WORK SUMMARY and SPECIAL REQUIREMENTS
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
Scope of work:
(a) Contractor is to provide all labor, supervision, materials, tools, and equipment to design and install two 2000 KW standby generators and all accessories to provide a complete automatic back up power system included but not limited to all the CLINs mentioned below.
Design Criteria:
Design criteria including but not limited to the following to provide a comprehensive working backup power system for 12KV distribution circuit # 2 and 3.
Generator
1. Provide Two 2,000 KW, 3PH, 12KV (12470V), 60 Hz minimum Tier 2 diesel stand by generators. See details below and specification section 263213.
2. Generators must meet California /San Joaquin air board emission standards.
3. Generator foundation and anchoring per generator manufacturer recommendation and San Joaquin CA seismic criteria.
4. Switchgear including vacuum circuit breakers, tie switches, relays, metering and controls required for generators’ parallel operation and automatic transfer switching. See specification section 262313.
5. All protection relays including generator and feeder protection shall be digital, general electric GE 850D (850-E-P5-NN-G5-H-N-N-A-N-F-M-A-P-H-C-1E-S-
W-B-N) and GE Multilin 889 (model 889-E-P5-R5-G5-H-N-N-A-N-F-M-A-P-T-C-3E-S-
W-B-N) and compatible to be monitored by existing GE EnerVista remote monitoring software.
6. Provide appropriate battery backup/charger for generator switchgear control protection and operation. Install transformer and additional power panel inside generator switchgear room to provide power to battery charger, generator switchgear room lighting and generator yard lighting. See specifications section 262313

7. Provide new GE Ethernet switch S2020 (Model S202033P2PJHHBBX07C) compatible with existing GE Ethernet switch S2020. Connect and configure new S2020 to existing S2020 and GE iNET-ll radio link switch (GE Model MDS iNet-II – 900
MHz MD9A1AVFCD1NN0). All protection relays in new generator switchgear shall be wired (optical fiber) to new GE switch S2020 to be located near existing
GE S2020 switch located in existing substation switchgear room. See drawing
SE 6.7 for existing EnerVista monitoring network details.
8. Provide any hardware, software and its configuration required to set up communication between generators’ alarm panel and new GE switch S2020.
9. Provide relay coordination study to coordinate new generator control switchgear and existing substation 12 KV switchgear. Configure and install new relays settings in the new backup generator switchgear and existing relays in existing 12KV switchgear.
10. Existing GE EnerVista software shall be reconfigured only by a GE Engineers/technicians to ensure compatibility with existing software configuration to show additional screens, alarms etc. to monitor and control entire generator switchgear, generator operations and fuel tank alarm panel.
Existing switchgear monitoring GE EnerVista station is located in Building
247 and is radio linked with GE switch located in existing substation switchgear room. All alarms from all the new alarm panels must be visible/audible in existing EnerVista software.
11. Provide all required cables, wires, underground conduits, manholes and hand-holes. Intercept underground conduits and provide manholes/ handholes if need
be. All underground conduits to be SCH40 and above ground conduits to be
GRS. Minimum conduit size to be ¾”.
12. All underground conduits shall be SCH40 concrete encases per drawing E6.3.
13. Place Arc Flash warning labels per depot electrical standards on all sections of switchgear.
14. All protection relays shall be digital GE compatible with existing substation GE 850 relays and compatible to be monitored by existing GE EnerVista software.
Generator Enclosure
15. Generator enclosure to be sound attenuation level II 80 dBA at 23 feet enclosure and meet 115mph 3 second gusts wind load.
16. LED lights with minimum 100 lumen/watt and 10 year warranty to illuminate entire inside generator enclosure to 50 fc lighting level.

