1.The purpose of this modification is to revise solicitation documents and provide answers to questions. An overview of the changes are below.
2.RFP SP3300-18-R-5004 Sections B-M.
a.Section B is updated to revise the performance periods as follows:
Performance Year One:1 November 2018 – 31 October 2019 (no change)
Performance Year Two:1 November 2019 – 31 October 2020
Performance Year Three:1 November 2020 – 31 October 2021
Performance Year Four:1 November 2021 – 31 October 2022
Performance Year Five:1 November 2022 – 31 October 2023
b.Section L - Instructions, Conditions, and Notices to Offerors or Respondents; Paragraph L-4 - Proposal Preparation Requirements; Volume I - Solicitation, Offer and Award Documents; Section K (Representations, Certifications, and Other Statements of Offerors or Respondents), is updated to add the following sentence:

If such a statement is included, the Contracting Officer will verify the Offeror has the approved security clearance at the time the apparent successful awardee determination is made.

c. Section M - Evaluation Factors for Award; Paragraph M-2 - Evaluation of Proposals; Paragraph 2 - Basis for Contract Award, is updated as follows (new language is underlined and deleted language is struck out):

In addition, in order to be acceptable for award, the apparent successful Offeror will be required to have a Defense Security Service (DSS) approved facility clearance. Prior to contract award The DLA Distribution Acquisition Operations (J7) KO shall verify that the apparent successful Offeror possesses a DSS approved facility clearance at the time the apparent successful awardee determination is made. If it cannot be determined that the apparent successful Offeror possesses a DSS approved facility clearance, the Offeror will not be acceptable for award.

3. Attachment J.1 – Section C. The following paragraphs have been updated (new language is underlined and deleted language is struck out):

C-5.2.5.2 Controlled Material The Contractor shall receive controlled material, which includes classified, pilferable and sensitive items, IAW the following references.

DLA Distribution SOP 5200.06, Classified Pick DLA Distribution SOP 5200.12, Classified Pack C-5.3.1 Stow of Receipts The Contractor shall place receipted material in the proper storage location IAW:

DLA Distribution SOP 4145.079, Hazardous DLA Distribution SOP 4145.079, Hazardous Material (HAZMAT) – Warehouse DLA Distribution SOP 4145,080, Hazardous Material (HAZMAT) – HCC Message/Low Haz Inq/Update C-5.3.2 General Warehousing/Storage Requirements A. The Contractor shall accomplish storage processes IAW the following:

DLA Distribution SOP 4145,080, Hazardous Material (HAZMAT) – HCC Message/Low Haz Inq/Update C-5.3.4.3 Hazardous Material (HAZMAT) A. The Contractor shall store HAZMAT IAW DLAI 4145.11 Storage and Handling of Hazardous Materials, Appendix C, Storage Segregation Matrix: HCCs to Storage Segregation. The Contractor shall perform the additional requirements for storage of HAZMAT as described in the following paragraphs:

1. The Contractor shall store HAZMAT and compressed gases (liquefied and gaseous) in the approved HAZMAT facility or cylinder yard IAW:

DLA Distribution SOP 4145.076, Hazardous Material (HAZMAT) – QBD Hazardous Information Inquiry/Update C-5.3.8 Issue of Material The process for issuing material begins with the receipt of MROs, DROs, RDOs, STOs, ZWT transshipments, and non-automated requirements such as those contained on a DD Form 1149 or a DD Form 1348-1A for shipments or local delivery. The issue APLs are measured from when the issue documents flow into DSS andprocess ends for on-base deliveries when the material is delivered, the customer signs the delivery document for confirmation of delivery, and the Contractor closes out the manifest in DSS. The APL measurementprocess ends for off-base deliveries when the carrier signs the BOL.

The Contractor shall accomplish issue processing IAW the following:

· DLA Distribution SOP 4140.90, Outloading

· DLA Distribution SOP 4540.014, Transportation Discrepancy Report (TDR)

· DLA Distribution Vendor Shipment Module (VSM) Vender User’s Guide

· Java AMS (JAMS) SOP

· MIL-STD 2073-1 Standard Practice for Military Packaging C-5.3.8.3 Stock Selection As directed by the KO or designee, the Contractor shall change DSS tables to route material to designated packing areas and add route sequences to DSS address files. The Contractor shall select the required stock and perform all physical handling and movement of material from the point of storage to the shipment preparation, packaging, or assembly or disassembly areas, IAW:

· DLA Distribution SOP 4145.11, Pack

· DLA Distribution SOP 5200.06, Warehousing Classified Pick

C-5.3.9 Additional Issue Requirements The Contractor shall perform the additional requirements for material as described in the following paragraphs based on the material type.

