Amendment 0003
The purpose of Amendment 0003 is to extend the solicitation closing date and to respond to contractor questions. Accordingly, the following revision and responses are below.
A. Extend the hour and date for receipt of Offers from: 3 July 2019 at 1:00PM (EST), to: 12 July 2019 at 1:00PM (EST). Revise the solicitation page 19, paragraph 2, to: All quotes must be received electronically via email at medard.kowalski@dla.mil by 1:00 PM EST on 12 July 2019.
B. The following are responses to contractor submitted questions:
1. Reference SOW paragraph 3.1.4 Material To Be Handled. The upper end of the carton size is specified as 30”L x 24”W x 24”H. Ref. Para 3.2.2.1 Powered Accumulation Case Conveyor stipulates that there shall be true zero pressure accumulation of all contiguous conveyor zones. The current commercial offering is either 24”L or 30”L zone lengths. Is the government willing to relax the requirements for zero pressure accumulation or is it possible that the maximum carton length can be reduced in length?
Answer: The Government will relax the zero pressure accumulation requirement. Low pressure accumulation is acceptable.
A revision is made to Attachment 1 of the RFQ. Attached hereto (to this amendment) is the revised Attachment 1 DDHU Bldg 849 Conveyor SOW 26 June 2019.

2. Can J6 help the bidders calculate the estimated quantity of hours they feel will be needed to work with the contractor for testing DSS and ECS with live loads? Please estimate this figure for each of the Options separately.
Answer: See Functional Testing in SOW.
The contractor is expected to perform the functional testing as outlined below. If The Government is not prepared, with all parties necessary on site when the testing is scheduled, or something occurs outside of the contractor’s control, the contractor will be reimbursed as a change order for any additional trips to the site for testing. Otherwise, it is expected that the contractor will remain on site until functional testing has been satisfactorily completed.
Attached hereto (to this amendment) is the revised Attachment 1 DDHU Bldg 849 Conveyor SOW 26 June 2019.
3. Reference SOW Section 1.1 Scope. Programmable Logic Controller programming within Building 849 ASRS. Please clarify that the scope extent is described in paragraph 1.5.4 diverting the conveyed materials to one of eighteen induction stations. The control of the 18 storage cranes remains unchanged.
My question was to confirm that the statement in paragraph 1.1, second sentence; The new upgrades shall be integrated.……..(PLC) programming within Building 849ASRS
We understand the scope here is limited to parcel conveyance and sorting to 1 of 18 inbound induction stations and the takeaway of the completed orders. The system which controls the 18 storage and retrieval machines and location management system is unchanged under this scope.

4. Reference SOW Section 1.7.1, CLIN NO. 0001 Receiving area. Traversing Extendible Belt states qty of (2), but the drawing shows (1) unit.
Answer: The quantity of traversing extendible conveyor is one (1) each.
A revision is made to Attachment 1 of the RFQ. Attached hereto (to this amendment) is the revised Attachment 1 DDHU Bldg 849 Conveyor SOW 26 June 2019.
A revision is made to Attachment 3 of the RFQ. Attached hereto (to this amendment) is the revised Attachment 3 – Schedule of Supplies Rev 1 26 June 2019.
5. Reference SOW Paragraph 1.5.7. Please provide a sample(s) of the labels to be printed o Preferred label size o Preferred label stock material o Description of information to be printed
Answer:
• Thermal transfer print method
• 4” wide label stock
• 6” long label print length
• Capacity for 14” diameter label rolls with 3” diameter cores
• Operationally compatible with standard commercially available label stock
• Ribbon take-up spool
• Print engine and printer language may be Zebra, Datamax, SATO, or Intermec. Offeror shall provide the optimal solution for this application. An explanation of the criteria utilized in this determination shall be provided. Criteria should include flexibility, expandability, reliability, ease of use, and future compatibility as minimum criteria.
• It is anticipated that the printers, PC, and conveyor system PLCs will be connected by a local Ethernet system. Communication protocols may include EtherNet/IP or TCP/IP.
• Machine operating status to include low label stock detection, low ribbon stock detection, label jam detection, misapplication /transfer of label detection, and other diagnostics sensors. Run status, alerts, and alarm status shall be exhibited on colored tree lights mounted above the machine.
• Machines shall be of modular design that will allow removal/repair without interrupting ongoing production.
• 15’ nominal pneumatic tamp and blow applicator. Label in-place and applied sensors shall be provided.
• Rigid structural support with quick machine removal capabilities shall be provided.
• Labeling capacity of up to 18 parcels per minute.

6. Reference SOW Paragraph 1.5.1. Proposed receiving. Please provide samples of the RCN and PCN labels
Answer: See Samples of MIL 1348 Shipping Label and Sample CCN attached.

7. There’s a requirement to integrate the new equipment into existing systems as each phase of the project is completed. To do so (and to accurately estimate the integration required), it would be helpful if we can have pictures of the existing control panels and copies of the electrical drawings.
Answer: See SP3300-19-Q-0069 Amendment 0003 Answer to Question #7, is attached hereto to this amendment
8. Recommendation – once you release the next Amendment, I recommend you give industry at least two weeks before a proposal response is due. This will give the mechanical engineers a chance to build out a solution (addressing any changes in Amendments) and pass system requirements over to the controls engineers to sort our integration requirements. Once they are done, the pricing team reaches out to vendors to get updated pricing on components and lastly, the proposal writers pull it all together into a compliant proposal. The more complex the proposal instructions/requirements, the longer that takes.