Prefab metallic enclosure for switchgear
17. Prefab metallic enclosure to enclose all the switchgear required for generator operation, protection and metering.
18. Minimum 3’ clearance between switchgear and metallic enclosure from all sides.
19. Enclosure material to be hot dip galvanized, metallic thickness to be 0.05”
AWG and 0.2 micron factory paint (color to be decided during design phase.
See section 262313 for factory finishing details.
20. Enclosure to have two exit self-closing lockable doors.
21. Enclosure to be self-supporting anchored to concrete slab.
22. Enclosure to meet 115 mph 3 second gusts wind load.
23. Enclosure shall have ventilation with weather proof exhaust fans that come on automatically when standby generators are in operation.
24. Provide rotating Beacon light for each generator on top of switchgear enclosure to indicate when generators are in operation.
25. Solar LED lights with minimum 100 lumen/watt and 10 year warranty to illuminate entire inside switchgear enclosure to 50 fc lighting level.
26. Provide enclosure structural design.
Generator Fuel system
27. Two 3000 gallons above ground Convault double layered fuel tank with remote leak detection system. See specification section 335610.
28. Leak detection alarm panel shall be wired with appropriate communication cables to new GE switch S2020 to be located in substation switchgear room.
Provide any hardware, software and its configuration required to set up communication between leak detection alarm panel and new GE switch 2020.
Existing GE EnerVista software shall be reconfigured to show all fuel leak control panel alarms including fuel leak, high level, low level etc.
29. Fuel pipe plumbing and leak detector electrical conduits.
Generator Yard Fence and component layout
30. 8’ high chain link fence with barbed wire galvanized steel fabric, high-density polyethylene slats of same color that of substation North end fence, metallic posts to match existing substation fence. Two 14’clear opening lockable swing type double doors one each on North and South end, one 3’clear opening personnel door on common fence between existing substation and new generator yard. All corner fence posts to be reinforced with a tension rod.
All corner fence posts and gates to be grounded with individual grounding well. See reference drawing SC3.1, SE5.2, SE5.3 for additional details.

31. Minimum 2’ clearance between two fuel tanks, 2’ clearance between fuel tank and fence.
32. Minimum 4’ clearance between fuel tank and generator enclosure.
33. Minimum 5’ clearance between two generator enclosures.
34. Minimum 4’ feet clearance between generator enclosure and prefab metallic enclosure for switchgear.
35. Minimum 1’ clearance between prefab metallic enclosure and the fence.
36. Entire fenced area to be 4”, 3000 psi concrete slab excluding generator, fuel tank and generator switchgear enclosure foundations which shall be as per manufacturer’s recommendations. Area for concrete slab is categorized as contaminated area and falls under land use controls. Contaminated area
SWMU33, its contaminants and land use control protocol is shown in Annexure
A. Any soil removed from this location needs to be managed in accordance with the San Joaquin Soil Management Protocol in coordination and approval of the
Defense Depot, Tracy, CA environmental office.
37. All conduits and plumbing shall be underground. There shall be no exposed conduit/pipes on the concrete slab.
38. All trenches in concrete to be covered with heavy duty traffic rated hot dip galvanized steel bar grating.
39. Solar LED lights on a poles with battery (to provide minimum 72 hours backup power and five year warranty) and electrical back up connection including automatic transfer switch to switch to utility power in case of battery failure and provide 2fc lighting level in the entire generator fenced area.
Lighting pole to be single piece pole shaft conforming to ASTM A595 Grade A or A572 Grade 55, 11 gauge (AWG) thickness, round tapered steel, anchor base light pole, hot dip galvanized finish, single fixture mounting, NEC 410.30 compliant wire hand hole and cover with grounding provision, standard fixture mounting, steel full base cover Comply with 115 MPH wind load. Anchor bolts to confirm ASTM F 1554 Grade 55. All structural fasteners shall be galvanized high strength carbon steel. Pole and lighting fixture to be grounded including individual grounding well as per applicable NEC.
Lighting fixture shall be 5000K cool white, UL 1598 and CSA standards compliant, premium high output chip on board, minimum CRI of 70, minimum power factor 0.9, maximum THD 20%, minimum 300,000 hours LED life, minimum
100 lumen/watt efficiency, minimum 90% light output at 100,000 hours LED life, aluminum housing, multi-layer polyester power coated, light grey color, PAGE 5/18
Twist lock photo cell (120-277V), with surge protector (120V-277V and 5 year standard warrantee).
40. Area for new fence is categorized as contaminated area and falls under land use controls. Contaminated area SWMU33, its contaminants and land use control protocol is shown in Annexure A. Any soil removed from this location needs to be managed in accordance with the San Joaquin Soil Management Protocol in coordination and approval of the Defense Depot, Tracy, CA environmental office.
Existing 60 KV substation
41. Provide Solar LED lights on a poles with battery (to provide minimum 72 hours backup power and five year warranty) and electrical back up connection including automatic transfer switch to switch to utility power in case of battery failure and provide 2fc lighting level in the entire generator fenced area.