C-5.3.9.1 Controlled Material A. The Contractor shall process controlled material which includes classified, pilferable and sensitive items issued IAW the following references:

· DLA Distribution SOP 5200.06, Classified Pick

· DLA Distribution SOP 5200.12, Classified Pack

· DLA Distribution Process Manual, Storage and Handling of Classified/Sensitive Materiel

· DLA Distribution SOP 5200.13, NWRM

· DLA Distribution SOP 5200.20, Found Nuclear Weapons Related Material (NWRM) The Contractor shall select and prepare classified, pilferable, sensitive inventory items and controlled substances for shipment from controlled and segregated storage locations under the supervision of the controlled storage custodian or a designated representative. The Contractor shall pack and hold classified, pilferable or sensitive items within secure facilities until proper transfer of custodianship.

C-5.3.12 Shipment Preparation The Contractor shall perform packing of material incident to shipment and any additional preparation necessary for the out-bound shipment of material IAW:

· DLA Distribution SOP 4140.090 Outloading

· DLA Distribution Process Manual, Introduction to Outloading

· DLA Distribution Process Manual, Processing Foreign Military Sales Shipments

· DoD 5105.38-M Security Assistance Management Manual (SAMM), Chapter 7, Transportation

· International Air Transport Association (IATA) Publications

· International Maritime Dangerous Goods Code (IMDGC)

· USPS Guidance 49 CFR Transportation C-5.3.12 Shipment Preparation The Contractor shall perform packing of material incident to shipment and any additional preparation necessary for the out-bound shipment of material IAW:

· DLA Distribution SOP 4140.090 Outloading

· DLA Distribution Process Manual, Introduction to Outloading

· DLA Distribution Process Manual, Processing Foreign Military Sales Shipments

· DoD 5105.38-M Security Assistance Management Manual (SAMM), Chapter 7, Transportation

· 49 CFR Transportation C. The Contractor shall complete packing and labeling actions in preparation for shipping material which includes attaching Military Shipping Labels (MSL), and commercial small parcel shipping labels to all material IAW DLA Distribution SOP 4145.11, Warehousing Pack, and IAW paragraph C-5.3.12.1 Controlled Material and paragraph 5.3.12.2 Hazardous Material (HAZAT).and DLA Distribution SOP 5200.12, Classified Pack.

D.The Contractor shall be responsible for any fines, penalties, and/or costs associated with improper classification, description, packaging, marking or labeling of HAZMAT certified by Contractor personnel. The Contractor shall pack, mark and certify HAZMAT IAW all federal and state requirements and IAW:

· DLA Distribution SOP 4145.075 - Hazardous Material (HAZMAT) – Type Cargo Code Description Inquiry

· DLA Distribution SOP 4145.081 – Hazardous Material (HAZMAT) – Hazardous Material Check

· DLA Distribution SOP 4145.084 - Hazardous Material (HAZMAT) – Update Hazardous Data

· DLA Distribution SOP 4145.085 - Hazardous Material (HAZMAT) – Heading Information Load, Maintain and Inquire

· DLA Distribution Process Manual, Performance Oriented Packaging

· MIL-STD 2073-1 Standard Practice for Military Packaging C-5.3.12.1 Controlled Material A. The Contractor shall process controlled material which includes classified, pilferable and sensitive items issued IAW the following references:

•DLA Distribution SOP 5200.12, Classified Pack
•DLA Distribution Process Manual, Storage and Handling of Classified/Sensitive Materiel
•DLA Distribution SOP 5200.13, NWRM

B. C-5.3.12.2 Hazardous Material (HAZMAT) A. The Contractor shall pack/perform shipment preparation and perform the hazardous certifications HAZMAT for issue IAW the following references:

