 kw, 3PH, 12kv sizes are not currently in production. Our vendor says the manufacturers are not sure when they will be back in production for this size of generator and suggest using two banks of generator in series vs two large generator. (i.e. two smaller generators back to back making up one large generator for the required 2000kw power).
Answer to Question 37: 2000 KW, 3PH, 12KV generators are required.
Question 38: Switchgear; A separate walk-in enclosure is specified. Is the intent to take all generator controls, breakers, ATS, and switchgear and place in this remote enclosure? This essentially calls out for a small building.
Would external rated NEMA enclosures on all equipment be sufficient?
Answer to Question 38: No, a separate walk in enclosure is required.
Question 39: Lighting: 72-HR battery backup - will this reside inside the switchgear enclosure as well? Or will it replace the batteries within the existing 12KV SWGR building?
Answer to Question 39: 72 Hr solar powered backup battery for LED lighting will be placed on the lighting pole.
Question 40: Site work; The report that bid document is referring to was performed on 1996, 2000 & 2002 - do we need to perform a new study?
Answer to Question 40: Which report? Question is not clear.
Question 41: Site work; Do we know if the soil for the main project site is contaminated as well or is it just SWMU33 area?
Answer to Question 41: Just the SWMU33 area. A large part of it is under the existing road but some of it might be under the main project site.
Question 42: Site work; Do we need to perform more tests? Usually due to surface run off, the contamination could be migrated to the adjacent areas.
Answer to Question 42: Refer to Annexure A in drawings.
Question 43: Site work; Per the provided document “DLA Installation Operations San Joaquin Soil Management Protocol” section 2.E what are the additional soil management protocols?
•Usually for contaminated soils, the soil cannot be used for fill and all the disturbed soil needs to be protected during construction to avoid leaching of contamination to adjacent areas in case the disturbed soil is exposed to surface run off (lining areas of stockpile, dikes to contain run off, etc.).
•Also usually the excavated soil needs to be removed by hazmat certified contractors and be hauled off to hazmat compliant landfills and replaced with non-contaminated engineering fill.
•Please clarify the government's intent.
Answer to Question 43: Contaminated soil can’t be reused. Any soil taken from under the existing road and other contaminated area shall be disposed in accordance with the soil protocol. Sampling for all analysis in the protocol should be completed and reviewed by the depot environmental office prior to disposal. Excavated contaminated soil shall be removed by the hazmat certified contractors.
Question 44: Site work; Can the grindings from the existing road and aggregate base from the new generator area be reused as subgrade for the new paved road and / or generator yard?
Answer to Question 44: Yes but contaminated soil can’t be reused.