42. Provide a weather proof NEMA 3R toggle switch/es to turn OFF/ON all the existing HPS lights in existing substation fence. Toggle switch to be located outside the exiting 12KV switchgear room near the west entrance door.
Existing lights are fed from panel PNL 300-301 located inside the existing 12
KV switchgear room.
43. Provide ¾”C EMT conduit and required wires to connect DC power from existing
DC panel 300-0302 shown on drawing SE6.1 to existing and new GE Ethernet switches S2020 and existing GE iNET-ll radio link switch located inside the existing 12 KV switchgear room shown on drawing SE6.1.

Sequence of generator operation
Generator design must incorporate the intended sequence of generator operation included but not limited to the following:
44. Depot is currently fed from a government owned 60KV/12KV substation. There are three independent 12 KV circuits #1, 2 and 3 feeding the entire depot.
45. During power outage one new generators will feed circuit #2 and the other new generator will feed circuit #3 automatically thru automatic transfer switches/control switchgear.
46. ATS shall have manual make before break capability so that Generators can temporarily parallel with utility power before isolating from utility power.
47. One generator should be able to feed both the circuits 2 & 3.
48. Generators should be able to operate in parallel with each other automatically with human initiation.
Pave area outside backup generators fenced area
49. Contractor is to provide all labor, supervision, materials, tools, and equipment to design and install new paving and road as shown in drawing SE
5.4 and SE 5.5. See specifications sections 321123, 321213 and 321216.
Demolish existing abandoned concrete manhole (approximate size 8’ x 8’ x 8’, see drawing E2.D6 for location, fill the hole with compact soil/subgrade to
90% compaction. Cap and abandon all conduits tied to this manhole. Provide appropriate slope for drainage. Top level of new road shall be same as existing road. Top level of pavement shall be same as same top level of gravel in existing substation.
Area for new paving and road is categorized as contaminated area and falls under land use controls. Contaminated area SWMU33, its contaminants and land use control protocol is shown in Annexure A. Any soil removed from this location needs to be managed in accordance with the San Joaquin Soil
Management Protocol in coordination and approval of the Defense Depot, Tracy, CA environmental office.
Gravel area outside backup generators fenced area
50. Contractor is to provide all labor, supervision, materials, tools, and equipment to design and install the following: Area outside of new generator yard fence (shown as new pavement area in drawing # SE 5.5) shall be leveled and fill with gravel (minimum 2” depth). Demolish existing abandoned concrete

manhole (approximate size 8’ x 8’ x 8’, see drawing E2.D6 for location, fill the hole with compact soil/subgrade to 90% compaction. Cap and abandon all conduits tied to this manhole. Remove all existing gravel, concrete or asphalt to level the area so that top of the gravel is at the same level as that of substation. Provide appropriate slope for drainage. New gravel size and material shall match existing gravel inside the substation.
Area for new gravel is categorized as contaminated area and falls under land use controls. Contaminated area SWMU33, its contaminants and land use control protocol is shown in Annexure A. Any soil removed from this location needs to be managed in accordance with the San Joaquin Soil Management Protocol in coordination and approval of the Defense Depot, Tracy, CA environmental office.
General design requirements:
51. Design drawings shall include all information included in the specifications including make and model of all the components to be used.
52. Edit all the specification sections provided, add more specifications sections if required to include make and model of all the design components and comply with all the applicable codes including but not limited to ANSI, ASME, ASTM, EGSA, MSS, NEMA, SAE, NEC, NFPA, CEC, UFC and IEEE. High light the text added or edited in the specifications.
53. All components including but not limited to generator, fuel tank, switchgear and its components, switchgear enclosure, electrical panels must have weather proof labels per standard industry practice and similar to the existing labels in the existing substation and switchgear.
54. All drawings attached are for reference only and not for construction.
Reference Drawings shall not be used as design drawings.
55. AutoCAD files of existing as built drawings are not available. New AutoCAD drawings prepared by the contractor must have all the project related existing and new details.
56. Design shall be completed and approved by the government before construction and any material procurement. Contractor shall submit final design for government approval minimum four weeks prior to construction and material procurement. Government will require two weeks to respond to all RFIs during design phase.

