MEMORANDUM FOR DEPARTMENT OF THE AIR FORCE, AIR FORCE MEDICAL
SUPPORT AGENCY, OFFICE OF THE SURGEON GENERAL (LT COL DAVID SMITH)
SUBJECT: Clarification to Handling Radioactive Commodities
This process clarification is issued pursuant to Joint Service/Agency Instruction DLA!
4145.8/NAVSUPINST 4000.34C/AFJI 23-504/MCO P4400.105E, Radioactive Commodities in the Department of Defense Supply System. Currently, the Joint Service Instruction requires the storage activity to deliver the packaged material to the shipping activity for onward movement. The current verbiage in subject joint instruction is ambiguous and requires additional authorizations and clarification.
Pursuant to this memo, DLA Distribution is authorized to package, certify and ship radioactive commodities for the Services when the Service storage activity communicates a requirement with DLA Distribution by means of a DOD Single Line Requisition System Document (DD Form 1348), Requisition and Invoice/Shipping Document{DD Form 1149) or a Transp011ation Control and Movement Document (DD Form 1384). Each shipment must include a reimbursable accounting line of data to apply material, labor and transportation fees. When the commodity is delivered to the DLA Distribution depot for distribution services, including those items previously packaged and certified by the Service, the requesting Service must properly identify the commodity by completing the attached form or provide a Material Safety Data Sheet (MSDS). The commodity must be ready for shipment when delivered to DLA and may not be stored or retained by the storage activity for future processing after DLA has packaged and cc1iificd for shipment. Specific processes may be further negotiated and defined between DLA Distl'ibution and the Air Force field activities requiring distribution services.
Shippers must comply with all other requirements of Title 49 Code of Federal Regulations (CFR) and DOD Hazardous Material regulations. All hazardous waste must be processed in accordance with DOD 4160.21-M, Defense Materiel Disposition Manual. This clarification will be included and coordinated in the next update to DLAI 4145.8/NAVSUPINST 4000.34C/AFJI 23-504/MCO P4400. l 05E.
Point of contact for this memo is Ms. Vickie Edgar, J-334, Commercial (703) 767-6582 or DSN 427-6582, or email: vickie.edgar@dla.mil.