· DLA Distribution SOP Hazardous Material (HAZMAT) – Heading Information Load, Maintain and Inquire

· DLA Distribution SOP 4145.076, Hazardous Material (HAZMAT) – QBD Hazardous Information Inquiry/Update

· DLA Distribution SOP 4145.077 - Hazardous Material (HAZMAT) – Single Line Mission Pack (KIT)

· DLA Distribution SOP 4145.078 - Hazardous Material (HAZMAT) – Mission Pack

· 49 CFR, Transportation, Parts 100 to 185, Hazardous Material Program Procedures

· DLAD 4145.41 Packaging of Hazardous Material, Section E, Policy

· DLAI 1515 Storage and Handling of Hazardous Materials; and Hazardous Material Transportation Security Requirements The Contractor shall be responsible for any fines, penalties, and/or costs associated with improper classification, description, packaging, marking or labeling of HAZMAT certified by Contractor personnel.

Section C-5.5 Transportation A. The Contractor shall accomplish traffic management/transportation functions to support shipment processing and Government handling IAW:

DLA Distribution SOP 4140.90, Outloading DLA Distribution Vendor Shipment Module (VSM) Vender User’s Guide Java AMS (JAMS) SOP International Air Transport Association (IATA) Publications International Maritime Dangerous Goods Code (IMDGC) USPS Guidance 49 CFR Transportation International Standards for Phytosanitary Measures (ISPM 15): Guidelines for Regulating Wood Packaging Material in International Trade C-5.5.3 Shipping / Outloading Shipping support includes, but is not limited to, staging, inspecting hazardous material for shipments to validate appropriate hazardous certifications completed by the packing operation in C-5.3, Warehousing, unitization, palletization, manifesting, and loading in a manner that assures stability of the shipment and compliance with DoD 4140.65-M, Compliance for Defense Packaging: Phytosanitary Requirements for Wood Packaging Material (WPM). The Contractor shall perform the outloading, shipping and transportation processes IAW DLA Distribution SOP 4140.090, Outloading, and DLA Distribution SOP 4145.32, ALOC and the DLA Distribution SOP 4540.002, Truck Control Operations.

C-5.5.6.3 Hazardous Material (HAZMAT) The Contractor’s appointed Transportation Agents shall ensure inspect HAZMAT packing and hazardous certifications to validate they are IAWis packed to applicable modal regulations. All Contractor personnel who sign any documentation for transportation, including shipping documentation, of DoD HAZMAT shall have HAZMAT Preparer Certification IAW DoD 4500.9-R, Defense Transportation Regulation (DTR), Part II, Cargo Movement, Chapter 204, Hazardous Material, paragraph D, Training, subparagraph 1, Mandatory Training (See TE 4.1, Contractor Training). The Contractor shall be responsible for any fines, penalties, and/or costs associated with transportation of HAZMAT.

The Contractor shall ship HAZMAT IAW all federal and state requirements and IAW:

DLA Distribution SOP 4145.075 - Hazardous Material (HAZMAT) – Type Cargo Code Description Inquiry DLA Distribution SOP 4145.081 – Hazardous Material (HAZMAT) – Hazardous Material Check Inquiry DLAI 4145.11 Storage and Handling of Hazardous Material MIL_STD 129 Military Marking for Shipment and Storage International Standards for Phytosanitary Measures (ISPM 15): Guidelines for Regulating Wood Packaging Material in International Trade C-5.5.6.4 Radioactive Material (RAM) The Contractor shall ship RAM IAW:

DLA Distribution SOP 4145.077, Hazardous Material (HAZMAT) – Single Line Mission Pack (KIT) DLA Distribution SOP 4145.078, Hazardous Material (HAZMAT) – Mission Pack DLA Distribution SOP 4145.080, Hazardous Material (HAZMAT) – KCC Message/Low Haz Inq/Update DLA Distribution SOP 4145.084, Hazardous Material (HAZMAT) – Update Hazardous Data DLA Distribution SOP 4145.085, Hazardous Material (HAZMAT) – Heading Information Load, Maintain and Inquire

4.RFP SP3300-18-R-5004 Sections B-M and Attachment J.1 – Section C Performance Work Statement have been updated and include changes. Each document has been revised with tracked changes and is included in its entirety as a part of this Amendment.