57. Final design shall be stamped by a registered electrical, mechanical, civil, structural professional engineer with the state of California with minimum of five years’ experience of a similar project.
58. A due diligent effort has been made to provide existing as built drawings/information. It is contractor’s responsibility to verify all existing details and investigate additional information required to provide a comprehensive design to provide backup power to existing 12 KV distribution circuit # 2 and 3. Government shall not be responsible for any omission of details and information in the existing as built drawings and specifications included in the request for proposal.
59. Design to be in government provided drawing format.
60. Design documents shall include calculations and justifications of all design components.
61. Laminated operation instructions/safety/LOTO procedures sheets mounted on PVC board shall be installed on the switchgear and the switchgear room wall.
62. Design deliverable shall be five sets of edited and approved specifications and 11” x 17” drawings hard copy and five CDs with all drawings in Pdf and latest version of AUTOCAD.
63. San Joaquin Valley Air Pollution Control District Authority-to Construct (ATC) application and subsequent approval will be required for each new generator before it is procured and installed. Contractor shall obtain Permit to construct (PTC) and Permit to operate (PTO) will be required to operate the generators after installation. Coordinate with the government environmental section to obtain all required permits. Contractor shall pay for and obtain all required permits.
64. All work shall commence only after approved ATC is submitted to depot environmental office.
65. Perform generator field test and commissioning as mentioned in specification section 263213
66. Contractor shall be responsible to provide a comprehensive working backup generator system.

(b) Supply and install:
(i) Supply and install two 2 MW, 3PH, 60 Hz 12KV (12470V) minimum Tier 2 diesel stand by generators and accessories with EPA stationary emergency certification. Make Cummins Model 2000DQKAB – minimum Tier 2 Certified or approved equal (must be approved San Joaquin Valley Air Pollution Control
District)
Both Engines shall be minimum TIER 2, stationary emergency standby rated, permanent magnet excitation, equipped with coolant heater and low coolant level shut down control.
Alternator shall be rated for 105 degree Celsius ambient temperature and equipped with anti-condensation heater, temperature sensor – RTDs two per phase, temperature sensor alternator bearing RTD, differential protection.
Exhaust shall be critical grade exhaust silencer. Generator set shall be equipped with AC entrance box, circuit breaker set mounted, standard MLCB, 80% thermal magnetic with shunt trip and auxiliary contact, disconnect switch set mounted, 120V GFCI and 240V outlet, engine run relay. Generator fuel system shall have adequate in built fuel valve/control system to operate continuously with any positive pressure caused by fuel tank and comply with all applicable codes. No external valves shall be installed at site to compensate for any positive fuel pressure. Battery capacity shall be as per generator manufacturer recommendation. Battery charger shall be NFPA 110 compliant.
Generator control system shall be equipped with thermostatically controlled space heater, key type mode switch, ground fault module, three auxiliary relays, digital input/output module. Control panel shall have anti-condensation heater and meet NFPA 99 and 110 requirements, -40 to 70 degree
Celsius temperature range, digital microprocessor with two 4 line x 20 display, full size system status, 3 phase sensing, +/- 0.25% digital voltage regulation, RS232, RS485 and mod bus remote ports, waterproof connections, all engine sensors 4-20 mA for minimal interference, programmable I/O, built in PLC. Engine function monitoring and control and control shall be capable of full range standby operation, programmable auto crank, emergency stop, auto-Off-Manual Switch, isochronous governor, +/- 0.25% frequency regulation, full system status on all AC outputs and engine function parameters, service reminders, trending, fault history, alarm log, 12T function for full generator

protection, selectable low speed exercise, HTS transfer switch function monitoring and control, 2 wire start controls for any 2 wire transfer switch.
Generator Set enclosure shall be walk in type to enclose each new generator.
Enclosure shall be aluminum construction industrial grey baked on powder coat finish and rated for level II 80 dB at 23 feet sound attenuation and 115 mph wind load. Comply with UL2200, EPA and San Joaquin Valley Air Pollution
Control District certified.
All components of generator set shall have 5 year comprehensive warranty.

