RFP Para Reference
Answers
1.
Per the RFP, “An index of Previous Contract Data..shall contain relevant PRIME contracts and relevant SUBCONTRACTS currently being performed of completed during the last five (5) years.”
Question – Should this index contain information for only the past performance samples provided by the Contractor, or all applicable contracts?
pg. 56
(1)
The index shall contain relevant PRIME contracts and relevant SUBCONTRACTS currently being performed or completed during the last five (5) years that the Offeror considers relevant to the requirements of the solicitation.
2.
Per the RFP, “The Offerors shall provide verification that the Defense Contract Audit Agency (DCAA) has determined that the Offeror’s accounting system will permit timely development of all necessary cost data to support the non-fixed price CLINs on the resultant contract…”
Question - Will the Government sponsor a pre-award audit by DCAA?
Pg. 55
Section K, Para (3)
The Government will request information from DCAA in order to verify the Offeror’s accounting system meets the Government’s requirements.
3.
Per the RFP, “The Offeror shall provide verification that the Offeror has a Defense Security Service (DSS) approved facility clearance, or a statement confirming that the Offeror will be able to obtain a DSS approved facility clearance prior to award of this contract.”
Question – Would the Government be able to provide sponsorship to the Offeror on obtaining a DSS approved facility clearance, i.e. can the potential contractors utilize this project as a government contracting activity for the facility sponsorship request letter.
Pg. 55
Section K, Para (4) No. Please refer to Question 29 for additional information.
4.
Can you please clarify the requirements under past performance for companies engaged in a teaming arrangement for this solicitation?

5.
When you talked about "special projects" during our site visit such as the propeller project, who is responsible for paying for the unique transportation/operational costs of the individual projects and are these costs reimbursable?
Site Visit
Special projects are usually initiated via task orders that are reimbursable upon receipt of an invoice.
6.
On the day of the pre-proposal conference and site visit, was that considered a "normal" or "routine" workday for the current contract holder or did they have their staff leave/clear out the area for the walk through? Was the amount of employees we saw there that day indicative of a regular work day for the contractor?
Site Visit
The Government is not privy to the personnel actions of the contractor.
7.
Is the security personnel guarding the facility we identified during the site visit a part of this solicitation? Are those costs reimbursable?
Site Visit

If a company does not have a DSS clearance, we are unable to request a clearance on our own. According to DSS "A contractor or prospective contractor cannot apply for its own facility clearance. A procuring activity of the Government, or cleared contractor in the case of subcontracting, may request the clearance when a definite, classified procurement need has been established." Please clarify how we are to obtain the clearance prior to award as required.
SP3300-18-R-5004 Page 55 of 72
Please refer to Question 3.
10.

11.
Due to the government shutdown, we are having difficulties communicating with some individuals in the federal government regarding the past performance questionnaire. In light of the shutdown and the difficulties we are having communicating with federal officials, will there be an extension granted on the due date of proposals?
General question
RFP Para Reference
As of January 23, 2018 the U.S. Government shutdown has ended. The due date for submission of proposals has been extended to February 23, 2018.
12.
L-3 paragraph 2 mentions a due date of 1pm February 2, 2018 “local time.” Please clarify if this is Guam time?
SP3300-18-R-5004 Page 53 of 72
The solicitation states “Eastern Local Time” which is not Guam Local Time. Eastern Local Time means Eastern Continental United States (e.g., New York City).
Local time refers to the Contracting Office time.
13.
L-3 paragraph 2 indicates a hard copy of the proposal must be delivered to your offices in New Cumberland PA. Considering we are located on Guam is there a local delivery point such as your DLA office here on Guam?
SP3300-18-R-5004 Page 53 of 72
There is no local delivery point on Guam for submission of proposals. Depending on an Offerors proximity to New Cumberland, Pennsylvania, Offerors are encouraged to ensure they allow enough time for either delivery in person, by the United States Postal Service, or commercial carrier.
14.
L-3 paragraph 2 indicates a hard copy of the proposal must be delivered to your offices in New Cumberland PA. If you are not allowing a local delivery of the proposal will there be an exception for electronic delivery for companies based on Guam?

SP3300-18-R-5004 Page 53 of 72
Per L-3, 2 – Hard copy offers must be received in this office by this date and time. Proposals must be received by the Contract Specialist by the proposal due date and time.
16.
L-3 paragraph 2 indicates a hard copy can be sent via USPS or commercial carrier. How do you determine the deadline for those type of documents such as USPS or commercial carrier?
SP3300-18-R-5004 Page 53 of 72
Please refer to Question 15.
17.
L-3 paragraph 2 indicates a hard copy can be sent via USPS or commercial carrier. Would you consider an alternative delivery location such as DLA Guam as this requirement places Guam businesses at a severe disadvantage. For example, if we were to utilize a commercial carrier for delivery, we would have a much earlier deadline than any other company based in the US Mainland since it takes at least 48 hours for commercial delivery to the US mainland from Guam. A company based in the states most likely could get this item delivered commercially in about 12 hours or even less.
SP3300-18-R-5004 Page 53 of 72
The Government cannot give delivery preference to an Offeror based on their proximity to the delivery location. Proposals must be received by the Contract Specialist by the proposal due date and time.