(ii) Supply and install generator parallel equipment as specified in section 262313
(iii) Supply and install any other control wires required to make the standby generator system work as a whole and compatible to existing power system.
Contractor to verify all existing conditions and details.
(iv) Supply and install two 3000 gallons above ground fuel day tank (Convault or approved equal) accessories and plumbing as per generator manufacturer requirements. Fuel tank shall be double wall secondary containment construction with required pumps, vents and controls as per UL 142, NFPA 70, 31 and 37. Meet the requirements of EPA SPCC regulation. Tanks (ASTs) must be labeled with capacity, contents, manufacture name, manufacturing date, NFPA hazardous warning markings. Meet the requirements of the CA Health and
Safety Code 25270. Refer to fuel day tank specification section 335610.
Ensure tank design and installation are in accordance with California Fire
Code. For the fill connector nipple or port, “The fill pipe shall be provided with a means for making a direct connection to the tank vehicle’s fuel delivery hose so that the delivery of fuel is not exposed to the open air during the filling operation. Where any portion of the fill pipe exterior to the tank extends below the level of the top of the tank, a check valve shall be installed in the fill pipe not more than 12 inches from the fill hose connection.” CFC 5704.2.9.7.6.
Each tank shall be equipped with electronic fuel leak detection system. See specifications 335800. See specifications section 335800. Make- Pneumercator

General:
a. Provide five sets of as built 11” x 17”drawings and generator/switchgear operations manuals. Five hard copies and five CDs.
b. Training - Provide operations, maintenance and safety class room and field training of new generator, control panels, switchgear, fuel leak detection system, GE EnerVista operations to government personnel
(minimum 16 hours). Generator manufacturer field engineer, fuel leak detection system manufacturer field engineer and GE EnerVista software engineer shall provide the training.
Training shall include but not limited to providing 10 sets of training material (not O&M manual) in a binder with operation and maintenance instructions, ppt. slides etc.
The training period must begin after the system is functionally completed but prior to final acceptance tests. Submit the training course curriculum for approval, along with the proposed training date, at least 14 days prior to the date of proposed conduction of the training course. Instruction must be [video-recorded and] given during the first regular work week after the equipment or system has been accepted and turned over to the Government for regular operation. Provide video recording and any PowerPoint slides as part of the final documentation for those that cannot attend. Submit construction Schedule, Safety and Health Plan in accordance with the format in U.S. Army Corps of Engineers Safety manual EM 385-1-1, Injury prevention plan, Hazardous Analysis Plan and quality control plan prior to installation.
c. Spares: (i) Provide a list of recommended spares required to operate and maintain the entire backup power system including generators, fuel tanks, monitoring, control etc. for five years after commissioning. (ii) Supply two sets each of spares recommended in the list above in addition to two sets of GE relay of each kind used in the generator switchgear (mentioned in item 5), switchgear LED indicating light bulbs, rotating beacon light (mentioned in item 24) outdoor and indoor solar LED luminaire (mentioned in items 16, 25, 39 and 41)
d. Submit shop drawings for approval, prior to installation, of all material and control circuits.
e. Contractor shall coordinate with DLA Environmental group to obtain San
Joaquin Valley Air Pollution Control District construction and operation

permit before installation and operation of new generator and rental generators.
f. Contractor shall submit material demolition and disposal plan and get approval from DLA environmental group.
g. Removal of Hazardous Waste, Non-RCRA Hazardous Waste, Non-Regulated
Hazardous Waste and Universal Waste: All Manifest, Non-Hazardous Waste
Manifests, Special Waste Manifests, Straight Bill of Ladings shall be signed by Environmental Office prior to removal off site.
h. A minimum of four weeks’ notice is required for any power interruption.
i. All work requiring power interruption shall be performed on Sunday only.
Work may have to be performed during weekend nights. The government reserves the right to cancel any power interruption as may be required due to local or national emergency.
j. Generator test runs shall be performed in the presence of government representative only.
k. Contractor shall verify all details and measurements. Government shall not be responsible for any ambiguity between and details shown in the drawing and actual site details.
l. Standby electrical power generation system shall be installed and commissioned as per all applicable codes including but not limited to
ANSI, ASME, ASTM, EGSA, MSS, NEMA, SAE, NEC, NFPA, CEC, UFC and IEEE and attached specifications.
m. Any forklift or crane work shall be as per USACE applicable codes and approved by government safety representative prior to work.

1.1.2 Location
The work shall be located at the Defense Logistics Agency, Tracy, California. The work exact location will be shown by the Contracting Officer.
1.2 SUBMITTALS – Section not used.

submittals without a "G" designation are for information only. The following shall be submitted in accordance with Section 013300 SUBMITTAL
PROCEDURES:
1.3 EXISTING WORK
In addition to FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
1.3.1 Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
1.3.2 Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.5 PROJECT PHASING PLAN
1.5.1 Electrical Outages – Potential electrical outages must occur on weekends and in accordance with specifications. Coordination with Contracting Office’s Representative (COR) must be approved in advance. Contractor to submit requests as soon as possible and provide alternate dates to accommodate critical base functions.
1.6 ENVIRONMENTAL PROTECTION
1.6.2 Disposal of Refuse
Refuse shall be disposed of off-site and in accordance with local, state and federal regulations.
1.7 CONSTRUCTION SITE MAINTENANCE
All supplies and equipment on the project site shall be stored so as to preclude mechanical and climatic damage. The project site shall be maintained in a neat and orderly manner.
1.8 NOISE CONTROL
The Contractor shall comply with all applicable state and local laws, ordinances and regulations relative to noise control.

1.9 SECURITY
The Contractor shall provide adequate protection for all parts of the building wherever work under this contract is performed.
1.9.1 Cameras
Possession or use of cameras on Government property is forbidden without prior written approval by the Security Officer or his designated representative. Requests for possession and/or use of cameras on Government property shall be in writing to the Security Office via the Contracting Officer and contain sufficient information to provide requirements for the use of photographic equipment. The use of cell phones equipped with cameras is also forbidden. The government will review daily and delete any pictures taken on a personal camera of government property of any kind taken while on-site at the DDJC.
1.10 EQUIPMENT ON THE PROJECT SITE
The Contractor shall cover equipment that is to remain in place within the area of contract operations and protect it against damage or loss. The Contractor shall store equipment that is removed in performance of work where directed or reuse in work as required by drawings and specifications.
Equipment temporarily removed shall be protected, cleaned and replaced equal to its condition prior to starting work. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.
1.11 TRUCKING
The Contractor shall load all trucks leaving the site with loose debris in a manner that will prevent dropping of materials on streets. The Contractor shall fasten suitable tarpaulins over the load before they enter surrounding streets.
1.12 TOILET FACILITIES
Contractor shall arrange and maintain his own portable toilets.
1.14 SAFETY AND HEALTH
1.14.1 General

1.14.2 Work Covered by This Section
This section is applicable to all work covered by this contract.
1.14.3 Definition of Hazardous Materials
Refer to hazardous and toxic materials/substances included in Subparts H and Z of 29 CFR 1910; and to others as additionally defined in Fed Std
313. Those most commonly encountered include asbestos, polychlorinated biphenyls (PCBs), explosives, and radioactive material, but may include others. The most likely products to contain asbestos are sprayed-on fireproofing, insulation, boiler lagging, and pipe covering.
1.14.5 Safety Assurance
1.14.5.1 Preconstruction Safety Meeting: Representatives of the Contractor shall meet with the Contracting Officer and his representative(s) prior to the start of repair, alteration or construction activities for the purpose of reviewing the Contractor's safety and health programs and discussing implementation of all safety and health provisions pertinent to the work to be performed under the contract. The Contractor shall be prepared to discuss, in detail, the measures he intends to take in order to control any unsafe or unhealthy conditions associated with the work to be performed under the contract.
This meeting may be held in conjunction with the preconstruction conference if so directed by the Contracting Officer. The conduct of the meeting is not contingent upon a general preconstruction meeting.
The level of detail for the safety meeting is dependent upon the nature of the work and the potential inherent hazards. The Contractor's principal on-site representative(s), the general superintendent and his safety representative(s) shall attend this meeting.
1.14.5.2 Compliance With Regulations: All work, including the handling of hazardous materials or the disturbance or dismantling of structures containing hazardous materials shall comply with the applicable requirements of 29 CFR 1926/1910. Work involving the disturbance or dismantling of asbestos or asbestos containing materials; the demolition of structures containing asbestos; and/or the disposal and removal of asbestos, shall also comply with the requirements of 40 CFR, Part 61, Subparts A and B, ETL 1110-1-118 and DA Circular 40-83-4. All work shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.
1.14.5.3 Contractor Responsibility: The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work, and shall hold the Government harmless for any action on his part or that of his employees or subcontractors, which results in illness, injury or death.

1.14.5.4 Inspections, Tests and Reports: The required inspections, tests and reports made by the Contractor, subcontractors, specially trained technicians, equipment manufacturers, and others as required, shall be at the Contractor's expense for line items used during the contract.
1.14.5.4.1 Materials and Equipment: Special features, devices, equipment, clothing and similar items used by the Contractor in the execution of work shall comply with the applicable regulations.
1.14.5.4.2 Hazardous Materials: The Contractor shall bring to the attention of the
Contracting Officer any material suspected of being hazardous which he encounters during execution of the work. A determination will be made by the Contracting Officer as to whether the Contractor shall perform tests to determine if the material is hazardous. If the Contracting Officer directs the Contractor to perform tests, and/or if the material is found hazardous and additional protective measures are needed, a contract change may be required subject to equitable adjustment under the terms of the contract.
1.14.6 Recording and Preserving Historical and Archeological Finds
All items having an apparent historical or archeological interest which are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall leave the archeological find undisturbed and shall immediately report the find to the Contracting Officer so that the proper authorities may be notified.
1.14.7 Contractor Staff
The Contractor shall be required to maintain a qualified Engineering staff and a dedicated Quality Control position to respond to requirements set forth in this solicitation. Dedicated Site Safety and Health Officer (SSHO), Quality Control Manager (QCM) and superintendent. These three positions may be assumed by two persons. However, the superintendent and QCM function must not be assumed by the same person. The SSHO, as a minimum, must have completed the 30-hour OSHA construction safety class or equivalent.
1.14.8 Utilities (Work Related)
1.14.8.1 When available, water and electrical services may be used in this work at no cost to the Contractor. The Contractor shall make arrangements for such services with the Contracting Officer or his designated representative.
1.14.8.2 All temporary outages of any utility services required for the performance of work shall be scheduled with the Contracting Officer's Representative (COR) no less than four weeks in advance of such outages unless otherwise specified in the Task Order.
1.14.9 Standards of Conduct
All Defense Logistics Agency (DLA), Higher Headquarters and Depot regulations pertaining to conduct shall be adhered to by Contractor personnel. Good conduct and judgment is expected of all people entering the installations. Fighting, profane language, reckless driving or failure to respond to direct orders from any depot employee acting in an

official capacity (i.e., Security Guards or Firemen) shall be sufficient reason to remove the disorderly individual from the Depot. A list of Depot rules and regulations will be provided to the Contractor during the preconstruction meeting by the Security Office representative.
1.14.10 Additional Requirements
Refer to Section 013529 SAFETY AND OCCUPATIONAL HEALTH REQUIREMENTS.
1.15 SHOP DRAWING REQUIREMENTS
The Contractor will be required to bring all shop drawings to the preconstruction meeting. This meeting will be scheduled a few weeks after award to allow the Contractor time to assemble the shop drawings. Shop drawings not provided at the preconstruction meeting are to be identified in the project submittal schedule.
1.16 BUY RECYCLE PROGRAM – N/A
1.17 PAYMENTS AND SCHEDULE OF VALUES
1.17.1 Schedule of Values
The Contractor shall submit a schedule of values of the Work including quantities and unit prices, aggregating the Contract Price. This provision applies to lump sum contracts and to lump sum items in unit price contracts. This schedule shall be satisfactory in form and substance to the Contracting Officer and shall subdivide the Work into component parts in sufficient detail to serve as the basis for progress payments during construction. As a minimum, this schedule shall include aggregates for inspection/testing, flushing, and system repair (including final system test) effort broken down by building. Upon approval of the schedule of values by the Contracting Officer, it shall be incorporated into the form of application for payment furnished to the Contracting Officer. The schedule shall indicate the percent of work completed for each component during the payment period. No payments will be made until the schedule of values has been submitted and approved by the Contracting Officer.
1.17.2 Application for Payment
The date for presentation of monthly applications for progress payments to the Depot shall be established at the preconstruction conference and will govern all such applications unless modified by the Depot and the Contractor at least twenty days prior thereto.
1.18 CONSTRUCTION PROGRESS SCHEDULE
The Contractor shall prepare and submit a construction progress schedule in accordance with Section 013201, PROJECT SCHEDULE.
